Charmagne Dolphin, Seven Sisters Community Development Group, LLC

Charmagne specializes in asset building, affordable housing, financial education, and financial coaching. She also provides technical assistance and training to loan funds. A dynamic trainer and facilitator, she develops tools that focus on real-life, practical advice. Charmagne is a U.S. Department of Housing and Urban Development Certified Housing and Foreclosure Counselor.

Charmagne began her career in banking with the Missoula Federal Credit Union. She worked in collections and as a loan officer managing her own portfolio. At the local level, Charmagne customizes and facilitates financial workshops for five non-profits in Western Montana. At the state level, Charmagne works with NeighborWorks Montana, the People Partners for Community Development, the American Indian Business Leaders (AIBL), and the Northern Cheyenne Housing Authority to create innovative asset building loan products, audience-specific financial education, and consumer credit train-the-trainer trainings. On a national level, Charmagne worked extensively with First Nations Oweesta Corporation and National American Indian Housing Council (NAIHC). She also develops national trainings on a variety of asset and credit related topics.

Charmagne is a member of the Salish Nation and grew up on the Flathead Reservation in Northwestern Montana. She attended Salish and Kootenai Tribal College as well as the University of Montana.

Vince Franco, Compliance & Resource Development Director, Native Learning Center

Vince Franco joined the Seminole Tribe of Florida’s Native Learning Center (NLC) as the Grants Compliance Manager in November 2011. Before joining the NLC, he was the Executive Director of the Marine Industry Education Foundation of Palm Beach County – a 501 (c)(3) charitable nonprofit organization that supports youth oriented programs in boating, fishing and maritime. He developed and managed numerous outreach and fundraising events, including conferences and workshops, specialized training programs, unique fishing tournaments and golf outings, as well as scholarships and endowments, planned giving, and grants. Prior to working in Florida, he held the position of Executive Director of the Central Pennsylvania College Foundation, and as Vice President of Education for Associated Builders and Contractors, Keystone Chapter, both located near Harrisburg, Pennsylvania.

Vince holds a Bachelor of Arts degree in Economics from Northern Illinois University. He has lived in Florida with his wife and twin sons since 2007, and is very excited to be a part of the NLC team.
