4.INVESTIGATION RESULTS

The Environmental Baseline Survey (EBS) team from Science Applications International Corporation (SAIC) identified and categorized all sites and areas at the Savanna Army Depot Activity (SVDA) in accordance with relevant regulations and guidance. This section presents the results of the EBS investigation. Sites that were identified as part of previous studies as well as new sites identified during the EBS process are discussed in Section 4.1. Underground storage tanks (USTs) and aboveground storage tanks (ASTs) were investigated and an inventory was compiled during the EBS investigation and is discussed in Section 4.2. Adjacent properties, including an assessment of potential sources of environmental contamination, are described in Section 4.3. NonComprehensive Environmental Response, Compensation, and Liability Act (CERCLA) related environmental hazards potentially present at SVDA, including asbestos, leadbased paint, polychlorinated biphenyls (PCBs), radionuclides, radon, and unexploded ordnance (UXO), are discussed in Section 4.4. Remediation efforts conducted at SVDA are described in Section 4.5. Worksheets A, B, and C, which are used as a source for baseline site information during the property transfer process and summarize the results of the EBS, are provided in Appendix H.

Environmental Baseline Survey

4.1PROPERTY CATEGORIZATION

This section presents the categorization results of the EBS investigation. Environmentally relevant sites that were identified prior to the EBS and the new sites identified during the EBS process are discussed. The history of each site is provided, as well as the assigned Comprehensive Environmental Response Facilitation Act (CERFA) parcel category. The categorization is based on former and current environmental conditions as a result of installation operations. The seven categories used for property classification are defined in Section 1.3. The level of detail given for each site varies based on the amount of data available. Detailed multimedia sampling has been conducted at some sites, whereas others have received only a visual inspection. Also, the detail of a site’s history is based on available information from installation records and documents, and interviews of former and current installation employees.

Five environmental investigations have been conducted at SVDA to identify and characterize, on an installation-wide basis, sites that may pose environmental concern or require an environmental investigation. These investigations identified 76 sites. Table 4-1 lists the previously identified sites. The five investigations that identified these sites are summarized below.

  • U.S. Army toxic and Hazardous Materials Agency (USATHAMA), Installation Assessment, 1979—USATHAMA conducted an investigation in 1978 to determine past and current use of toxic and hazardous materials at SVDA and assess the likelihood of release of these materials. A final report was published in January 1979. The investigation did not include environmental sampling. The investigation was conducted by reviewing available records, interviewing former and current employees, and observing and photographing the installation during a site visit. USATHAMA identified 59 potential areas of contamination in the final report.
  • Environmental Science and Engineering, Inc. (ESE), Rapid Response Environmental Surveys, 1982—ESE conducted an environmental survey at SVDA from September 1980 to September 1981. A final report was published in March 1982. This survey was conducted to screen the sites identified by USATHAMA during the Installation Assessment (1979) and identify sites that warranted additional investigation. In the final report, ESE identified 34 potential areas of contamination that warranted additional investigation. The sites that were classified as having high contamination potential were directly monitored by ESE, and sites that were classified as having low contamination potential were monitored indirectly by reviewing the analytical data from environmental samples collected from downgradient sites that were associated with directly monitored sites. In addition to environmental sampling, ESE conducted geophysical surveys to locate UXO.

  • U.S. Army Environmental Hygiene Agency (USAEHA), Evaluation of Solid Waste Management Units (SWMUs), 1988—USAEHA conducted this investigation to identify, describe, and evaluate SWMUs at SVDA. An interim final report, dated June 1988, identified 26 SWMUs that required environmental sampling or remedial action and that should be brought into compliance with Section 3004(u) of the Resource Conservation and Recovery Act (RCRA).
  • Hunter/ESE, Environmental Monitoring, Technical Report, 1989—Hunter/ESE conducted a field investigation at SVDA in 1988 to evaluate groundwater and surface water quality at eight sites where there was evidence of, or the potential for, contamination. The final report was published in May 1989. Environmental samples were collected from 30 previously installed monitoring wells and 9 surface water locations.
  • Dames & Moore, Preliminary Draft RI Report, 1994—Dames & Moore conducted an RI at 30 sites at SVDA in 1993 to acquire data to verify and characterize the nature and extent of contamination and assess the associated potential risks to human health and the environment. As part of the RI field program, laboratory chemical analysis of soil, groundwater, surface water, sediment, vegetation, and biota was conducted and aerial photographs were analyzed. The investigation identified specific chemical contaminants and their concentrations in environmental media and assessed contaminant migration based on sitespecific and appropriate regional environmental and contaminant characteristics.

Additional areas of concern were identified during the EBS investigation through review and evaluation of existing documents, records, historical maps, employee interview notes, aerial photographs, and visual inspection notes. Table 4-2 lists the new areas and the previously identified sites and their categories. In the following sections, the new areas and previously identified sites are organized by the geographic locations listed below:
