The City Council of Red Bud, Randolph County, Illinois met on Monday, June 1, 2015 at 7:00 P.M. at Red Bud City Hall, City Council Chambers.

2. Excess Funds – Boy Scouts Bridge Project.

Motion made by Council Member Esker, seconded by Council Member Thompson for approval to return the excess donations for the Boy Scouts Bridge Project at the Lion’s Park, to the Boy Scouts for their organization’s use. B. Personnel Committee— Meeting May 26, 2015

1. Police Chief John Brittingham – Approval of Annual Salary

Motion made by Council Member Linnertz, seconded by Council Member Hanebutt, for approval to set Police Chief John Brittingham’s annual salary at $57,000.00/year, effective June 1, 2015. C. Public Health & Safety Committee— Meeting May 26, 2015

1. Extension of Employment – Dan Brotz

Motion made by Council Member Hanebutt, seconded by Council Member Friess, for approval of extension of employment of Dan Brotz until June 30, 2015, at his current salary. D. Public Works Committee— Meeting May 26, 2015

1. Replacement of Truck #8

Motion made by Council Member Nail, seconded by Council Member Hanebutt, for approval authorizing City Superintendent Eckart to search and purchase a used snow plow to replace truck #8, not to exceed $44,000 and with the Mayor’s approval. The vote was as follows: Donjon, aye; Nail, aye; Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye Linnertz, aye; Friess, aye. Motion carried.

2. Lawnmower for Parks Department (Public Works)

Item J. removed from consent agenda at the request of Council Member Thompson

Motion made by Council Member Nail, seconded by Council Member Donjon, for approval to accept the bid from Wm. Nobbe & Co. for the purchase of a John Deere Z960R Commercial Mower in the amount of $11,175.00 and to be paid from the funds as listed on the Public Works Budget. 1. Randolph Co. Republican Party – Park Reservation Special Request

Motion made by Council Member Reed, seconded by Council Member Donjon, to approve the Randolph Co. Republican Party request to reserve Ratz Park #1, June 14, 2015, with no fee and adding a bounce house and petting zoo to the original request. The vote was as follows: Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye Linnertz, aye; Friess, aye; Donjon, aye, Nail, aye. Motion carried.

G. Executive Session Minutes Review Committee—No Meeting

J. Economic Development Commission— Meeting May 19, 2015

1. Loan Interest Rate Change – 1.5%

Motion made by Council Member Esker, seconded by Council Member Nail, for the approval to change the loan interest rate to 1.5% The vote was as follows: Thompson, aye; Reed, aye; Hanebutt, aye Linnertz, aye; Friess, aye; Donjon, aye, Nail, aye; Esker, aye. Motion carried.

2. Authorization to Draft Loan Documents for JR Rentals

Motion made by Council Member Esker, seconded by Council Member Reed, for approval to draft the loan documents for an equipment loan of $1,000,000, to JR Rentals, from the economic development revolving loan funds. The vote was as follows: Reed, aye; Hanebutt, aye Linnertz, aye; Friess, aye; Donjon, aye, Nail, aye; Esker, aye Thompson, aye. Motion carried.

3. R & A Holdings Property Tax Abatement Resolution NO. 15-006

Motion made by Council Member Esker, seconded by Council Member Reed, for approval of R & A Holdings Property Tax Abatement Resolution NO. 15-006. The vote was as follows: Hanebutt, aye Linnertz, aye; Friess, aye; Donjon, aye, Nail, aye; Esker, aye Thompson, aye Reed, aye. Motion carried.

Council Member Esker felt that the job fair held on Saturday, May 30, 2015 was a great success and that all the companies involved seemed very pleased with those who attended. He also thanked City Administrative Assistant Poetker for all her hard work. Council Member Reed expressed gratitude for a job well done, especially by Clem and Marcia Esker and Warren Frank.

K. Parks & Recreation Committee— Meeting May 27, 2015

Council Member Hanebutt suggested that those wishing to attend the Memorial Service for Officer Paul Borger on Saturday, June 6th, meet at Koch-Liefer Funeral Home at 2:00 P.M. and attend as a group.
