5.  RESPONSIBILITIES OF THE GRANTS COMMITTEE

a.  Grants Program (3/13)
(1)  The Grants and Connelly Committee shall review the grant application forms and make recommendations for approval or for improvement alterations to the Board.

(3)  The Louisiana-Mississippi-West Tennessee Kiwanis District LMT Foundation (hereafter referred to as the Foundation) Board of Directors (hereafter referred to as the Board) approves funding of grants at its regular meetings, which normally occur once each month but which can be more or less frequent as needed or as convenient. These meetings may consist of conference calls or may be face-to-face. twice annually: at its January/February meeting and at its June/July meeting. Grant applications must be postmarked by November 15 for review in January/February and by April 15 for review in June/July. (3/13)
(4)  The Committee shall set the schedule for the consideration of all grant requests to see that all requirements were are satisfied. Prior to consideration, the Executive Director or his or her designated staffCommittee Chair shall review applications for completeness and adherence to the guidelines and forward the comments to the Committee. The Board may elect to consider grant applications only at specified times.(3/13)
(a)  Guidelines for Filing Grant Applications: Guidelines will be presented annually by the Grants Committee for approval by the Board. See the Foundation web site for the latest version of the Guidelines and application forms.(3/13)
(b)  Priority will be given to grants involving Kiwanis Service Leadership Programs and projects involving young children; however, the Board may elect to specify a certain amount of the available funds for special projects, such as the Automated External Defibrillator Project.. (3/13)
(c)  The LA MISS TENN Foundation provides grants only to Kiwanis - family clubs in the Louisiana-Mississippi-West Tennessee District or to the District itself and districts, for programs sponsored or supported by the club or the districtDistrict. (3/13)
(d)  Requests for land purchase will not be considered. (3/13)
(e)  Clubs andand the districDistrictts may apply for grant funding up to US$25,000a maximum determined each year by the Board. The Ffoundation may award less than the amount requested. (3/13)
(f)  The grant must further the goals and ideals of Kiwanis and it must promote the growth and development of Kiwanis in the area where the project, program, or organization is located. (3/13)
(g)  U.S. oOrganizations that are supported by LA MISS TENN Foundation grants to Kiwanis clubs and the districDistrictts must be qualified by the Internal Revenue Service for tax exemption as a 501(c)(3)nonprofit (not-for-profit) organization and have proper liability insurance to indemnify the LA MISS TENN Foundation. (h)  The decision of the LMT Board is final. (3/13)
(i)  The LMT Foundation must be named and credited for grant funding. (3/13)
(j)  Grant funding commitments are made for twelve (12) consecutive months. (3/13)
(k)  The Ffoundation will not provide a grant to a club or the districtDistrict for the same program, project, or organization for more than three two (23) consecutive years. The club or districtDistrict must reapply each year for a grant in order to be considered for funding. (3/13)
(l)  Foundation funds used for pProjects, programs and organizations supported by LA MISS TENNthe Foundation grants to Kiwanis clubs and the districDistrictts may spend up to thenot exceed the specified amount and must be used for the sole purpose for which the amount was approved. Any unused funds must be returned to the Foundation.(3/13)
(m) The Ffoundation requires grant recipients to submit six-month and one-an end-of- projectyear report s on the program or project being funded. The reports must include a detailed listing of the expenditures and must include professional digital color photographs for publication purposes. Receipts and other documents must be made available if requested by the Board.(3/13) 14)

(5)  Grant funds will be disbursed to the club or district when copies of paid invoices and an IRS Form W-9 (U.S. clubs and districts only) are submitted to the foundation.Grant funds will be disbursed to the club or District when appropriate documentation of the expenditures is presented to the Board. Any expenses incurred prior to approval of the grant are reimbursable only if they occurred within the Kiwanis fiscal year in which the grant is first approved. The club or district may request that the foundation pay the invoiced vendor directly. (3/13)

(6)  Grant applications should include the following information regarding the project, program or organization supported by the Kiwanis club or district. (3/13)

(a)  How many children will benefit from this grant?

(b)  Can the money be obtained elsewhere?

(c)  Would a grant lesser than the amount requested still make the program viable?

(d)  What would the long-term outcomes of the grant be? (3/13)

(e)  Would this grant request require further funding?

(f)  Will the grant further the goals and ideals of Kiwanis and promote the growth and development of Kiwanis in the area?

(g)  What are the goals of the program? (3/13)

(h)  How does the program relate to serving young children?

(i)  What are the objectives of the program? Are they measurable and how?

(j)  What are the specific activities that must be carried out to meet the objectives? Are they on schedule?

(k)  Who are the members of the staff that will carry out the program?

(l)  What are their backgrounds and qualifications? X.

(7)  Approval of Foundation Grants (3/13)

(a)  Grants made by the FoundationLMT must conform to its Bylaws.

(b)  In order for the grant request to be considered or approved, the club must be in good standing with the Foundation, which includes having satisfied all requirements and obligations from previous grants and having made at least the minimum annual gift to the Foundation.the Objects and Purposes prescribed in its Bylaws. (c)  Service projects, which that relate to the ideals and objectives of KI or Kiwanis sponsored affiliates, will be accorded top priority.

(d)  Clubs may submit one grant proposal per year, except that a proposal for a grant satisfying the criteria for special projects that have been set aside by the Board, such as the Automated External Defibrillator project, shall not be counted for this purpose . The LMT Board

(e)  Commitments of more than one year can only be made subject to annual review by the LMT Board. There is no guarantee that a second year will be funded.

(f)  may award grants to district foundations up to US$10,000. Preference is given to districts clubs not previously funded or those which have not recently received a grant. (3/13)

(g)  Notification of funding decisions will be communicated to applicants no later than within 30 days following the Bboard’s decision.

(h)  Upon being approved for a grant and prior to receiving any funds from a grant, the club must execute an Acceptance Agreement provided by the Foundation.(3/13)

(i)  The decision of the LMT Board is final.

(j)  Grants that provide for the full production and duplication cost of training, promotional or educational material shall be made on a non-income producing basis. No product so produced may be sold, nor may any contribution be solicited, except to cover reasonable postage and handling costs, in exchange for such material.
