Explanatory notes
1 Definitions
Construction programme refers to a time-related schedule based on the construction planning decisions.
Medium buildings are light to medium weight commercial or industrial buildings up to three levels above ground which utilise commercial or industrial materials, construction techniques, and services.
Unforeseen ground conditions are any conditions that cannot be discerned from site documentation and may affect construction progress. These may include soft spots, rock, springs, or unlocated services.
2 Relevant features of a construction environment in comparison with other decision-making environments include – a complex, evolving, and unpredictable information base, on-off projects with relatively few precedents for decision-making, possibly high financial risk.
3 All activities must comply with any policies, procedures, and requirements of the organisation/s involved; the ethical codes of relevant professional bodies; and any relevant legislative and/or regulatory requirements.
4 Legislation relevant to this unit standard includes: Building Act 2004, Health and Safety in Employment Act 1992 and Health and Safety in Employment Regulations 1995;
Resource Management Act 1991.
Outcomes and evidence requirements
Outcome 1
Identify and describe processes to implement and amend a construction programme for medium buildings.
Evidence requirements
1.1 Critical outcomes are identified and described in accordance with the supplied construction programming.
1.2 Processes are identified and described for actions, in the event of contingencies, that re-align construction progress with programme.
Range actions – re-assign work, re-schedule work;
contingencies – unavailability of subcontractors and materials, impact of diverse weather, unforeseen ground conditions.
Outcome 2
Identify and describe concepts and principles of construction environment and resource control for medium buildings.
Evidence requirements
2.1 Identification and description of activities relating to management of the construction environment includes strategies that match the special features of the industry’s workforce.
Range activities – work allocation, formation of work teams, resourcing;
strategies – consultation, information-sharing, peer feedback, coaching, mentoring;
features – wide range of professions and trades, large numbers of people, concentrated location.
2.2 Identification and description of activities for the management of people in the construction environment includes strategies that match the special features of that environment.
Range special features – management of health and safety, changing environment.
Outcome 3
Describe management decisions for a given medium building site and conditions.
Range decisions about one of each of the following – time, cost, resources.
Evidence requirements
3.1 Decisions are described in relation to the time frames required for achievement of construction targets.
3.2 Decision making sequence is described in terms of the consequences in a construction management environment.
Outcome 4
Identify and describe processes to manage the activities of subcontractors for medium buildings.
Evidence requirements
4.1 Processes are identified and described for monitoring the activities of subcontractors to ensure that their activities remain aligned with contract provisions.
Range processes for control of non-conforming product, control of inspection, quality assurance system, contract and financial management, cashflow management, systems to manage the development of construction plans and programme, communications, health and safety.
4.2 Processes are identified and described for actions, in the event of contingencies relating to subcontractors, that re-align the work plan with objectives.
Range processes for re-evaluating subcontractor programme, alternative contractual arrangements, determination of contracts.
