A native New Yorker, a former banker and a former Marine, "Chuck" Mansfield is a management consultant whose areas of expertise include finance, strategic planning, bank credit policy, asset-liability management, commercial lending, bank regulation, merger and acquisition advisory, marketing, business transformation, investment management, corporate communications and not-for-profit fundraising..
Since 1999 he has served as a director/trustee of the Federated Funds of Federated Investors, Inc. and a member of its board’s audit committee, which he chaired for four years. A Pittsburgh-based $364-billion mutual fund complex, Federated is listed on the New York Stock Exchange.
With more than four decades of financial services and consulting experience in the United States, Britain and France, as well as substantial business travel elsewhere in Europe and in Asia, Mr. Mansfield brings a perspective that reflects broad and long experience in the financial services industry. His clients have included American Express Bank, Campbell Maack & Sessions, Chase Manhattan Bank, China Trust Bank of New York, Citibank, Continental Grain Company, Deloitte Touche Tohmatsu, DVC Group, Inc., Federal Home Loan Bank of Pittsburgh, Ford Credit Europe, General Motors, Johnson & Higgins (now part of Marsh & McLennan), KPMG Peat Marwick, the former Mudge Rose Guthrie Alexander & Ferdon, National Westminster Bank USA), State Development Bank of China, Strategic Decisions Group, Thacher Proffitt & Wood, The Limited, Chaminade High School and others.
He has also served as executive vice president of DVC Group, Inc., a marketing, communications and technology company headquartered in Morristown, New Jersey. A key advisor to its CEO and CFO, Mr. Mansfield had served DVC earlier as a business strategist, merger and acquisition advisor and acting head of human resources. As its liaison with the investment banking and legal communities, he helped position the firm for its sale to Chicago-based Lake Capital.
Once with Chase Manhattan Bank as CFO of its then $13-billion retail banking sector, he was responsible for the strategic planning, accounting, MIS and treasury functions, and served as a member of the Individual Bank's asset-liability management committee. Mr. Mansfield joined the bank from Arthur Young (now Ernst & Young) where he was a partner responsible for its New York financial services consulting group. Prior to joining the firm, he was CEO of then Prudential-Bache's international bank.
Earlier, Mr. Mansfield was recruited by Marine Midland Bank (now HSBC Bank USA) where he was a senior vice president responsible for trade finance and lending to corporations in the commodity-trading and export-import markets with units based in New York, London and Singapore. He also managed the bank's strategic planning for an export trading company, and led its joint-venture negotiations with several major international trading firms. Moreover, he was responsible for Edge Act bank branches in Houston and Los Angeles, served as a director and a member of the executive committee of Marine Midland International Bank, and was appointed by Marine's chief executive to its credit management and policy committee.

As a vice president at Citibank before joining Marine Midland, Mr. Mansfield held a succession of posts in New York, London and Paris in corporate lending, credit policy supervision, international banking, correspondent banking and asset-based finance. There he also developed expertise in financial institutions risk analysis and project finance. Furthermore, he wrote Citibank's Credit Policy and Risk Acceptability for International Financial Institutions, which was disseminated to its branches worldwide.
Mr. Mansfield has given numerous international banking seminars in New York City and Washington, D.C., to a variety of groups, including Russian, Ukrainian, Armenian, Moldovan and Taiwanese bankers, businessmen and economists, as well as professionals from French, German and Swiss banks operating in New York City. He has also traveled to Britain, China, Russia and Kazakhstan on various consulting assignments involving credit, foreign exchange and export finance, and has served Deloitte Touche Tohmatsu as a consultant at the State Development Bank of China in Beijing.
Mr. Mansfield was also selected by Hofstra University, where he served as an assistant professor of banking and finance at the Frank G. Zarb School of Business, to give an international banking seminar to senior Russian bank executives. At Hofstra his course emphasized the credit, interest-rate, liquidity and regulatory risks of modern banking, including the use of off-balance sheet transactions such as interest-rate swaps and other derivative products.
A public speaker and an author, Mr. Mansfield has lectured at the Colgate Darden Graduate School of Business Administration and the former Center for International Banking Studies at the University of Virginia, The World Bank, Ohio State University, the American Institute of Banking, Long Island University, the University of Dayton and Hofstra. He has also given speeches to major conferences and conventions such as those organized by the Bank Administration Institute (BAI), the National Foreign Trade Council and Robert Morris Associates. His writings on banking, finance and other topics have been published in various books and periodicals, including The Wall Street Journal, Dow Jones-Irwin's The Loan Officer's Handbook, The Journal of Commerce, The Journal of Commercial Bank Lending, Robert Morris Associates' Classics in Commercial Bank Lending and others. He has also appeared on television, including appearances on The Phil Donahue Show and The American Family Association Presents. His first book, No Kids, No Money and a Chevy: A Politically Incorrect Memoir has received acclaim. His second book, Bits and Pieces: Anecdotes to Soothe the Soul or Raise the Hackles, is scheduled for publication in the spring of 2017.
An alumnus of Chaminade High School (Mineola, N.Y.), he also holds an A.B. in sociology from the College of the Holy Cross (Worcester, Mass.). Following service as a Marine Corps officer, including a tour of duty as a platoon commander in Vietnam, New York University awarded him an M.B.A. in finance, which he earned by attending evening classes.
Mr. Mansfield and his wife Mary Ann have three children and four grandchildren, and reside in Westhampton Beach, New York, and Stuart, Florida.
