SALARY RANGE: $24.00-$27.50/hour dependent on qualifications/experience

REPORTS TO: Executive Director

REVIEW: After first 6 months, then annually

POSITION SUMMARY:

Training under the Finance Director with direct supervision from the Executive Director, serves as the Controller for the Region Five Development Commission (R5DC) and the 501c3 subsidiary The North Central Economic Development Association. This position works directly with the Finance Director and will become proficient in providing monthly financial statements, preparation of annual draft budgets and maintenance of accounting and human resource policies. Attend Region Five Board/Commission and NCEDA loan board meetings.

Duties will be assigned from following responsibilities as proficiencies are displayed and work plan dictates.

RESPONSIBILITIES ……….. Become proficient in maintaining a complete set of accounting books for R5DC and NCEDA according to GAAP .

· Learn to prepare monthly financial statements, accounts payable, and reports for R5DC and NCEDA.

· Prepare all monthly, quarterly and year-end closings, including 1099’s for vendors within accounting and loan software.

· Monthly, bi-monthly and annual payroll procedures and reports including deposits, quarterly reports, PERA employer account maintenance/deposits, MNUI reporting, pay equity reports and W2’s.

· Responsible for new hire reporting requirements.

· Prepare audit schedules for R5DC and NCEDA auditors. Assist in development of audit reports. Must have knowledge of GAAP, GASB and nonprofit accounting standards.

· Responsible for MCIT insurance reporting.

· All monthly, quarterly and semi-annual financial reports and fund requests for all departments, programs, grants, and contracts within R5DC and NCEDA.

· Assist Executive Director in preparing cost benefit analysis and risk assessments.

· Prepare annual and midyear draft budgets for R5DC and NCEDA.

· Prepare annual indirect cost plan for R5DC.

· Assist Executive Director in the development and maintenance of personnel policies and other HR related tasks.

· Manage and reconcile multiple bank accounts for R5DC and NCEDA. Prepare resolutions for any changes in accounts and/or account signors. Monitor account balances and FDIC insurance limits.

· Loan maintenance – Enter all loan payments into accounting and loan software for current loan programs (ISTS, EDA RLF, HWWS, Microlending) and any additional loan programs that may arise.

· Update loan software with new loans, create amortization schedules/ loan coupons and any other documents needed.

· Prepare all loan checks for borrowers/contractors and county recording fees.

· Provide loan department with loan pay off requests, loan modifications and information for assessed loan payments.

· Monthly late fee processing and reporting for all loan programs.

· Responsible for pulling monthly and semimonthly ACH loan payments for all loan programs. Maintain required banking documentation and authorizations.

· Prepare required annual 1098’s and/or loan summary reports for loan borrowers.

· Prepare and deposit weekly deposits for NCEDA and R5DC.

· Set up new software programs and new loan programs when needed.

· Manage and maintain R5DC credit cards.

· Update CRM software with new grants and contracts.

· Office supply orders

· Purchase postage and maintain monthly postage log

· Filing and all support staff duties for the finance office

1. Region Five Development Commission – R5DC, a regional unit of government who has employees and receives annual tax levy dollars.

2. North Central Economic Development Association – NCEDA, a non-profit arm of R5DC who provides gap participation loans with EDA and USDA funding. Accounting loan practices apply.

3. Independent Septic Treatment Systems – ISTS, a program within R5DC that provides septic system loans to residents within the region. Accounting loan practices apply.

4. Housing Well Water Systems – HWWS, a program within NCEDA that provides well water system loans to residents within the region. Accounting loan practices apply.

5. MNDOT and other General Contracts: for several departments within Region Five and NCEDA.

6. EDA and other Grants: Assists agency with grant recipients, budgets, invoicing and financial reports.

KNOWLEDGE AND ABILITIES REQUIRED:

1. Knowledge of governmental and nonprofit accounting principals and methodologies.

2. Knowledge of charts of accounts, general ledger, accounts payable, reconciliation and all other bookkeeping functions of a public agency.

3. Knowledge of computer application for financial management. Must have basic knowledge of finance and loan software.

4. Ability to prepare clear financial reports, interpret/summarize financial data, assists Executive Director with financial projections and budget.

5. Must be familiar with OMB Circulars A102 – Uniform Administrative Requirements for Grants – In – Aid to State and Local Units of Governments, A87 – Cost Principals Applicable to Grants and Contracts with State and Local Units of Government, A133.

6. Audits of State and Local Government and Nonprofit agency, and other relevant federal and state accounting and reporting requirements.

QUALIFICATIONS

1. Bachelor’s degree in accounting degree from an accredited college or university or completion of certificate program with similar coursework focus and requirements, or related work experience.

2. The Commission, however, reserves the right to waive any of the proceeding requirements in the event that an applicant demonstrates that he/she has extraordinary amounts of work experience or education relating to the position.

Must possess a valid Minnesota driver’s license and be available to work in Region Five service area. Position occasionally may require working outside the normal business day (i.e. evening meetings, some travel).
