  1. INTENT

The intent of this Request for Interest (RFI) is to search for qualified vendors who are capable of providing the County with office paper to all requesting departments within Alameda County.

The County intends to release a Request for Quotation (RFQ) and award a three-year contract (with option to renew) to the bidder(s) selected as the lowest cost responsible bidder whose response meets the County’s requirements. It is the County’s intent to increase participation of certified Small Local Emerging Businesses (SLEBs). In order to participate herein, a business must satisfy the locality requirements and be certified by the County as a small local or emerging local business.

The County of Alameda does not guarantee that a subsequent RFQ will be issued. Should anRFQ be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.

  1. SCOPE

The County of Alameda is seeking vendors who can provide competitive solutions for increasing the volume of environmentally preferable paper products.

  1. VENDOR QUALIFICATION CRITERIA

Vendor minimum qualification criteria include, but are not limited, to the following:

  1. Bidder shall be regularly and continuously engaged in the business of providing office paper for at least three (3) years;
  2. Bidder shall be a certified office paper manufacturer or dealer or wholesaler or retailer;
  3. Bidder shall be certified by the County as a Small Local Emerging Business (SLEB) by the RFQ bid submittal due date should one be issued; and
  4. Bidder shall possess all permits, licenses and professional credentials necessary to supply product and perform services as specified under this RFQ.
  1. COUNTY PROVISIONS
  1. Small Local Emerging Business Program: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.

As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

For purposes of this bid, applicable industries include, but are not limited to, the following NAICS Code(s): 424110-Printing and writing paper merchant wholesalers, 423440 – Other commercial equipment merchant wholesalers, as having no more than500 employees over the last three (3) years.

An emerging business, as defined by the County, is one that has less than one-half (1/2) of the preceding amount and has been in business less than five (5) years.
