A RESOLUTION adjourning the Senate in honor and loving memory of Billy "The Yardman" Noblitt.
WHEREAS, Billy Noblitt was a son of the Commonwealth, having been born in Franklin County, Kentucky, the cherished son of the late Russell Amerson and Christine Elizabeth Graves Noblitt; and
WHEREAS, Billy Noblitt was a proud graduate of Franklin County High School. A licensed real estate agent with Century 21 Commonwealth, he won the Top Agent Award 2002-2012. Known for his slogan, "Selling Frankfort by the Yard," he was a household name in his home community of Frankfort, where he worked diligently with the Capital Expo Festival; and
WHEREAS, along with his real estate work, Billy Noblitt was Principal Assistant to the Commissioner of the Finance Cabinet, Department of Information Systems; the Governor's Liaison to the Bluegrass State Games; Principal Assistant to the Cabinet Secretary for Human Resources; and Supervisor and Safety Coordinator for the Department of Information Systems; and
WHEREAS, Billy Noblitt was a member of Bethel Baptist Church, the Frankfort Elks Lodge, the Franklin County Democratic Executive Committee, four-term President of the JCI State Senate/Kentucky JaySirs, Chairman of the National Annual Convention Parade/Kentucky Jaycee Thoroughbred, a Jaycees International Senator, a former board member of the Frankfort Area Chamber of Commerce, member and past president of the Frankfort/Franklin County Young Democrats, and was currently serving his fourth term as President of the Capital Expo Festival; and
WHEREAS, Billy Noblitt departed this earthly life on January 21, 2014, leaving his family, friends, and an entire community in solemn mourning; and
WHEREAS, Billy Noblitt was preceded in death by his parents; his granddaughter, Haley Madison Bay; and his father-in-law, John Tracey. He is survived by his wife of 38 years, Connie Tracey Noblitt; his daughter and son-in-law, Belinda and Tony Bay; his grandsons, Kaelin Amerson and Kyle Anthony Bay; his mother-in-law, Shirley F. Tracey; his sister-in-law, Terry Tracy; his uncle and aunts, Sonny and Libby Manns and Norma Conway; and several cousins, including Scotty and Ricky Manns; and
WHEREAS, Billy Noblitt will forever be remembered as a pillar of his community and of this Commonwealth, and he leaves behind a lasting legacy of meritorious leadership and indelible service to the city of Frankfort and its citizens;
NOW, THEREFORE,
Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:
âSection 1. The members of the Senate, both individually and collectively, express their most profound and sincere condolences upon the passing of Billy "The Yardman" Noblitt, and extend their heartfelt sympathy to his family in this time of loss.
âSection 2. When the Senate adjourns this day, it does so in honor and loving memory of Billy "The Yardman" Noblitt.
âSection 3. The Clerk of the Senate is directed to transmit a copy of this Resolution to Senator Julian Carroll for delivery.
