5th Steering Committee Meeting

13 January 2014,Bologna, Italy

Welcome

Alessandro Delpiano, Project manager of the Province of Bologna, welcomes the SC members and other participants. Mr. Delpiano addresses amongst other things the successful press conference the week before about the intended actions related to the project. Furthermore, he addresses logistics and tells about the history of Bologna and today’s key figures (like about 390.000 inhabitants, including 88.000 students).

1.Opening meeting by Chair person

Ron Nohlmans opens the meeting, emphasizing this is an important meeting due to the crucial phase we are in. There are a lot of decisive things to be done.

  1. Minutes Meeting of 17 June 2013

The 3rd header on page 1 “Minutes Meeting of 17 June 2013”should be read as: “Minutes Meeting of 5 November 2012”. The minutes are approved without further change.

Conclusions

Since some of the conclusions are continuous and other conclusions are on the agenda, the conclusions are not addressed at this point.

  1. Component 3, Exchange of experiences

As to the points of the Agenda:

3a.Updating Start position reports (additional questions Eurotran);

3b.Study visit reports;

3c.Regional Transport Stakeholder Forums;

3d.Regional implementation plans;

3e.Good practices (GPs): which project partners intend to implement which GPs in 2014 and which GPs within a longer period of time;

The status of these points are addressed and discussed based on an overview that Elisabeth Celsing and Sergi Alegre present, stressing the need for collaboration due to the interdependencies. The next step cannot be taken before the prior one has been finalized completely. After the SC meeting and the study visit Elisabeth will sit down with the project partners to check and update this overview as much as possible (see annex).

As to the points of the Agenda:

3e.Good practices (GPs): list of good practices;

3f.Policies and instruments (P/Is) to improve: which project partners intend to implement which P/Is in 2014 and which ones within a longer period of time (in the RegIP);

3g.Additional innovation activities;

3h.Interim conclusions Transnational best-of documents (TBODs);

These 4 points are addressed and discussed based on presentations held by Dan Wolff (Eurotran) and Wim De Kinderen (Brainport). In his presentation Dan Wolff addresses the road towards and the structure of the TBOD. The TBOD will be the final document of the project, for use of external communication, built around three main topics ’airport operations’, ’surface access’ and ’innovation’, and will equally incorporate the GPs and policy recommendations.Focusing on GPs, a set of 9 criteria has been developed to determine whether a practice is a good practice. So far a 1st list of GPs has been drafted, including 7 practices in airport operations and 7 practices in surface access. Also a number of practices have been identified as knocking on the door of the list. Furthermore, Dan Wolff presents a delivery strategy, which encompasses 3 phases, starting now and ending mid 2015, and recommendations as to the approach for drafting a RegIP.

Wim De Kinderen presents an update on additional innovation activities. Heemphasizes the need for innovation. Countries or regions that invest in R&D show a higher growth rate than those who don’t. Another thing is the model being used (push or pull) and how project partners perceive their role (partner or facilitator). Moreover, he addresses the additional innovation activities in the 4 participating regions and the related budget; so far the project partners involved reported low levels of expenses, but almost all indicate that the remaining budget will be spent in the next reporting period (January – June 2014). Finally, regarding the TBOD, Wim presents a timeline starting with composing an editorial team in Bologna and ending with a communication plan in Vienna.

All project partners are requested to stick to the deadlines and to anticipate upcoming study visits and study visit reports.

Regarding these 8 points of the Agenda the following agreements are made:

  1. general: the project partners will check the updated overview, and send their comments and missing information to the C3Ls within a week (i.e. before 23/1);
  2. as to point 3a.: Vienna will check whether these additional questions have been answered already and will send the updated final version (if applicable) to the C3Ls

by mail with the C3Ls before 23/1. (additional questions were already sent to Viennaby email during the study visit);

as to point 3b.:

-Malta and Mazovia will verify and clarify the status and content of their SVRs with the C3Ls before 23/1;

-the procedure for SVRs (as described in annex 2 of the Agenda) will be considered as approved. Since organizing the study visit coincided with the period for developing the 4th progress report,Bologna will have 2 - 3 weeks more time to develop their study visit report. The guidelines of the template for SVRs will be adjusted;

as to point 3c.: all project partners except Eindhoven and Malta are on target;

as to point 3d.:

-Bologna and PAR have sent a 1st draft to the C3Ls already; in other regions external consultants, who will draft the RegIP, are contracted or are about to be contracted;

-the template of the RegIP drafted by Eurotran will be considered as approved;

as to point 3e.:

As to GPs:

  • Eurotran and Brainport will develop a template for the description and analysis of the GP;
  • andintegrate current information of each GP in the template;
  • the C3Ls will send the document to the project partners concerned
  • the project partners may comment the list until the study visit in Prague;
  • the owner of a GP may veto ‘his or her’ GP for political, economic or other reasons;
  • the owner of a GP will be asked to describe the GP;
  • the GP-list will be a living document until the study visit in Prague,except GPs fromVienna;
  • all project partners will select the GPs and P/Is they want totransfer/implement in 2014 and later on, before the study visit in Prague. The only exception is Vienna. Their selection should be in draft then and finalized before the study visit in Vienna;
  • the list of GPs is at project level; project partners should select their own GPs from the list;
  • project partners report to C3Ls about content and status of project activities. Moreover, project partners report twice a year to the LP about status within the framework of progress reports.

as to point 3f.: P/Is to implement at partner level: still to be decided. All project partners to send information on which P/I they are to address and to implement;

as to point 3g.: see presentation;

as to point 3h.: see before (a.o.t. point 3e.) and decisions still to be made.

4.Component 2, Communication and dissemination

4a.Activities and deliverables, including dissemination

Lea Bodossian reports that there are no striking figures or dreadful decreases. Policy nowadays is to issue a newsletter after each study visit. Thanks to the number of about 10,000 subscribers the number of copies newsletters to be disseminated and the number of visits on the project’s website will not be a problem. As for articles published, ARC relies very much on editors and publishers. ARC is about to contract an other agency to facilitate publications in professional magazines relevant to the project.Marius is working on a 2nd brochure, which will focus on the project deliverables and to disseminate in October.

4b.Upcoming dAIR events

The policy message event in Brussels on 6 March 2014 will be similar in structure to the mid-term event in Leipzig last year. The event is not mandatory for project partners, but of course presence is much appreciated. The event is open to outside partners. Budget for bringing them with you should not be a problem.

As to the final event on 16 October 2014, this event will take place in the new ARC office in Brussels in the afternoon.Sergi Alegre offered to use his connections at the European Parliament to have a location there. This event is mandatory for project partners.

4c.Active participation in other events

There are 3 events within the next 5 months to mention here:

  1. 6 February: Intermodes, Brussels;
  2. 25 – 27 March: Passengers Terminal Expo, Barcelona;
  3. 14 – 16 May: Air rail conference, Oslo

5.Component 1, Management and coordination

5a.Progress Reports

Delia was very pleased with the 3rd round of the progress reportsbecause of the deadlines that were met. As to JTS’comments Delia clarifies the information to be provided in section 16, which should be complete and correct.

About the 4thpartner level progress report, Mitteldeutsche Airport Holding will submit the report within a week, the financial report of Vienna may take somewhat longer and due to organising the study visit the Province of Bologna will submit the report in consultation with the LP.

5b.Planned outputs

Not addressed.

5c.Shifting budgets between partners

The proposal of shifting budgets from Stockholm PTA and the City of Vienna to Transport Maltaand the City of El Prat is approved.

The project partners are asked to prepare a forecast for this reporting period. If project partners want to change budgets they have to do it now.

6.Conclusions

Ron thanks the participants for their contribution.It has been an exhausting but fruitful meeting. The next months will be decisive for the project. Appointments will be made as individual as possible.

7.AOB

The next Steering Committee meeting will be organized in Eindhoven on 18 September 2014.

Moreover, a Steering Committee meeting dedicated to Component 3 will take place in Vienna on 19 May 2014, before the study visit.
