6.1. All Players Must Be Registered with URU Registered Team and Have a CIPP
Article 6 PLAYER ELIGIBILITY
6.1. All players must be registered with URU registered team and have a CIPP
registration with USA Rugby before they are eligible to practice or play.
6.2. All Players must sign the Players Code of Conduct before the season starts.
6.3. Age requirement: Players are eligible if they have not reached their eighteenth
birthday by the September 1st that occurs at the start of the competitive season.
6.4. UYR players must be enrolled in an accredited public, private or state chartered
high school or enrolled in a GED program pursuing their diploma or GED certificate.
6.4.1.1. Players graduating midterm are eligible for the spring season as long
as they are not enrolled in college.
6.4.1.2. Home school players are eligible as long as they meet the age
requirements, are registered with a school district pursuing a
diploma, and are not enrolled in college.
6.4.1.3. If the competition season extends beyond the end of school year, then
the players may continue to participate in the competition provided
that the players were otherwise eligible at the end of the school year.
6.5. UYR players must participate in a minimum four practices, with coached
supervised tackling prior to playing their first match.
6.6. Player must meet and remain in compliance with all applicable amateur standards
according to the Utah High School Athletic Association handbook.
6.7. Verification and Reporting: A coach will be responsible for collecting names of
his/her respective team before the match and placing them on the match report.
The referee will be responsible for, score, send-offs and sin-bins, and a coach from
both teams will sign the card as correct before forwarding to the referee society Version 1.1 04/12/2011
chairman. A “Fourth Official” assigned by the Home Team, will be responsible for
substitutions per UYR substitution procedures.
6.8. Player Movement: If a member club has entered more than one side in league
competition within UYR(i.e. two Varsity sides, two 9-10 grade sides, etc) , no player
that has taken the field in any seeded or playoff match for one side may take the
field in any seeded or playoff match for the other side during the competitive
season. Doing so will result in forfeiture of the match in which the ineligible player
took the field.
6.9. Team Loyalty. Players must play for their team affiliated with the school they
attend. If they attend a high school that does not have a team, they may play for a
nearby team until there is a team affiliated with their school [as a single school
team or combined school team]. When a club forms at their school, they are
required to play for their school’s club.
6.10. Players, who qualify to play high school rugby, but choose to play, fulltime or
occasionally, with a college or U-19club side during a competitive season may not
participate in high school rugby during that competitive season.
6.11. Players, who qualify to play high school rugby, but choose to play at all with a
college or U-19 club side first team in leagues or playoff competition may not
participate in UYR sanctioned competition from that moment forward.
And how to protest
16.2. PROTEST PROCEDURE
16.2.1. The Team Captain or Coach must advise the Referee BEFORE KICKOFF that
their team wishes to register a protest and give the reason. The Referee must
notify the opposing Team Captain that the game is going to be played "under
protest" and for what reason. The Referee should give the offending team a
reasonable amount of time to correct the circumstances of the protest. If the
circumstances are not corrected, the Referee and protesting team MUST notify
the HSC, in writing, within 72 hours of the circumstances of the protest. The
HSC will review the protest and the teams involved will be notified of the
decision. If a team protests an ineligible player, the game will not be played and
the HSC will be notified within 24 hrs. If a violation occurs, every effort should
be made to rectify the situation with the referee. If that cannot be
accomplished, the team may post a protest with the HSC within 24hrs. Any
protest of this format must be accommodated by a $100 deposit. If the HSC
finds in favor of the team lodging the protest, the HSC will return the deposit. If
the HSC finds in favor of the accused team, the protesting team will forfeit the
$100 to the HSC. If an ineligible player is found, the team with the ineligible
player will forfeit the match and, per the By-Laws, be subject to any additional
punishment the disciplinary council deems appropriate. If the player is found
to be eligible, the protesting team will forfeit the match..
