The administration recommends that the Board of Trustees
acknowledges estimated accrued, but unfunded, costs of
health and welfare benefits for retired employees.
008 Chancellor’s Office Tax Offset Program 17
Contracting with the Chancellor’s Office Tax Offset Program
the District can recover outstanding student obligations. The
administration recommends that the Board of Trustees approve
District’s participation in the COTOP program.

The administration recommends that the Board of Trustees
provide authorization to execute the contract agreements.
010 Child Development Contract Signature Authorization 23
The California Department of Education requires certification
of the approval of the Governing Board authorizing signature
authority. The administration recommends that the Board of
Trustees approves and certifies the authorization of signatures.
011 Approval of Payroll, Purchase Orders, Contract and Commercial 24
Warrants
The Board of Trustees must authorize and approve all expenditures
of the District to comply with applicable education and public contract
codes. The administration recommends that the Board of Trustees
approve and authorize the expenditures.

012 Authorization of Grant Application Submittal to the California 27
Integrated Waste Management Board Under the Tire Derived
Product Grant Program
MSJC is in the process of researching means by which the institution
can secure money to fund the renovation of the Quandt Stadium track.
The administration recommends that the Board of Trustees approve the
request to submit an application to the California Integrated Waste
Management Board Under the Tire-Derived Product Grant Program.

Public comments may address any item of interest to the public, other than
agenda items, that are with the subject matter jurisdiction of the college.

A. Each month the Mt. San Jacinto Foundation reports to the
Board of Trustees a list of people and organizations that have
made donations of money or items of value to the Foundation.

A. CWA Bargaining Proposal for Academic Year 2006-2007 30
Pursuant to GC 3547, the Communications Workers of America
Bargaining proposal is attached for review. Public comment will
be taken on the proposal at the next regularly scheduled Board
meeting on September 14, 2006.
B. CSEA Bargaining Proposal for Academic Year 2006-2007 32
Pursuant to GC 3447, the California School Employees Association
(CSEA) Bargaining Proposal for Academic Year 2006-2007 is attached
for review. Public comment will be taken on the proposal at the next regularly scheduled Board meeting on September 14, 2006.

High School Articulation Agreements are located in the Instruction Office for review.
BACKGROUND:
In accordance with Board policy and the education code, the following articulation agreements have been approved by recent actions of the Career Education Advisory Committee and Curriculum Committee:
Mt. San Jacinto College will accept the completion of the following:
1. ROP 10373 - Medical Assistant/Clinical for the Mt. San Jacinto College courses AH 073 – Medical Office Assistant Technician: Back Office for 3 units and AH 149 – Occupational Internship: Medical Assistant Clinical for 1 unit.
2. ROP 10010 – Intro to Medical Terminology for the Mt. San Jacinto College course AH 095 – Medical Terminology for 3 units.
3. ROP 10234 – Child Care Occupations for the Mt. San Jacinto College course CDE 111 – Child Health, Safety and Nutrition for 3 units.
Regional Occupational Programs (ROP) courses that are articulated with MSJC courses may be offered in any high school in any District within Riverside County. The coursework and student outcomes for ROP courses are the same throughout Riverside County. These courses are regulated by District-wide ROP Competencies.
4. Graphic Design I from Lake Elsinore Unified School District for the Mt. San Jacinto College course MUL 110 – Introduction to Multimedia for 3 units.
5. Digital Art & Digital Video Production from Lake Elsinore Unified School District for the Mt. San Jacinto College course MUL 123 – Digital Video Production I for 3 units.
Any high school District courses that are articulated with MSJC courses are specific to that District because their curriculum differs from the ROP curriculum. Many times, the high school course may only be taught at one high school in one school district within the County.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended that the Board of Trustees approve the above articulation agreements for inclusion in the college offerings.

Instructional Aide I 32 hours per week/11 month position
MVC – Instruction
The position is needed to assist in the growing online science program, which is anticipated to generate significant FTES due to the lecture/lab requirement. The Instructional Aide also provides flexibility for the instructor and an additional assistance for enrolled students/In the long run, the Instructional Aide contributes to increases in success and retention rates as well as the achievement of stated student learning outcomes.
Athletic Trainer 19 hours per week/11 month position
MVC – Student Services
Currently there is no athletic training staff on the Menifee campus and this position will provide students with qualified training services. Providing this service will reduce the district’s liability due to unqualified faculty providing training services and exposure Title IX issues and allow for more efficient services to our students. This position is required to support the 53% increase in online enrollment. This position is being funded from cost savings from a Student Services personnel reorganization.
Network Technician III 40 hours per week/12 month position
SJC – Instruction
This position is necessary because the district has expanded its distance education offerings to over 200 sections for the Fall 06 semester. It is the intent to continue to expand the distance education effort in order to maximize FTE generation and to provide greater access to instruction for the members of the community.
