CBP announced the final selection of CES applicants to start CES operations for a five year period beginning operations on January 9, 2012. They are:
Comprehensive: 1. GCT CES 241 Western Ave., Staten Island, NY
(All types of exams:
Agriculture, Trade, NII
A-TCET, NII, Outbound) 2. East Coast Warehouse , 1130 Polaris Street, Port Elizabeth, NJ
Agriculture: SalSon Logistics, Inc., 888 Doremus Ave., Newark, NJ
Trade Compliance, H&M International Transportation
Outbound, 700 Belleville Turnpike, Kearny, NJ
A-TCET/NII:
CBP Inspection Process
Trade Examinations
§ No change from the previous cycle
§ Hold for Examination is placed on the Bill of Lading by CBP
§ Broker/Importer selects the CES on the 3461
Ø East Coast CES
Ø Global Container Terminal CES
Ø H&M CES
§ Broker presents the 3461 to the DAU for Transfer Authorization Stamp
§ CES driver delivers the cargo for examination at the Broker Designated CES
A-TCET/NII Examinations
§ All NII Examinations that were previously done on terminal, now performed at a CES
§ All A-TCET examinations start with NII
§ Carrier Selects the CES for this type of examination
Ø East Coast CES
Ø Global Container Terminal CES
Ø H&M CES
A-TCET Physical Examinations
“Full Strip” = Removal of All Goods From the Shipping Container
§ Container is moved from the NII Field to a bay door at the CES Warehouse
§ The container is stripped out by CES Personnel for CBP Examination
§ Because the container is already at the CES for the NII examination, this process has been greatly expedited.
Agriculture “Back-in” Examinations
§ Previously done on Terminal, now performed at a CES
§ Carrier selects the CES for this type of examination
Ø East Coast CES
Ø Global Container Terminal CES
Ø SalSon CES
§ Hold for examination is placed on the Bill of Lading by CBP with the type of Agriculture examination described in the “Public Remarks” section
§ CES driver picks up the container from the Marine Terminal for Agriculture examination at the Carrier Designated CES
Agriculture Physical Examinations
“Full Strip” = Removal of All Goods From the Shipping Container
§ Carrier selects the CES for this type of examination
