  1. CALL TO ORDER
    Dr. Burrell, chairman, called the meeting to order at 6:30PM as a regular monthly meeting of the Board of Education. Greg Crawfordled the pledge of allegiance.
  2. SWEARING IN OF BOARD MEMBERS

The Honorable Judge Don Elledge conducted the swearing in of board members Dr. John Burrell, Dail Cantrell, Scott Gillenwaters, Glenda Langenberg and Rickey Rose.

  1. ELECTION OF BOARD OFFICERS

Dr. Burrell turned the meeting over to Mr. Foster, Director of Schools, who opened the floor for nomination of board chairman. Rickey Rose nominated Jo Williams, seconded by Steve Fritts. There were no other nominations. Mrs. Williams was elected by unanimous vote.

Dr. Burrell nominated Greg Crawford as board vice-chairman, seconded by Glenda Langenberg. A motion to cease nominations was made by Scott Gillenwaters and seconded by Dail Cantrell. Mr. Crawford was elected by unanimous vote.

  1. The Fall District Meeting is scheduled on September 18 at 4:30 PM. A carpool will leave from central office at 3:15 PM.

IX. DIRECTOR’S REPORT
A. Something Good –Three Clinch River Community School (CRCS) students spoke to the board about their new school. Katlyn Aldrich stated she has been at the Learn Center for two years. She’s excited about the new school and clubs, and realizes there’s more than “drama” and drugs in life. Bobby Young said he will be the first student to graduate from CRCS. He said it’s not like the old Learn Center, he and his friends like going to school. The classrooms are big and there’s an actual gym. He said it looks just like a regular school. He likes his teachers and the peer buddy class for five year olds that he is a part of. Technology is awesome and the teachers and students have a good outlook. He plans to attend Roane State Community College to study EMS. Justice Maloney is in his sixthyear at the alternative school and said he has never been in a real high school building before CRCS. Students who never came to school in the past are now attending. He said he is a junior and is doing his best to keep good grades so he can go to college and make something of himself. He added he isn’t there for behavior problems; he just couldnot function well in a regular school setting.

  1. Greg Deal apprised the board of a need for a 40-day art position at Dutch Valley Elementary School and a 100-day system-wide evaluation position. Motion by Dail Cantrell and seconded by Rickey Rose to add this item to the agenda as an action item. Motion carried.
  2. Mr. Deal and the instructional team recently traveled to Putnam County to see what they’ve done to implement the new Common Core Standards intothe curriculum. He said Tennessee students are now on the same playing field as 47 other states in the nation to raise the rigor in Tennessee. Instruction is geared toward raisingthe level of writing and critical thinking skills. Putnam County is working with a company to develop the capacity of principals and central office staff to help to teachers. They are training principals, administrators and central office staff to transition into common core. Anderson County is now investigating a piece by ENI for principals and central office staff to lead teachers through the process. Mr. Deal said the team is looking at products to see what’s available and will keep the board updated.

X. STUDENT SERVICES REPORT
None.

XI. COMMITTEE REPORTS
A. Budget/ Building & Grounds – Scott Gillenwaters reported the joint committees met on August 27 to discuss the purchase of the Evans propertyfor the school maintenance department. Motion by Scott Gillenwaters and seconded by Dr. Burrell to proceed with the purchase of the Evans property from bond monies for $350,000. Discussion followed with Steve Fritts stating he was not comfortable proceeding with the purchase until CRCS closeout costs are reviewed. Mr. Foster stated his staff looked at the numbers and would not feel comfortable moving forward with the request if the funds were not there. Rickey Rose stated he met with Evans and the building is well maintained. He asked what the excess office space would be used for and Mr. McKamey statedthere are three offices for staff along with storage areas for blueprints, deeds, custodial and plumbing supplies, etc. There is also a crew and lunch area. Mr. Fritts asked about spending excess money on roofing needs in the county. Mr. McKamey stated all roofs needing attention have been taken care of. Mr. Fritts asked about HVAC systems and concerns. Mr. McKamey stated each HVAC system has been checked and all are in good working order. Mr. Fritts then asked if the board removed the need for a maintenance facility from the priority list given to county commission. Board members agreed the facility was number three on the list. Dr. Burrell said he couldn’t think of anything else that was needed more than a new maintenance facility. Motion carried with Steve Fritts, Glenda Langenberg and Rickey Rose voting no.

Motion by Scott Gillenwaters and seconded by Dr. Burrell to approve middle school technology requests as presented. Motion carried.

B. Personnel – Glenda Langenberg reported the committee met to receive the director of schools evaluation form. She asked board members to complete the evaluation and return to the board secretary at the September 4 board meeting. Johanna Whitley will tabulate the evaluation and announce the results at a special called meeting. Mrs. Williams asked that the board complete the self-evaluation and return no later than September 18 to review along with the director’s evaluation. She suggested the board return to the February schedule after this evaluation is complete.

C. Policy – Jo Williams discussed policy 3.404 Private Vehicles liability limits. Jim Woodward explained the revised policy increased liability limits to 300/700/100, which is a significant increase. After much discussion, it was agreed to refer the policy back to committee. Mrs. Williams asked if Special Education vans could be used for student travel, and Sue Voskamp stated they must only be used for Special Education activities. Motion by Dr. Burrell and seconded by Rickey Rose to refer the policy back to committee. Motion carried.

Motion by Jo Williams and seconded by Glenda Langenberg to approve policy 5.109 Evaluationon first reading. Motion carried.

Ms. Williams stated policies 5.110 Compensation Guides& Contracts and policy 5.202 Separation Practices for Classified Employeeswould be put on the back burner for the time being.

Motion by Jo Williams and seconded by Glenda Langenberg to approve policy 5.115 Assignment/ Transferon first reading. Motion carried.

  1. ACTION ITEMS
    A. Jo Williams recommended that the annual agenda be referred to the policy committee for review.
  1. Motion by Dr. Burrell and seconded by Glenda Langenberg to approve the revised bus contracts to replace the contractor who did not fulfill his commitment as presented by Mr. Forgety. Motion carried.
  2. Motion by Dail Cantrell and seconded by Dr. Burrell to approve a request for wrestling teams at both Anderson County High School and Clinton High School at a cost of$4,034 each and a one-time cost of $8,500 each for wrestling mats from undesignated reserves. Motion carried. The $4,034 cost is a recurring cost for coaching supplements.
  3. Motion by Glenda Langenberg and seconded by Scott Gillenwaters to approve the request for cell phone zones at Anderson County High School. Motion carried.
  4. Motion by Dr. Burrell and seconded by Scott Gillenwaters to approve the request to fund the robotics program at Clinton High School in the amount of $10,000 from undesignated funds. Motion carried.
  5. Motion by Rickey Rose and seconded by Dail Cantrell to approve the request for a 40-day art teacher at Dutch Valley Elementary School and a 100-day system-wide evaluator. Motion carried.

Mr. Cantrell asked Mr. Foster to monitor the first grade situation (teacher/ ratio)at Fairview Elementary School. He congratulated Mrs. Williams andMr. Crawford on their new assignments and a smooth transition, and thanked Dr. Burrell for the excellent job he’s done for many years.
