Iowa Legislative Report

85th Iowa General Assembly

2014 session

IA State Police Association

Week 8, 2nd Funnel: March 3 – March 7, 2014

Paula Feltner & Mike Heller, Lobbyists

The second week of

Two things were significant about this week of the legislative session. This week was the second funnel week. On Friday, March 14th, all Senate Files had to be out of House committee to be alive and all House files had to be out of Senate Committee, except for Appropriations, Ways and Means, and Leadership bills. The result is that there are even fewer “LIVE” bills as the funnel performs its winnowing process.

Friday, March 14th was also the filing deadline at the Iowa Secretary of State’s office for those legislators seeking election or re-election to the next General Assembly. Fourteen members of the current Iowa Legislature failed to file for re-election, leaving open seats to fill in November’s election. Remember that Democrats currently hold a slim 26-24majority in the Senate over Republicans, while the GOP controls the House with a 53-47 edge. Half of the Senate’s 50 seats are on the ballot this year, while all 100 House seats will be up for grabs.

The list of legislator’s leaving includes 10 House members and 4 Senate members. Those four (4) retiring from the Senate include one Democrat and three Republicans:

  • Sen. Dennis Black, (D - Lynnville) – retiring from politics
  • Sen. Sandra Greiner (R – Keota) – retiring from politics
  • Sen. Hubert Houser (R – Carson) – retiring from politics
  • Sen. Nancy Boettger R – Harlan) – retiring from politics

In the House, ten (10) departing members include four Democrats and six Republicans:

  • Rep. AnesaKajtazovic (D – Waterloo) – running for 1st District congressional seat.
  • Rep. Pat Murphy (D – Dubuque) also running for1st District congressional seat
  • Rep. Tyler Olson (D-Cedar Rapids) retiring from politics
  • Rep. Roger Thomas (D-Elkader) - retiring from politics
  • Rep. Mark Lofgren (R-Muscatine) running in 2nd District congressional race,
  • Rep. Jason Schultz (R-Schleswig) is running for Iowa Senate.
  • Rep. Mark Brandenburg (R-Council Bluffs) is running for Pottawattamie County recorder.
  • Rep. Jeff Smith (R-Okoboji)- retiring from politics
  • Rep.Tom Shaw ( R-Laurens ) – retiring from politics
  • Rep. Steve Olson (R-DeWitt) - retiring from politics

Republican and Democratic legislative leaders are predicting strong campaigns this fall in efforts to control the Legislature and each side is expressing optimism. In some cases, party nominees will be decided in contested races for the June primary election.

We have indicated below the bills of interest that are “DEAD” and the ones that are still ALIVE. We also indicated positions when we had them. Those “DEAD” Files will be removed from your next newsletter. Remember that those dead files can always be resurrected as a leadership bill or an amendment. As usual, the bills are “hotlinked” if you would like to view the entire bill or of course all bills may be accessed on the legislative website at
