4-H LEADERS COUNCIL MEETING

There will be a 4-H Leaders Council meeting on Thursday, September 7, 2006 at the Farm Bureau Auditorium, 1000 Broadway in El Centro.

The tentative agenda will be discussion of the Star Awards and Achievement Night and Livestock Leaders meeting.

There is a busy year ahead, so we need all 4-H clubs to be represented at this meeting. Please be present with your club representative. Your input is of most importance for the youth program in Imperial County.

LIVESTOCK LEADERS MEETING

There will be a Livestock Leaders meeting on Thursday, September 21, 2006 at 7:00p.m., 1000 Broadway in El Centro.

The tentative agenda will be Fair recommendations for 2007 and the new rules which will be put in effect.

Please be present! There is much work to be done. With everyone’s help, we can have a smooth-running Fair.


4-H BARBECUE FUNDRAISER 2006

The 30th Annual 4-H Barbecue fundraiser will be held on Sunday, October 22, 2006, 12noon to 5:00p.m. at the California Mid-Winter Fair and Fiesta. Barbecue tickets

are $7.00 each. This is the

only fundraiser for the year.

All 4-H leaders and their

clubs are urged to

participate. Every 4-H club and member is asked to help sell barbecue tickets, prepare, and serve the tri-tip barbecue dinner. We need all the help we can get from all our 4-H members and Leaders.

All proceeds from this annual barbecue fundraiser goes back to the 4-H program. Every 4-H member and leader benefits from this fundraiser. Scholarships were provided to youth attending Sacramento Focus and Washington D.C. Focus trip. 4-H Leaders Council provided 5 scholarships to graduating seniors ($250.00). Scholarships are provided to the 4-H leaders to help defray the costs of chaperoning on trips. Cooperative Extension does not receive any monies from the fundraiser. All monies made by the annual barbecue fundraiser goes back to the clubs, its 4-H youth, and Leaders.

In order to have a successful barbecue fundraiser, we must have total cooperation from its 4-H clubs, members and Leaders. If we all work together in selling our barbecue tickets early and get the working committees started, we will have a very successful barbecue fundraiser.

FINGERPRINTING OF LEADERS

All adults wishing to become 4-H leaders must submit to fingerprinting. The new policy requires that adults working with 4-H youth and are considered volunteers, must be fingerprinted and must pass a background check before becoming a bonafide 4-H card-carrying Leader.

If you have already been fingerprinted and you have qualified to be a leader, you need not be fingerprinted again. This is only for new Leaders that have never been a 4-H Leader. They need to be fingerprinted and pass the background check, done by the Department of Justice.

New Leaders wishing to be fingerprinted must call Jennifer the 4-H Secretary and fill out some forms. Then you must make an appointment at the sheriff’s office, to get a “Live Scan” of your hand. This is done by appointment only.

For the people that have not been fingerprinted yet, please do so, right away. We do not want to have the same thing happen again this year.

People that are not fingerprinted and have yet to pass the background check from the Department of Justice are not eligible to work with the 4-H youth. You must be a bonafide card-carrying 4-H leader to work with the youth.

When the community leader verifies clearance by the DOJ in your enrollment information packet, it is his/her job to inform potential leaders of their eligibility. The committee and its leader are required by state law, to get all leaders fingerprinted!!

4-H LEVELS OF MEMBERSHIP/ENROLLMENT

The levels of membership will return to an age based system with each level defined as follows:

PRIMARY: Must be 5 years old or in kindergarten as of January 1st of the program year. The only approved animal projects for primary members are dogs, rabbits, rats, cats, poultry, cavies, mice, embryology, entomology, marine science, pygmy goats, and therapeutic animal projects.

JUNIOR, INTERMEDIATE, & SENIOR: Must be 9 years old or in the 4th grade by January 1st of the program year.

For Home-Schooled Children, the age criteria only will apply.

FUNDRAISING BY 4-H CLUBS

Funding methods and amounts must be included in the annual budget, approved by the club's membership, and recorded in meeting minutes. Submission of the club budget to the County Cooperative Extension Office is required at the beginning of the club year and constitutes fundraising approval unless otherwise notified.

The University’s Cooperative Extension County Director must approve in writing all fundraisers before the club can use the 4-H name and emblem or solicit funds.

Funds raised during the year, must be used to further the educational goals of the 4-H program. Fundraising must conform to applicable local ordinances, state, and federal laws. Lotteries, drawings, raffles, and bingo are not permitted under state law. The community club Leader and treasurer are accountable for all funds raised and spent.

Any 4-H club interested in conducting a fund-raising activity that will raise more than $100.00, and that is not in the approved proposed budget, must file intent with the County Director, indicating the type of activity and purpose for which the funds are to be raised. Raising funds with no specific 4-H program or 4-H purpose in mind is not allowed.


LAST DAY TO PURCHASE LIVESTOCK PROJECTS FOR 2007 MID-WINTER FAIR

Beef – 120 days – ownership rule requires purchase and ear tagging by November 2, 2006.

Horse – 120 days – ownership/lease rules require purchase or lease by November 2, 2006.

Sheep/Swine – 60 days – ownership rule requires purchase and ear tagging by January 1, 2007.

Feeder Calves – 60 days – ownership rule requires purchase and ear tagging by January 1, 2007.

Goats – 60 days – ownership rule requires purchase and ear tagging by January 1, 2007.

Small Animals – Rabbits, Poultry, and Cavies – 60 days – ownership rule requires purchase and ear tattoo by January 1, 2007.
