53rd Putra Cup, 7th Lion City Cup, 5th Santi Cup and 1st Kartini Cup

TOURNAMENT CONDITIONS

  1. Management

The 53rd South East Asia Amateur Golf Team Championship for the 53rd Putra Cup, 7th Lion City Cup, 5th Santi Cup and 1st Kartini Cup hereinafter called the `CHAMPIONSHIPS' shall be managed by a Championship Committee, appointed by theNational Golf Association of the Philippines (NGAP), hereinafter called the `COMMITTEE'.

  1. Rules of Play

All play shall be in accordance with the Rules of Golf as approved by the R&A, Conditions of Competition, Addendums and the Local Rules of Sherwood Hills Golf Club (SHGC) as approved by the COMMITTEE.

  1. Eligibility

a. THE PUTRA CUP (MEN)

  1. Each member of the team shall be a citizen of the country he represents provided that in the case of any country where the term "citizen of the country" is inapplicable, each member shall be resident in that country and have resided there for at least one year and shall not have represented any other country at golf
  2. Each Team will be represented by maximum of four (4) or minimum of three (3)all of whom shall be Amateur Golfers according to the Rules of Amateur Status as approved by the R&A.

b. THE LION CITY CUP (BOYS JUNIORS)

  1. Each member of the team shall be a citizen of the country he represents provided that in the case of any country where the term "citizen of the country" is inapplicable, each member shall be resident in that country and have resided there for at least one year and shall not have represented any other country at golf.
  2. For 7th Lion City Cup, all players must be below 18 years old on the date of first day tournament.
  3. Each Team will be represented by maximum of three (3) or minimum of two (2)all of whom shall be Amateur Golfers according to the Rules of Amateur Status as approved by the R&A.

c. THE SANTI CUP (LADIES)

  1. Each member of the team shall be a citizen of the country she represents provided that in the case of any country where the term "citizen of the country" is inapplicable, each member shall be resident in that country and have resided there for at least one year and shall not have represented any other country at golf.
  1. Each Team will be represented by maximum of three (3) or minimum of two (2)all of whom shall be Amateur Golfers according to the Rules of Amateur Status as approved by the R&A.

d. THE KARTINI CUP (GIRLS JUNIORS)

  1. Each member of the team shall be a citizen of the country she represents provided that in the case of any country where the term "citizen of the country" is inapplicable, each member shall be resident in that country and have resided there for at least one year and shall not have represented any other country at golf.
  2. For 1st Kartini Cup, all players must be below 18 years old on the date of first day tournament.
  3. Each Team will be represented by maximum of three (3) or minimum of two (2)all of whom shall be Amateur Golfers according to the Rules of Amateur Status as approved by the R&A.

  1. Team Competition
  2. Each country shall be represented by a team of three (3) or four (4) players for the Putra Cup, team of two (2) or three (3) for Lion City Cup, Santi Cup and Kartini Cup all ofwhom shall be Amateur Golfers according to the Rules of Amateur Status as approved by the R&A.
  3. Each Team may nominate a Captain who may be either one of the three or four players or Non Playing Captain. If a Team appoints a person other than a player in the team, he may be a professional and give advice. The person must be identified to the COMMITTEE at registration prior to the start of the CHAMPIONSHIP.
  4. The Team Captain will not be allowed to go onto the putting greens when giving advice and must not disturb other players or causing undue delay play. The penalty for breach of this condition is: 1stviolation - Official warning Subsequent violation - 2 stroke penalty d. Team members are not `partners' and only the Team Captain may give advice during a round. If the Team Captain is a playing Captain, the Rules forbid him from giving advice while he is playing.
  5. Scoring Format:
  6. THE PUTRA CUP

i.The Putra Cup shall be decided by stroke play over four rounds of 18 holes, each subject to the Committee’s right, in the event of conditions or circumstances which make the playing of four rounds impracticable, to cancel any rounds.

ii.In each round, the total of the three lowest scores returned by the players in each team shall be the team's score for that round. The total of the team's score for the four rounds shall be the team's score for the Putra Cup

iii.The team returning the lowest score for the Putra Cup shall be the winner. The team returning the next lowest score for the Putra Cup shall be the runner-up.

  1. THE LION CITY CUP (Boy Junior)

i.The LION CITY CUP shall be decided by stroke play over four rounds of 18 holes, each subject to the Committee’s right, in the event of conditions or circumstances which make the playing of four rounds impracticable, to cancel any rounds.

ii.In each round the total of the two lowest scores returned by the players in each team shall be the team's score for that round. The total of the team's score for the four rounds shall be the team's score for the LION CITY CUP.

iii.The team returning the lowest score for the LION CITY CUP shall be the winner. The team returning the next lowest score for the LION CITY CUP shall be the runner-up.

  1. THE SANTI CUP

i.The SANTI CUP shall be decided by stroke play over four rounds of 18 holes, each subject to the Committee’s right, in the event of conditions or circumstances which make the playing of four rounds impracticable, to cancel any rounds.

ii.In each round the total of the two lowest scores returned by the players in each team shall be the team's score for that round. The total of the team's score for the four rounds shall be the team's score for the SANTI CUP.

iii.The team returning the lowest score for the SANTI CUP shall be the winner. The team returning the next lowest score for the SANTI CUP shall be the runner-up.

  1. THE KARTINI CUP (Girl Junior)

i.The KARTINI CUP shall be decided by stroke play over four rounds of 18 holes each subject to the Committee’s right, in the event of conditions or circumstances which make the playing of four rounds impracticable, to cancel any rounds.

ii.In each round the total of the two lowest scores returned by the players in each team shall be the team's score for that round. The total of the team's score for the four rounds shall be the team's score for the KARTINI CUP.

iii.The team returning the lowest score for the KATINI CUP shall be the winner. The team returning the next lowest score for the KARTINI CUP shall be the runner-up.

  1. Ties for Team Competition
  2. THE PUTRA CUP

i.In the event of a tie or ties for the Putra Cup, the players in the teams tying shall as soon as possible continue to play off hole by hole until the winner is decided. The total of the three lowest scores shall be the team's score for each hole. This play-off is to determine the winner of the Putra Cup only.

ii.In the event that there are more than 2 teams tying for the Putra Cup, the first team/teams to lose the hole-by-hole play-off shall discontinue play. This play-off is to determine the winner of the Putra Cup only. All other ties will be decided by count back. The count back procedure to be used will be: -

-The tie shall be decided by the total team score for the 4th round, 3rd round and the 2nd round (the best three scores nominated by the Team Captain counting for the team event).

  1. THE LION CITY CUP

i.In the event of a tie or ties for the LION CITY CUP, the players in the teams tying shall as soon as possible continue to play off hole by hole until the winner is decided. The total of the two lowest scores shall be the team's score for each hole. The Tournament Director shall decide the play off holes.

ii.In the event that there are more than 2 teams tying for the LION CITY CUP, the first team/teams to lose the hole-by-hole play-off shall discontinue play. This play-off is to determine the winner of the LION CITY CUP only.

iii.In the event of a tie resulting for second place, the second place shall be decided on a count-back in accordance with the following:

-The second place shall be decided by the scores for the last 18 holes (the best two scores nominated by the Team Captain counting for the team event).

-If the tie is still unresolved, the result shall be decided by the scores for the last 9 holes, the last 6 holes, the last 3 holes and finally the last hole.

  1. THE SANTI CUP

i.In the event of a tie or ties for the SANTI Cup, the players in the teams tying shall as soon as possible continue to play off hole by hole until the winner is decided. The total of the two lowest scores shall be the team's score for each hole. The play off holes shall be decided by the Tournament Director.

ii.In the event that there are more than 2 teams tying for the SANTI Cup, the first team/teams to lose the hole-by-hole play-off shall discontinue play. This play-off is to determine the winner of the SANTI Cup only.

iii.In the event of a tie resulting for second place, the second place shall be decided on a count-back in accordance with the following:

-The second place shall be decided by the scores for the last 18 holes (the best two scores nominated by the Team Captain counting for the team event).

-If the tie is still unresolved, the result shall be decided by the scores for the last 9 holes, the last 6 holes, the last 3 holes and finally the last hole.

  1. THE KARTINI CUP

i.In the event of a tie or ties for the KARTINI CUP, the players in the teams tying shall as soon as possible continue to play off hole by hole until the winner is decided. The total of the two lowest scores shall be the team's score for each hole. The Tournament Director shall decide the play off holes.

ii.In the event that there are more than 2 teams tying for the KARTINI CUP, the first team/teams to lose the hole-by-hole play-off shall discontinue play. This play-off is to determine the winner of the KARTINI CUP only.

iii.In the event of a tie resulting for second place, the second place shall be decided on a count-back in accordance with the following:

-The second place shall be decided by the scores for the last 18 holes (the best two scores nominated by the Team Captain counting for the team event).

-If the tie is still unresolved, the result shall be decided by the scores for the last 9 holes, the last 6 holes, the last 3 holes and finally the last hole.

  1. Ties for Individual Placing

In the event of a tie for any individual placing, the tie shall be decided by a count back in the following order:

-The best score of the 18 holes (1-18) of the final round. If still tie,

-The best score of the last nine holes (10-18) of the final round. If still tie,

-The best score of the last six holes (13-18) of the final round. If still tie,

-The best score of the last three holes (16-18) of the final round. If still tie,

-Last Hole (Hole 18) of the final round .If there is still no result then the winner shall be decided by the toss of a coin.

  1. Disqualification

Disqualification of a player in any round shall not disqualify that player in any other subsequent rounds, unless the COMMITTEE otherwise determines.

  1. Entries and Closing Date

All entries are to be made on the Official Entry Form and must reach the Organizing office by Friday, May 31, 2013.

  1. Prizes

Prizes will be awarded as follows:

a. THE PUTRA CUP

i. Teams- Best 3 teams

ii. Individuals- 3 best overall gross scores

iii. Daily Medals- 2 best daily gross scores

b. THE LION CITY CUP

i. Teams- Best 3 teams

ii. Individuals- 3 best overall gross scores

iii. Daily Medals- 2 best daily gross scores

c. THE SANTI CUP

  1. Teams - Best 3 teams
  2. Individual - 3 best overall gross scores

iii. Daily Medal - 2 best daily gross scores

d. THE KARTINI CUP

i. Teams- Best 3 teams

ii. Individuals- 3 best overall gross scores

iii. Daily Medals- 2 best daily gross scores

  1. Draw
  2. Play shall be in groups, as determined by the COMMITTEE. The draws for the first two rounds will be made by the Committee. The draw for the last two rounds will be arranged according to the Country scores; the lowest scores will tee off last.
  1. Conditions

The following conditions shall apply under Rule 33-1

  1. List of Conforming Driver Heads

- Any driver the player carries must have a club head, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the R&A.

- Exception: A driver with a club head that was manufactured prior to 1999 is exempt from this condition.

* PENALTY FOR CARRYING, BUT NOT MAKING STROKE WITH, CLUB OR CLUBS IN BREACH OF CONDITION:

- Stroke play - Two strokes for each hole at which any breach occurred; maximum

penalty per round - Four strokes.

- Match or stroke play - In the event of a breach between the play of two holes,

the penalty applies to the next hole.

*Any club or clubs carried in breach of this condition must be declared out of play by the player his marker or a fellow-competitor immediately upon discovery that a breach has occurred. If the player fails to do so, he is disqualified. PENALTY FOR MAKING STROKE WITH CLUB

IN BREACH OF CONDITION: Disqualification.

  1. Specification of the Ball (Note to Rule 5-1)
  2. List of Conforming Golf Balls.

-The ball the player plays must be named on the current List of Conforming Golf Balls issued by the R&A.

PENALTY FOR BREACH OF CONDITION: Disqualification.

2.2One Ball Condition –

During a stipulated round, the balls a player plays must be of the same brand and model as detailed by a single entry on the current List of Conforming Golf Balls issued by the R&A.

PENALTY FOR BREACH OF CONDITION: -Stroke play - Two strokes for each hole at which any breach occurred; maximum penalty per round - Four strokes.

Procedure When Breach Discovered

-When a player discovers that he/she has played a ball in breach of this condition, he/she must abandon that ball before playing from the next teeing ground and complete the round with a proper ball; otherwise, the player is disqualified. If discovery is made during play of a hole and the player elects to substitute a proper ball before completing that hole, the player must place a proper ball on the spot where the ball played in breach of the condition lay.

  1. Time of Starting (Note to Rule 6-3a)

- A player should report to the Starter on the 1st tee 10 minutes before his/her starting time. If the player arrives at his starting point, ready to play, within five minutes after his starting time, in the absence of circumstances that warrant waiving the penalty of disqualification as provided in rule 33-7, the penalty for failure to start on time is two strokes to be added to the score on the first hole.

Penalty for lateness beyond five minutes is disqualification.

  1. Pace of Play (Note 2 to Rule 6-7)

- Competitors will be notified of the time allowed for a round. The time will be broken down into timing for each individual hole. -In the absence of mitigating circumstances, a group is liable to be timed if it is in excess of the time allowed and in the case of second or subsequent groups, out of position. From the commencement of timing, if any player exceeds 50 seconds on a `first to play shot', or 40 seconds if it is a `second, third or fourth to play shot', he/she is deemed to have had a `bad time' -The time allowed will be determined by the Tournament Director and will be published on the official notice board. Out of position is defined as being more than the starting interval behind the group in front.
