SUB: ACTION PLAN (2013-14) for fast tracking Infrastructure and Welfare proposals in the DGHRD -reg.

Please find enclosed a list of Infrastructure and Welfare proposals which are being taken up in FY 2013-14for fast track disposal. The concerned field formations are requested to prioritize these proposals for seekingadministrative approval and financial sanctions to enable their completion as per the Action Plan. Further, the concerned field formations are requested to:

1. To prioritize the enlisted proposals in their respective field formation;
2. W.r.t. the RE funds released by May 2013, they may send a letter to this office committing to utilize the funds latest by 31.08.13.
3. Send a monthly/quarterly status report regarding the progress of the enlisted project proposals and its related expenditure;
4. Depute a dedicated officer to liaison with the DGHRD and IFU/MoF for follow up of the enlisted proposals to enable their completion within the given timeline.
5. All the field formations to convey the fund requirement vis-à-vis new proposals likely to arise during 2013-14,latest by 30.09.13,only after ensuring provision of funds from the CPWD(to be processed by I&W wing in DGHRD) or under Office Expenditure(OE) head (to be processed by EMC wing in DGHRD) as the case may be.
6. To convey the fund requirement vis-à-vis new proposals likely to arise during 2013-14 latest by 30.09.13,only after appropriate Provision of funds either by the CPWD or under Minor Works from OE(through EMC) (as the case may be) has been made.
7. For proposals pertaining to Special Repairs and Original Works/acquisition of land/construction, the funds are to be provided by the CPWD under the Object Head- ‘Minor Works’ (4059) for Office Buildings and for Residential Accommodation under (4216).

1. As regards regular maintenance of electrical installations etc. the funds are to be provided by the EMC wing of DGHRD. Under the ‘Minor Works’ Object Heads {2038 (Office); 2037 (Guest Houses) and 2216 (Residential Accommodation}.
