5.2 CROSS COUNTRY/INDOOR & OUTDOOR TRACK

5.2.1 Organization

Participating Members

Officers

The Cross Country/Indoor & Outdoor Track Coaches' Association will elect a

President, Vice-President and Secretary.

5.2.2 Scheduling

a. Each participating member will compete in a minimum of four (4) Indoor and four (4) Outdoor meets to meet NCAA & CIAA sponsorship requirements.

b. Ten (10) participants (each meet) are required for Indoor Track to meet the NCAA minimum requirements.

c. Fourteen (14) participants (each meet) are required for Indoor & Outdoor track to meet the NCAA minimum requirements.

d. Five (5) participants are required for Cross Country to meet NCAA minimum requirements.

e. Schedules for Cross Country are due July 1, schedules for Track & Field are due January 1.

f. The first date of competition (game or scrimmage) for Cross Country with outside competition is not before the Thursday preceding September 6.

g. The first date of competition for Indoor/Outdoor Track is September 7 or the institution’s first day of classes, whichever is earlier.

5.2.3 Reporting Scores & Meet Results

a. All member institutions will file Cross Country/Track reports 48 hours following the completion of the competition.

b. It is the responsibility of the home team to forward meet results to the Conference Office for all conference meets. For all non-conference meets, the CIAA SID is responsible for sending meet reports.

5.2.4 Awards

5.2.4.1 Coach of the Year

a. The Coaches' Association will select one coach to be submitted to the Executive Committee for Coach of the Year.

b. Criteria for selection by the Association will be determined by the Association.

5.2.4.2 All-Conference

a.  The Top 10 finishers in Cross Country will be named All-Conference.

b.  The Top 3 in each event in Indoor/Outdoor Track will be All-Conference.

5.2.5 Timers

a. First place-Will use three official watches.

b. Other finish times-One timer caller shall call out finish times loudly and clearly on a full second basis as each runner crosses the finish line.

c.  Time station-One time shall be assigned to call out times for all runners at every 1,000 meters or mile point throughout the competition.

d.  Fully Automatic Timing (FAT) System-When this system is being used for the official film. The film from the FAT camera will be reproduced on an official print-out. Times shall be recorded the slobber 10th.

e.  Transponder (chips) System-When the system is being used for the official meet results, a ranked order list of times of all competitors shall be determined by reading printouts produced by the system.

5.2.5.1 Time Recorders

a. As each runner finishes, the assigned number can be recorded on a form that has pre-determined, continuous and consecutive time columns.

b. If the time does not permit the recording of the contestant’s number, then the recorder should be placed at the appropriate number of checks of finishers at the appropriate time space.

5.2.5.2 Film Crew and/or Fully Automatic Timing System

a. Crew No. 1- The Fully Automatic Timing System should be located on an elevated platform in line with and at the side of the finish line and perpendicular to the finish of the runners (Two systems are recommended). For championship meets, two system are required.

Ø  Shoot directly down the line without any camera movement.

Ø  The use of color film would help distinguishing uniform colors.

Ø  The system is enhanced when runners wear numbers attached to the side of the participant.

b. Crew No. 2- A videotape recorder should be located on an elevated platform at the point where the chute narrows to form the multiple chutes.

Ø  The system should be 15 to 25 metes (49.20 to 98.41 ft.) from the finish line.

Ø  Shoot directly at the front of the runners as they finish. The contestants’ numbers should be visible.

Ø  The use of color film is recommended for all systems.

c. Crew No. 3-A videotape recorder should be located at a distance and height in front of the finish line enabling identification of runners as they cross the line.

d. Crew No. 4- A videotape recorder should be located at a distance and height behind the finish line enabling identification of runners as they enter the chute.

5.2.5.3 Operator(s) Duties

a. There shall be an appointed official who shall operate the Fully Automatic Timing System for the competition. Where more than one picture-taking device is used, one device should use color film (see Rule 5-12-3-7).

b. The timing-device operator shall have direct communication with the starting judge and head finish judge.

c. If the timing device fails to start, the operator shall recall the race by firing a pistol. After the race is over, the timing-device operator shall notify the proper official(s) immediately, and a predetermined back up system shall be designated as the official result.

5.2.5.4. Official Pictures

Fully Automatic Timing Systems have priority over manual times and judge’s picks.

5.2.5.5. Manual Timers

Number, Duties

When two or more Fully Automatic Timing devices are used, there should be a head timer, plus additional times as deemed necessary by the head timer and meet management.

When one Fully Automatic Timing device is used, there shall be a head timer plus one timer for each scoring place.

When Fully Automatic Timing devices are not used, there must be three official timers of first place, one of which shall be the head timer. When possible, there shall be two timers, assigned by the head timer, for scoring place. Times for all places winners and the wind reading must be recorded. The head timer shall assign one of the timers to give intermediate times. After each race the head timer shall be responsible for recording the results from the manual timers in tenths of seconds.

Placements of Timers

The watch will be started with the index finger upon sight of the flash, smoke of the gun or starting apparatus. The timer stops the watch with the index finger when any part of the competitor’s torso crosses the perpendicular plane of the near edge of the finish line. The torso is defined as any part of the body other than the head, neck, arms, legs, hands, or feet. Without consulting with other timers, each timer shall report the results to the head timer. The head timer shall decide the official time for each competitor.


5.3 FOOTBALL

5.3.1 Organization

5.3.1.1 Participating Members

The Conference is divided into Northern and Southern Divisions.

5.3.1.2 Officers

The Football Coaches' Association will elect a President, Vice-President and Secretary.

5.3.1.3 Meetings

The Association will meet annually at the Spring Meeting and as necessary.

5.3.2 Rules

a. NCAA and CIAA rules and regulations will apply.

5.3.3 Game Ball

a. Specification of game balls will be in accordance with NCAA regulations.

b. The home team will be responsible for supplying the game ball for all home games.

5.3.4 Scheduling

a. The composite conference schedule for member institutions is established and approved by the Athletic Directors.

b. Times and dates of the composite schedule may be changed by the Conference Office in order to schedule for television or other events.

c. All conference games will be scheduled and approved by the Athletic Directors.

d. The first date of competition (game or scrimmage) with outside competition is the Thursday preceding August 30.

e. Each member institution must schedule seven (7) conference games including teams within its division.

f. Teams must compete in a minimum of seven (7) contests for sponsorship.

g. The conference champion will be determined in a one game playoff between Northern and Southern Divisional winners (the conference championship game).

h. No games will be scheduled to be contested on Fridays.

i.  Member institutions that fail to adhere to the prescribed schedule will incur a

fine of $10,000.

5.3.5 Officials

a. The CIAA Football Supervisor of Officials will schedule all officials for all games played in the CIAA.

5.3.6 Scouting of opponents/Video Exchanged

a. Live Scouting is prohibited during the regular season and postseason. During the regular season for all games against a conference opponent, it is expected that all video exchanged will be:

1. End Zone video and;

2. Another wide-angle video (preferable 50-yard line) or as recommended by the CIAA Football Coaches’ Association.

b. The exchange of videos must adhere to the following schedule:

1. All regular season contest videos as prescribed by section (a) above shall be submitted to the Game Tape Xchange Program/System no later than Sunday before each regular season competition against a conference opponent.

2. Each team should contact its next conference opponent no later than Sunday before each regular season competition against a conference opponent to provide notice of the planned submission of videos to the Game Tape Xchange Program/System.

3. All regular season videos of games competed in by each team prior to the week of competition; including video of the team’s most recent game should be submitted to the Game Tape XChange Program/System no later than each Sunday of the regular season.

4. Any team not adhering to this policy shall be fined in accordance with the CIAA Schedule of Penalties and Fines.

5. All Rules and Policies regarding post-season video exchange shall be governed by the NCAA Division II Football Championship Handbook and the NCAA Division II Football Committee.

5.3.7 Reporting Scores & Game Statistics

a. All member institutions shall file football game reports by 10:00 a.m. every Sunday following the completion of the contest.

b. It is the responsibility of the home team to report scores and forward box scores to the conference office for all conference games. For all non-conference games, the CIAA SID is responsible for sending reports.

5.3.8  Conference Champion.

All CIAA Football Teams will be placed in two divisions, called the Northern and Southern Divisions.

Northern: Bowie State, Chowan University, Elizabeth City State, Lincoln University, Saint Paul’s, Virginia State, Virginia Union,

Southern: Fayetteville State, Johnson C. Smith, Livingstone, Saint Augustine's, Shaw, Winston-Salem State

a.  There will be a seven (7) game conference schedule required of all teams.

b.  Each team will play all teams in its division.

c.  The conference champion will be determined in a one-game playoff between Northern and Southern Divisional winners (The conference championship game).

d.  The Northern and Southern Division winners will be determined by the highest percentage of conference games won based upon the seven game schedule described above.

e.  In case of a tie between divisional teams, the winner shall be determined as follows:

Ø  Head-to-Head Competition

Ø  Divisional Record

Ø  Common Conference Opponents

Ø  Coin Toss

5.3.9 Pre-Season Honors

5.3.9.1 Predicted Order of Finish

a. Coaches will list all football teams in the predicted order of finish for the upcoming season by a point system rating. (e.g. best team is rated lowest)

b. All place finishes are then added up. The team with the least amount

of points is the predicted first place team; the most points is the predicted last place finisher.

5.3.9.2 Pre-Season All-CIAA Team

a. The Pre-Season All-CIAA team consists of 26 players, 13 offensive players and 13 defensive players.

b. Coaches may only nominate players from their own team for selection, which are submitted to the Conference Office.

c. The Conference Office will list all names on a ballot for the coaches and SID’s to vote, coaches and SID’s may not vote for their own players.

d. A coach must vote for players according to the following positions. The thirteen (13) offensive players and thirteen (13) defensive players with the most votes will represent the Pre-Season ALL-CIAA Team.

5.3.10 Awards

5.3.10.1 Team Awards

a. ALL-CIAA Team: A First Team (offense and defense), Second Team (offense and defense) and Honorable Mention Team (offense and defense) – nominated and voted by the football coaches.

b. The football coaches will select the Offensive, Defensive and Special Teams Player of the Year.

c. The All-Rookie Team, Rookie of the Year and Defensive Rookie of the Year will be selected by the conference Sports Information Directors.

d. For the All-CIAA Team, Sports Information Directors will only receive ballots for voting.

5.3.11 Nomination/Voting Procedure

5.3.11.1 All-CIAA Team

a. All head coaches will receive a ballot the Monday after the last scheduled football game of the regular season.

b. For voting purposes, final statistics will be obtained from www.theciaa.com.Coaches may only nominate players from their own team. Member institutions may only nominate the following:

c. A First Team and Second Team will be selected.

d. Coaches cannot vote for their own players.

e. Coaches and Sports Information Directors will vote for the following positions: QB, RB, OL, DL, LB, DB (2 Corner Backs, 2 Safeties), Punter, PR, K, and KR.

5.3.11.2.1 All-Rookie Team

a. SID’s nominate their own players for selections which are submitted to the designated SID Administrator.

b. The administrator will list all names on a ballot for the conference SID’s to vote.

c. The SID’s will select a team that consists of 14 offensive and 11 defensive players.

d. Ties shall be broken by a re-vote of uninvolved SIDS.

5.3.11.2.2 Coach of the Year

a. The Coaches Association shall select one coach to be submitted to the Executive Committee for Coach of the Year.

b. Criteria for selection by the Association shall be determined by the Association.
