Abbreviation / Meaning
ADHD / Attention Deficit Hyperactivity Disorder.
AEP / Alternative Education Provision
AEP is off site provision, which is arranged by a young person’s school to prevent exclusion and re-engage students in their education. Liverpool City Council’s Alternative Provision Team offers a full time alternative to mainstream education for students in Years 10 & 11 permanently excluded from mainstream education.
APT / Alternative Provision Team

Annual Review / The yearly review of a Statement of Special Educational Needs or Education Health and Care Plan carried out by the Local Authority.
Assessment. / A process that identifies strengths, weaknesses and needs across all areas of a child’s or young person’s life, and involves both parent carers and practitioners.
ASD / Autistic Spectrum Disorder

Audit of a Personal Budget / Review of the support and resources in place to ensure they are meeting the agreed outcomes in the Education Health and Care Plan
BESD / Behavioural Emotional and Social Difficulties
Benchmarking. / Providing descriptions of what is expected or what has been achieved.
Block Contract / Purchasing a certain volume of business with a service provider over a set period of time, to an agreed specification usually at an agreed rate. See Liverpool’s Personal Budget Policy on EHC page of LO.
CAT / Cognitive Abilities Tests
The most widely used tests of reasoning ability.
CAAT / Communication, Augmentative, Assistive Technology

CAMHS / Child and Adolescent Mental Health Service

Carer / For the purpose of the SEN Code of Practice, a carer is a person named by a local authority to care for a child for whom the social services department has parental responsibility.
CC / Children’s Centres
Bring together a range of free services for children from birth to five years and their families.

CCG / Clinical Commissioning Group
CCGs commission most of the hospital and community NHS services in the local areas for which they are responsible. Commissioning involves deciding what services are needed, and ensuring that they are provided. CCGs are overseen by NHS England,which retains responsibility for commissioning primary care services such as GP and dental services, as well as some specialised hospital services. All GP practices now belong to a CCG, but groups also include other health professionals, such as nurses.

CDC / Child Development Clinic
A clinic where medical assessments are made of children whose development is giving cause for concern.
Centiles / Educational Psychologists and Speech & Language Therapists may refer to centiles. These describe how a child functions compared to 100 children. If they are on the 75th centile, 74 children out of a hundred would have more difficulties than them, and 25 children would have fewer difficulties than them. It is a benchmark from which progress can be measured.

CIN / Child in Need
Disabled children are described as being ‘in need’. Children’s Services, Social Care has the lead responsibility for assessments and for ensuring the provision of services. Other services have a duty to co-operate in supporting disabled children.

Coordinated Assessment / A process in which parent carers and practitioners pull together a range of assessment information and use this to identify their desired outcomes for the child or young person and their family. The coordinated assessment process will be the basis for the development of the Education, Health and Care Plan. It will cover all areas of need and all relevant agencies will contribute to it.
Costed Provision Map / Describes the additional provision/support required for an individual child or young person and details the costs of this provision.
CP / Community Paediatrician

CPP / Child Protection Plan
A child protection plan assesses the likelihood of a child suffering harm and identifies how a child can be protected.
CPP / Continued Participation Plan

CQC / Care Quality Commission
Regulate, inspect and review all adult social care in the public, private and voluntary sectors.
DfE / Department for Education
Is responsible for education and children’s services in England.

DoH / Department of Health
Helps people to live better for longer. The DoH lead, shape and fund health care in England, making sure people have the support, care and treatment they need, with the compassion, respect and dignity they deserve.
DP / Direct Payments
Aim to give more flexibility on how services are provided. By giving money instead of care services, people have greater choice and control over their lives and are able to make their own decisions about how care is delivered.

DSA / Disabled Students Allowance

EFA / Education Funding Agency
Manage the funding to support all state provided education for 8 million children aged 3-16 years and 1.6 million young people aged 16-19 years.
EHAT / Early Help Assessment Tool
The EHAT is a shared assessment tool for use across all services. It aims to help early identification of children with additional needs and promote coordinated service provision. The EHAT is undertaken with the consent and full participation of the child and their family.
EHCP / Education Health and Care Plan
A single plan to be used for children and young people from birth to 25 years. The plan replaces Statements of Special Educational Need from September 2014. An EHC Plan is one in which the parent carers and practitioners build on the coordinated assessment process to set out their desired outcomes for the child or young person and their family. The plan will identify the agreed the priority of each of these outcomes and set out how they will be achieved. The EHC Plan will cover the contribution of the family and all relevant agencies and set out clear responsibilities and accountabilities with timescales.
(EHC) Plan Co-ordinator / The person (Education Officer) who co-ordinates the Education, Health and Care assessment and planning.

EO / Education Officer
EOs support the Local Authority in meeting its statutory duty to provide effective education for children and young people with special educational needs (SEN). They work with children, young people and their families, education providers and partner agencies to ensure successful implementation of Education, Health and Care plans. EOs oversee the assessment process to produce statutory documentation.
Ed Psych / Educational Psychologist

Early Intervention / This is the process of intervening when a child or young person first shows signs of having difficulties. The aim is to ensure that help is received as soon as possible to prevent any difficulties escalating.
EPS / Educational Psychology Service

ESA / Education Support Assistant
ESAs support teachers and help children with their educational and social development, dependent upon the child’s individual needs.
EWO / Education Welfare Officer
EWOs work with schools, pupils and families to support regular school attendance.
EYEIP / Early Years Early Intervention Panel

EYFS / Early Years Foundation Stage
Sets the statutory standards for the learning, development and care of children from birth to five years.

FAP / Fair Access Protocol
The School Admissions Code requires each Local Authority to have a Fair Access Protocol in place to ensure that access to education is secured quickly for children, especially the most vulnerable, who have no school place, and to ensure that all schools in the area admit their fair share of children who may present challenges to a school.

LAs provide a wide range of services, either directly through their staff or by commissioning services from outside organisations. They also have responsibility for the economic, social and environmental ’wellbeing’ of their area. Most local authority services are mandatory.
LAC / Looked After Children
The term used to describe a child in local authority care or in social accommodation for more than 24 hours.
LACES / Looked After Children Education Service
LACES has responsibility for ensuring that Liverpool City Council delivers its statutory requirements as a corporate parent, in the promotion of the educational attainment of the city's Looked After Children wherever they are located.

Lead Professional / The lead professional is a practitioner who knows the child and family well and who supports the parent carers by ensuring that support is coordinated and delivered. He or she acts as a single point of contact ensuring people come together; organising meetings; ensuring communication; taking an overview; has the ‘clout’ to get people to meetings; and monitors the plan and takes responsibility for the cohesive and coordinated delivery of a multi- agency plan.

Multi-agency / Multi-agency working, sometimes referred to as cross agency working, is a true partnership between practitioners from two or more (normally statutory) agencies based on common goals and strategic vision. Multi-agency working means that parent carers, children and young people are offered appropriate support in all areas of their life where this is needed.
Multi-disciplinary / This is where practitioners from different professional backgrounds work together in an integrated way.
NC / National Curriculum
Details programmes of study to be followed and taught in all maintained schools.
NEET / Not in Education Employment or Training
NEET is a term used to describe a young person between the ages of 16 and 24 who is not in education, employment or training.
NHS / National Health Service
NHS Continuing Care is support provided for children and young people under 18 who need a tailored package of care because of their disability, an accident or illness.
NHS Continuing Healthcare is a name given to a package of care that is arranged and funded by the NHS for individuals over 18 who have complex, ongoing healthcare needs.
NHS England is an independent body whose main role is to improve health outcomes for people in England by overseeing the operation of CCGs, allocating resources to CCGs and commissioning primary care and specialist services.
