Annex B – Continuity of Government/Operations
I. Introduction
This Annex provides information concerning the Master County Emergency Communications Systems. The procedures outlined in this Annex will be used by Emergency Management officials to manage communications in the event of an emergency

II. Situations and Assumptions
1. Destruction caused by a disaster can cover a large or small area.
2. The County Government buildings may be partially or totally destroyed. Destruction of government property and records does not end the responsibility of government to provide prompt and timely services.
3. Continuity of Government will be maintained in County through:
A. Utilization of all available resources and manpower
B. Pre-designation of alternates to key Metro officers
C. Identification and appointment of standby Metro officers to various County
D. Metro Government Boards and committees
E. Selection and preparation of alternate sites for County Metro Government
F. Preservation of vital records, i.e., papers, maps, books, and computer tapes needed for County Metro Government to function

III. Concept of Operations
1. In the event Metro Hall becomes unusable the following alternate facilities will be used:
A. Urban Area
a) 1st Alternate: City Hall
b) 2nd Alternate: Urban Government Center
B. Suburban Area.
a) 1st Alternate: University ( )Campus
b) 2nd Alternate: Applicable Suburban Government Centers
2. In the event the District or Circuit Courtrooms become unusable the Commonwealth of ( ) Judicial Branch, Administrative Office of the Courts will establish a replacement courtroom.
3. Succession of County Council elected officials will be in conformity to Revised Statues

IV. Organizations & Assignment of Responsibilities
1. Each County Metro Government Department Head will designate a Deputy to act in their place during an emergency.
2. When displaced to another building by a disaster, prompt action will be taken by all agencies to reestablish their offices at their normal site as soon as possible.
3. Preservation of Records.
A. Vital records are those records, in whatever form, that are essential to the preservation of the legal rights and interest of individual citizens and their government.
B. Vital records of the former City of ) are maintained, copied and stored by County Metro Archive, at ( ).
C. Vital records of the former County are maintained, copied and stored by County Metro Archive, at ( ).
D. All vital records will be combined and stored in a single storage facility in the near future County Metro Archive at ( ) Street.
4. Metro Government departments, districts, and agencies will develop or improve procedures, which will preserve essential records, files, and reference documents necessary for their internal operations.
5. Reconstruction of vital records is the responsibility of each agency. Overall Metro Government coordination of this responsibility will be carried out by the Metro Mayor, County Clerk, and the Metro Archives Clerk.
6. Each agency is responsible to ensure that a back up computer with a compatible program for running their computer data has been identified. The computer for back up use should be in a building other that the one in which the agency is located.
7. The State Department of Libraries and Archives Document Preservation Section can assist in restoration of vital records.
8. The Metro Mayor will ensure that the necessary security procedures are carried out after a disaster to protect government resources, facilities and personnel so that recovery operations can be carried out to return government services to normal operations

V. Direction and Control
The Metro Mayor has the responsibility and authority to ensure that proper steps are taken to ensure Continuity of Government.

VI. Information Collection and Dissemination
The Emergency Management Planning Section is responsible for the collection, evaluation, and dissemination of information regarding the incident. The Planning Section will provide planning for not only the current, but future operational periods.

VIII. Administration and Logistics
The Emergency management Logistics Section is responsible for providing all support needs to the incident by ordering all resources from off-incident locations. This section is managed by a Logistics Chief who will provide facilities, transportation, supplies, equipment, maintenance, fueling, feeding, communications, and medical services.
Not all incidents require Finance/ Administration Section to be staffed; however, in long-term incidents or incidents where expenditures are incurred the Emergency Management Finance Chief will determine the need for establishing and collecting data regarding time, procurement, compensation, claims, and costs based upon present and future requirements.

IX. Plan Development and Maintenance
The Emergency Management Director is responsible for the content of this annex and for its currency. All EOC staff members must be familiar with its content.
