Purpose / This unit standard is for people who currently are, or will be defining, developing, and producing design specifications for electronic telecommunications products and services.
People assessed as competent in this unit standard are able to identify telecommunications customer and organisational requirements for electronic telecommunication products and services; and define, develop, and produce design specifications to satisfy those requirements.

2General Range

Electronic telecommunications products and services: base stations, networks, testing systems, internal and external plant, proprietary equipment, interconnections, circuits; those electronic products and services relating to electronic communication systems including transmission equipment, television studios, teletext, television, transmitters and receivers, customer premise equipment, operating support systems, data, voice, links, test equipment, cryptographic systems, power supply, supervisory control and data acquisition, cabling, electronic warfare, jamming, switches, remote detonation equipment.

Outcome 1

Define design specifications for new electronic telecommunications products and services.

Performance criteria

1.1Existing and future customer requirements for electronic telecommunications products and services are identified and recorded.

1.2Feasibility of meeting identified customer requirements is identified and agreed.

1.3Functional performance, and security requirements of new electronic telecommunications products and services are identified and defined.

1.4Design specifications for electronic telecommunication products and services are defined and include environmental considerations.

Rangeaesthetics, disposal, life time and life cycle of product or service, manufacturability, compatibility with existing product or service, upgrade potential.

1.5Logistical requirements are identified, including timetables for deliverables, and are accurate and complete.

Rangetime allowed, availability of resources, costs involved.

1.6Defined design specifications comply with organisational policies and procedures and external standards and statutes and are cost, effective.

Develop design specifications for electronic telecommunications products and services.

Performance criteria

2.1Design specifications for electronic telecommunications products and services are developed and are concise, accurate, and relevant to agreed definition.

2.2Developed design specification meets customer requirements, is in the agreed format, and is available by the agreed time.

2.3Developed design specification complies with identified constraints.

Rangebudget, time, resources, customer requirements.

2.4Variations from agreed definition of design requirements for electronic telecommunication products and services are noted, and changes are agreed with customer prior to inclusion in final design.

2.5Developed design specification is documented, filed in a secure environment, and is available to authorised personnel.

Produce design specifications for electronic telecommunications products and services.

Performance criteria

3.1Design specifications for electronic telecommunications products and services are produced and are legible, accurate, concise, complete, and understood by end-users.

3.2Produced specification for electronic telecommunications products or services is in the agreed format and style and is completed by the agreed time.

3.3Produced specification for electronic telecommunications products and services includes glossary of terms and definitions used.

3.4Produced specification is documented and includes current version number and date produced.

3.5Produced specification is filed and is available to authorised users.

3.6References and acknowledgements are noted in produced design specification.

3.7Produced design specification for electronic telecommunications products or services is distributed to authorised personnel promptly on completion of design, and a register of specification holders is maintained up to date.
