8 on 8 Soccer Rules – Portland State Intramural Sports

Note: National Federation High School Rules with Intramural Sports modifications will govern Intramural Soccer.

Eligibility

· In order to be eligible to participate in intramural activities, players must be a current Portland State student enrolled in one or more credit hours, or a faculty/staff member.

· All players must present a valid Portland State ID prior to their first game in order to be eligible to play.

· Rosters will freeze in the last week of league play, meaning that no new additions to rosters will be accepted for playoffs.

· The only protests allowed are that of player eligibility and rule interpretation. OFFICIALS' JUDGMENT IS NOT PROTESTABLE!

· Forfeits will be called if teams arrive five minutes after the scheduled start time.

· Teams are assessed a sportsmanship rating out of 5 possible points after each game:

o If a Yellow Card is assessed the scale starts out at 4 points possible.

o If an ejection is assessed, the scale starts out of 3 points possible.

o Teams must maintain a sportsmanship rating of 4.0 at the end of the regular season in order to be eligible for playoffs.

Equipment

· Shin guards are highly recommended but not required.

· No jewelry is allowed

Players

· A team will consist of 7 players and a goalie.

· A team may start the game with as few as 7 players.

· A team may have a total of twelve eligible players on the roster

Timing and Field

· There will be two 18 minute halves with a continuous running clock.

· There will be a two minute half time.

· The field will be 80 yards by 50 yards.

Goalie Play

· Goalies may use their hands anywhere inside their goal box.

· Goalies have 6 seconds until they are required to release a controlled held ball.

· Once a goalie has controlled and then released the ball he/she may not touch the ball again using their hands unless a legal action allows it.

· Goalies may play the ball from being on the ground within their goal box. Once a goalie is outside of his/her goal box, they are considered a normal player in the field and must adhere to those rules.

· To change goalies, the relief goalie must enter the field and previous goalie must exit the field immediately. Once off the field this person may sub in for teammates, but they must leave the field first.

Yellow/Red Cards

· Any yellow card will result in the player being removed from the game for 2 minutes. The referee will notify the player when they are able to return to the game. The team committing the yellow card will play a person down.

· If the advantaged team scores while the opposing team has a player sitting out, the team that was playing a person down can return to full strength.

· Two yellow cards committed by the same player will result in a red card (ejection).

· Two red cards committed by the same team will result in the game being forfeited.

· Three unsportsmanlike yellow cards will result in the game being forfeited.

· Any ejected participant will need to leave the facility and surrounding area before the game will be resumed. The ejected player will also need to meet with an IM staff member before they are eligible to play in any other games.

· Any player ejected from the game will automatically be suspended for one contest.

Fouls

· Handball: a ball touched with a hand or arm by any player other than the goalie. If the ball plays the hand in a natural position,

· NO HAND BALL! If the hand plays the ball in any situation, that is considered HAND BALL.

· Any roughness: tripping, pushing, holding

· Slide tackling: NO players are allowed to slide tackle and are subject to ejection.

· Illegal substitution (substitute entering the court before the player he/she is replacing is off the soccer field)

· Offside: A player is in an offside position if he is nearer to his opponents' goal line than both the ball and the second-last opponent. A player in an offside position is only penalized if, at the moment the ball touches or is played by one of his team, he is, in the opinion of the referee, involved in active play by interfering with play, interfering with an opponent, or gaining an advantage by being in that position.

Direct Free Kick

· A direct free kick is awarded to the opposing team if a player commits 1 of the 6 offences:

1) Kicks or attempts to kick an opponent

2) Trips of attempt to trip an opponent

3) Jumps at an opponent

4) Charges an opponent

5) Strikes or attempts to strike an opponent

6) Pushes an opponent

· A direct kick is also awarded if a player commits any of the following four offences:

1) Tackles an opponent to gain possession of the ball, making contact with the opponent before touching the ball

2) Holds the opponent

3) Spits at an opponent

4) Handles the ball deliberately

· A direct free kick is taking from where the offence occurred

Indirect Free Kick

· An indirect free kick is awarded to the opposing team if a goalkeeper, inside his own penalty area, commits any of the following five offenses:

1) Takes more than 6 seconds while controlling the ball with his/her hands before releasing it.

2) Touches the ball again with his hands after it has been released from his/her possession and has not touched any

other player.

3) Touches the ball with his/her hands after it has been deliberately kicked to him/her by a teammate.

4) Touches the ball with his/her hands after he/she has received it directly from a throw-in taken by a teammate.

5) A player is ruled off sides.

· An indirect kick is also awarded to the opposing team if a player in the opinion of the referee:

1) Plays in a dangerous manner

2) Impedes the progress of an opponent

3) Prevents the goalkeeper from releasing the ball from his hands

· An indirect free kick is taken from where the offence occurred.

Penalty Kicks

· A penalty kick is awarded if any of the above offences is committed by a player inside his own penalty area, irrespective of the position of the ball, provided it is in play.

· Goalies must keep their heels on the goal line. Once the kicker has begun his/her kicking attempt, the goalie may move laterally.

· Once a kicker has kicked a penalty shot, then a goalie may move forward/backward, but not until the ball has been kicked.

· The kicker has only one attempt to score. The attempt must be in one motion. If the kicker stops the penalty shot, it is considered a missed shot.

· The goalie may not move from the end line until a ball is kicked.

· Goalies may not be exchanged during penalty kicks.

Throw-In

· A goal cannot be scored from a throw-in

· Ball must pass over the player’s head

· Both feet must remain on the ground

Corner Kick

· A goal may be scored off a corner kick

· A corner kick is awarded when the whole ball, having last touched a player of the defending team, passes over the goal line either on the ground or in the air, and a goal is not scored.

· The ball is placed on or inside the corner arc.

· The ball is kicked by the player of the attacking team.

Tie Breaker

· All games ending in a tie score in the regular season will result in a tie.

· A tie score after regulation time in the PLAYOFFS will result in a five (5) minute sudden death period. If no goal is scored at the end of this period then a penalty shootout will occur.
