WORK DESCRIPTION: Performs statewide inspections of boilers and other pressure vessels to assure compliance with the Arizona Occupational Safety and Health Act and the Arizona Boiler Act.
WORK ACTIVITIES: Conducts on-site boiler safety inspections, complaint investigations and accident investigations in compliance with applicable boiler and other pressure vessel safety codes. Conducts preconstruction consultation to designers or contractors and makes final inspections and issues boiler operation certificates. Reviews and evaluates blueprints and specifications for certificate inspections of new boilers and other pressure retaining items or for major rebuilding or repairing of equipment. Responds to requests for information and to provide interpretations of requirements set forth in the boiler safety codes. Makes recommendations to and/or requirements to the owner/user of the boiler during an inspection. Uses test equipment such as dye penetrant kits, ultrasound and magnetic particle equipment, pressure gauges, hydrostatic pumps, etc. in conducting safety/compliance inspections. Reviews and studies new technology, attending educational workshops and staff meetings. Performs related work as required.
WORK CONDITIONS: Requires frequent daily travel. Subject to hazards peculiar to construction and work environment- including occasional entrance into boilers (confined spaces) which is typically done through access opening measuring 12” x 16” or 15” in diameter. Requires the wearing of respirators. May work irregular hours.
SUPERVISION: Under general supervision, is responsible for conducting on-site boiler and related pressure vessel safety inspections, consulting visits, complaint and accident investigations.
WORK RESULTS/PRODUCTS: Completed inspections and investigations of boilers and other pressure vessels; interpretations of rules and codes for boiler owners/operators, contractors and other parties; informed public on boiler safety.
RESPONSIBILITY: For conducting thorough and detailed on-site boiler inspections, complaint and accident investigations and other compliance activities.
AUTHORITY: To make on-site boiler and other pressure vessel inspections, investigations, consulting visits in accordance with applicable laws, standards, practices and procedures in the trade. To issue Certificate to Operate for new or rebuilt boilers; to issue Notice of Violation forms
for boilers that are determined to be unsafe or not in compliance with Arizona Occupational Safety and Health Act, Boiler Act, and applicable codes or industry standards. To issue boiler serial numbers.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: Comprehensive knowledge of the Arizona Occupational Safety and Health Act, the Arizona Boiler Act, the American Society of Mechanical Engineers Boiler and Pressure Vessel Codes, Addenda and Case Interpretations; the National Board Inspection Code, and ANSI Standards. Extensive knowledge of welding procedures and have a working understanding of metallurgy. Extensive knowledge of the tests and procedures for determining if a boiler, pressure vessel, or lined water heater is in compliance and meets all requirements of related codes; e.g., local building codes, National Electric Code, and others in ANSI Volume III, and all applicable ASME codes, addenda and interpretations.
Extensive knowledge of the procedures for determining whether all required tests have been performed adequately and correctly. Extensive knowledge of boiler design, construction, maintenance and safety.
Skill/Ability to: Recognize and/or evaluate boilers and other pressure-retaining items for safety hazards. Review submitted boiler shop drawings for compliance to codes and standards. Use and interpret hydrostatic, ultrasonic, radiography, dye penetrant tests and techniques and visual detection of metal degradation, and defective or non-compliant weldments. Learn proper interpretation of the Arizona Boiler Act and all applicable federal, state and local rules, regulations, policies and procedures. Learn proper safety and compliance inspection procedures and techniques. Learn to effectively negotiate and settle disputes. Provide boiler owners, users and/or other interested parties proper and understandable interpretation of rules, regulations, policies and procedures. SPECIAL SELECTION FACTORS: Upon appointment, must have or be able to obtain a Certificate of Competency from the Industrial Commission of Arizona. Upon appointment, must pass the National Board of Boiler and Pressure Vessel Inspectors’ examination and obtain a commission as an Authorized Inspector. Applicants must have a minimum of six-years experience working in a boiler related field: i.e., designing, building, operating, repairing, maintaining, etc. May require the ability to pass a post-offer physical examination.
