Introduction

Quality assurance (QA) is an ongoing process of checking whether systems developed i.e. Legislation, meet specified requirements by ensuring that the requirements are clearly established and that the defined processes complies with those requirements also ensuring that information is reviewed.

QA Process is designed to assist the Performance Monitoring & Evaluation activity to add value to improve the Organizational activity.

The role of Quality Assurance in eThekwini Municipality Performance and Evaluation Unit is to ensure that the unit conforms with the set standards, practices and legislation in Performance management there by adding value to the organization as a whole.

Aims

·  To ensure highest quality of the info is being distributed to Management and other stake holder

·  To inculcate quality assurance as a practice within the Unit

·  To Lead to a culture of accountability in the Unit

Objectives

·  Ensure adherence to Performance Monitoring and evaluation Policies and Framework

·  Ensure alignment of Key Performance Areas (KPA) to the Organizational Strategic focus Area ( SFA)/ Integrated Development Plan (IDP), Scorecard and the SDBIP

·  Ensures the SMART and the CREAM principle is adhered to.

·  Ensures compliance with both national legislation and Provincial requirements

Quality Assurance Reviews on Performance Information

·  Ensure accuracy of the information on the Scorecard, SDBIP, IPP and the Annual Report

·  Review KPI and Targets on Scorecard, SDBIP and IPP’s

·  Obtain evidence of status reported on the Scorecard and SDBIP

·  Ensure that legislated General KPI’s appear on the SDBIP and Scorecard.
