Project Description:
The overarching goal of Afghanistan Women in Transition (WIT) program is to
enable educated Afghan women to enter into decision making positions in
Afghanistan’s public, private and civil society sectors. WIT is a
nationwide five-year program that will work to achieve its objectives
through four components: 1) women in economy; 2) women’s rights groups and
coalitions; 3) women in government; 4) women’s leadership development.
Component 1 will offer professional business development services and
market-driven technical and vocational training. Component 2 will support
activist women’s groups by providing them with capacity building in the
areas of strategic communications, multi-media messaging, outreach and
public awareness, coalition building, organizational development,
managerial and financial management and fundraising. Component 3 will
provide women who desire a career in the civil service with six-month
internships at government institutions nationwide. Component 4 will provide
3-6 month courses focusing on topics such as: critical thinking, problem
solving, strategic planning, strategic communications, briefing and
presentation skills, business writing, group facilitation, negotiation and
conflict management, team building, decision making, supervision,
performance managing, etc.
Primary Responsibilities:
The Deputy Chief of Party - Programs (DCOP-Programs) is based in Kabul,
Afghanistan. S/He will report directly to the COP and will supervise the
four Component Directors. S/He provides oversight of the following
departments within WIT:
· Oversee program implementation;
· With each Component Director, design and develop program
activities;
· Plan and carry out regular monitoring trips to the regions and
provide support where needed;
· Oversee programmatic reporting efforts and adapt program
activities to reflect monitoring and evaluation findings;
· Maintain close and regular contact with CLIN Directors and partner
organizations to ensure program activities are being implemented
effectively and efficiently;
· Ensure that program implementation is in accordance with USAID
regulations and procedures and the specifications determined in the
contract, including monitoring grantee worthiness, working with Agency
Development Officers and the Deputy Agency Development Officers to ensure
that all procurement processes are perceived as transparent by beneficiary
communities, and monitoring grant implementation;
· Oversee performance management of CLIN Directors;
· Assume responsibility for representing the program to the donor,
all partners and all other actors in the absence of the COP;
· Closely coordinate with DCOP Operations to ensure supervision of
the day-to-day field presence in the areas of operations (including the
project’s facilities such as office space, equipment and project vehicles),
administration, human resources, management information systems (MIS),
logistics, procurement, host government liaison, budgeting and financial
accounting;
· Investigate and identify new ways of achieving program
efficiencies;
· Liaise with Headquarters regularly on program issues.
Required Skills & Qualifications:
· Minimum Bachelor’s degree or higher in a relevant field;
· Demonstrated skills in management, both direct and remote, of a
large, diverse staff working in a difficult and dangerous environment; this
includes the ability to mentor, guide, and motivate staff;
· At least ten years of experience working on donor-funded programs
in a related role and with demonstrated management experience;
· Demonstrated experience in activity design, development and
implementation;
· Experience with grants or small grants under contract programs and
prior work experience in security challenged environments;
· Comprehensive knowledge of monitoring and evaluation processes and
practices;
· Experience coordinating directly with USAID;
· Excellent speaking, writing and analytical skills;
· Efficient coordination and organizational skills;
· Considerable experience liaising and coordinating with multiple
stakeholders;
· Ability to manage and supervise both host country national and
expatriate personnel;
· Ability to rapidly make sound decisions based on thorough analysis
of the prevailing situation;
· Flexible to work in a constantly changing work environment and
unstable security environment;
· Previous experience working in Afghanistan or another major
conflict zone;
· Familiarity with gender issues in a developing country context;
· Complete fluency in written and oral English; knowledge of Pashto
or Dari preferred.
