PREQUALIFICATION OF CONTRACTORS FOR THE TENDER TO CONSTRUCT THE MARINA LINE, KALLANG AND PAYA LEBAR EXPRESSWAYS

Eighteen groups of companies have been short-listed to tender for six civil contracts to be awarded by the Land Transport Authority (LTA). Two of these are civil contracts for the Marina Line and four are civil contracts for the Kallang and Paya Lebar Expressways. The total value of these contracts is estimated to be S$1.60 billion. Of the 18 companies short-listed, one is a Singapore contractor, five are foreign companies while 12 others are joint-venture companies with Singapore partners.

Pre-qualification Exercise

In April this year, the LTA invited contractors to apply for the pre-tender qualification to design and construct the Marina Line and the Kallang and Paya Lebar Expressways. At the close of the exercise in June, 24 applications were received for the Marina Line contracts and 28 applications were received for the Kallang and Paya Lebar Expressways contracts. From these applications, 18 companies were short-listed, based mainly on their financial capacity, technical expertise, knowledge on local requirements and conditions, and performance in past projects.

Marina Line

The 5-km Marina Line will run underground from the Dhoby Ghaut MRT station, below Bras Basah Road to Marina Centre and then continue below Nicoll Highway to Stadium Boulevard. Construction for this rapid transit system is scheduled to begin in the second half of 2001 and is targeted to complete in 2005.

The pre-qualification exercise covered two major civil contracts – Contracts 824 and 825. (Please see Annex A for scope of works.) Eleven companies have been short-listed to tender for these two contracts, of which eight are local-foreign joint venture companies. (Please see Annex B for list of short-listed companies.) The estimated value of these two contracts is S$600 million.

Kallang and Paya Lebar Expressways

Together, these two expressways are 12-km in length and will link the East Coast Parkway in the south to the Tampines Expressway in the north. Some 9 km of the expressways will be constructed underground. Construction of the Kallang and Paya Lebar expressways will begin sometime next year for completion in 2005 and 2006 respectively.

The pre-qualification exercise covered four of the six civil contracts for the construction of the two expressways[1]. (Please see Annex A for scope of works.) The estimated value of these six contracts is S$1 billion. Fifteen groups of companies have been short-listed to tender for these four contracts. Of these, one is a Singapore company, five are foreign companies and nine others are joint venture companies with Singapore participation. (Please see Annex B for list of short-listed groups of companies.)

Tender Exercise

The short-listed groups of companies will be invited to tender for the contracts progressively from the last quarter of this year. Through these pre-qualification and tender exercises, LTA aims to attract the best civil contractors in the industry to design and build the rapid transit system and expressways.

ANNEX A - SCOPE OF WORKS

Marina Line

Contract 824 calls for the design and construction of cut and cover as well as bored tunnels and two underground stations at Nicoll Highway and Boulevard as well as part of the tunnels for the Kallang Expressway.

Contract 825 calls for the design and construction of cut and cover as well as bored tunnels and four underground stations at Millenia, Convention Centre, Museum (at the Singapore Arts Museum) and Dhoby Ghaut.

Kallang and Paya Lebar Expressways

Contract 421 calls for the design and construction of tunnel from the East Coast Parkway (ECP) to Nicoll Highway. A stretch of the tunnel will be constructed under the Geylang River.

Contract 422 calls for the design and construction of tunnel from Nicoll Highway to Pan Island Expressway (PIE).

Contract 423 calls for the design and construction of tunnel between PIE and Paya Lebar Road, with a section under the Pelton Canal.

Contract 424 calls for the design and construction of tunnel and depressed road with surface road from Paya Lebar Road to just north of the Bartley Road extension.
