Purpose/Desired Outcomes

The Conservation Leadership and Training WG is taking the lead in following through on selected 5 – Year Targets under Objective 3.1 of the 30-year goal for Society:

5 – Year Objective:

3.1 Empower local people, communities and institutions to effectively participate in decision making and action.

In the period between RT 8 and the Conference in Papua New Guinea in 2007 the CLT WG will concentrate on a number of key actions under each of the 5-year targets associated with the Objective.

3.1.1  Increase the number of tertiary trained graduates in conservation and environmental sciences employed in PICTs.

Tasks

3.1.1a Conduct a survey to determine numbers of PI graduates engaged in conservation work. - Frank

3.1.1b Distribute information on graduates seeking work opportunities and encourage organizations and projects to provide opportunities for the graduates - Bill, Frank.

3.1.1a Determine and establish types and levels of core competencies needed for the range of work in Nature Conservation and have this information provided to training institutions and organizations conducting training activities. – Bill and Frank.

3.1.2  Provide further training and skill development for all conservation officers in identified priority areas in all PICTs.

Output: Learning exchanges and/or coaching arrangements within or between organizations tailored to the professional development needs of key conservation professionals.

Indicators: Post-activity evaluation (by both parties) on objectives and follow-up 6-12 months later.

Task: Audrey arrange learning exchange between Kimbe Bay Conservation Planner and TNC-Hawaii team and evaluate twice by RT9.

Audrey test, adapt and evaluate TNC’s conservation area planning tool and multi-team planning approach with four priority Pacific conservation area teams by RT9.

Output: Pacific Islands Community Based Conservation Course planned and delivered in 2005.

Indicators: Course implemented with at least one participant from each country and territory attending.

Task: Plan/review course content, structure and costs – Bill, Frank and Kate

3.1.3  Achieve the appointment of women to at least 25% of the senior nature conservation roles in PICTs.

Task Conduct an inventory to determine the number of senior nature conservation positions in institutions and organizations in the region and number of women in these positions - Ambalika

Indicator: List of positions completed and made available (by end of 2004).

Task Repeat the inventory by end of 2006 and compare with 2004 inventory report. - Ambalika

Task Encourage organizations and communities to nominate women to attend conservation training activities/programmes nationally, regionally and internationally. . – Manasa, Ambalika, Lorrain

Task Obtain information on gender policy and guidelines from ForSec and distribute to all organizations involved in conservation work. Ambalika

Indicator All conservation organizations receiving information on gender policy and guidelines. (by end of 2004)

3.1.4  Introduce and implement an environmental education component in primary and secondary school programmes in all PICTs.

3.1.5  Establish and support at least one peer learning network to promote rapid dissemination of new skills and tools in the region.

Output: Models and lessons learned from early learning networks that can be adapted by other places or issues in the Pacific.

Indicators: Each network should have objective measures of success included in the design.

Task:

Ø  Bill regularly share information on Locally Managed Marine Area (LMMA) network & measures of success with CL&T WG

Ø  Audrey regularly share information on Micronesians in Island Conservation (MIC) with CL&T WG

Ø  Bill and Audrey organize a free-form session on learning network lessons learned for RT9 or RT10.

Ø  Liz, Frank & Audrey are working with other partners to launch a new Pacific Invasives Learning Network (PILN) and transfer learning network experience & skills to SPREP and other interested partners.
