I find Emmett's response unsatisfactory. A meeting will be scheduled "if one is needed"? And who is setting that standard? I think we've been more than patient in this regard. On September 20 we officially asked for daily briefings on the status of NOLA employees and decisions about their working conditions. We also sent a list of questions. We got no response.

On Sept 27, in an introductory meeting with Asst Secy Keith Nelson, I raised the need for regular information. He and you agreed. That day, you directed Emmett to plan on daily calls. I heard you leave you this exact voice mail message. The first call was to be 11am the next day, Sept 28.

I understand that this first--and only--call was successful, and the parties agreed to meet again the next week. This was a generous concession on the part of the union. Mgmt did schedule a call for the following friday--and then when one mgmt representative (Sharman Lancefield) could not attend, cancelled without advising us. No follow up has been scheduled. Very little of the information requested on Sept 20 has been provided.

By my calculation, we've forgone at least 10 meetings. We've been patient enough.

I suggest that mgmt send a representative, with information as requested, to attend the conference call scheduled for today at 2pm. I will forward the call in number this morning.

I sincerely apologize for the miscommunication. There was no disrespect intended. Our secretary had scheduled and rescheduled this meeting several times this week and somehow overlooked cancelling the call for today when she was notified that one of management's key participants was unavailable. Ms. Lewis,

As of the time of this e-mail, no one notified the Council that today's conference call was cancelled.

I remind you that this is a very difficult time for entire Bargaining unit as the New Orleans Field Office Personnel continue to deal with this very difficult situation. There are decisions being made daily by program cylinders without any notification given to the Council.

Based on information we are receiving from the field , it appears that information going out to the Bargaining unit including but not limited to NOLA employees is not being done with any uniformity and continuity. This includes reports of changes in working conditions that may be causing adverse working conditions in some offices. the Council needs to verify the reports it is receiving.

Now is not the time to cancel calls without proper notification to us. This was highly outrageous and disrespectful.

Even if Chairperson can not be on the call, Management should have a continuity plan in place to make sure these calls continue, given the severe situation this agency is experiencing.
