JOB DESCRIPTION

POST:HR Manager

REPORTS TO:3SC Chief Executive

MAIN PURPOSE: To provide a comprehensive HR capability across 3SC and additionally act as a Consultant to advise on HR issues within the membership services arena and on 3SC “Tender and Bid submissions”. Working closely with the Chief Executive and the top team, this is a key role for a knowledgeable, professional, “hands on” HR practitioner.

Main Responsibilities:

  • Provide comprehensive HR services and solutions, which take into account both local 3SC requirements and relevant internal/external HR factors, ensuring the effective delivery of such HR solutions and services to time, budget and quality...
  • Formulate and recommend HR policies and strategies that support and align with overall 3SC strategic business plans and ensure these meet future business needs.
  • Influence the 3SC management team in adopting best HR practice and support them in the effective management of people to maximise their individual and collective contribution and performance
  • Contribute towards the business plan and provide support in resolving HR issues identified as a result of the implementation of organisational change.
  • Identify any HR management information requirements for 3SC, procuring or providing solutions to meet these needs and to subsequently undertake analysis in order to identify issues and recommend solutions.
  • Monitor the effectiveness of the HR services delivered, providing feedback on the quality of service accordingly.
  • Contribute to and provide support for projects, bids and membership services as required acting as subject matter expert.
  • Where required, motivate, develop and appraise team members so that the individual and collective performance is of the required standard.
  • Where required, contribute to the budgetary process thereafter controlling the budget in the HR area
  • In the early stages of this role, significant time will be taken up with “in house” or external recruitment; responses to Employment Law changes and infrastructure to manage this; plus implementation and ongoing management of robust performance management and personal development processes and systems.

Key Knowledge and Skills

  1. Significant experience in employment law and best practice HR processes. Ideally CIPD qualified.
  2. Proven experience of successfully managing and coordinating a broad range of HR activities including Learning and Development, TUPE, Outsourcing and the related issues from Bid and Tendering processes in Public Sector contracts.
  3. A good working knowledge of Government employment initiatives, opportunities and back to work schemes, particularly with reference to young persons (18 -24) under the Young Person’s Guarantee.
  4. Excellent communication and interpersonal skills at all levels, including listening, questioning and counselling.
  5. Strong analytical skills...
  6. Knowledge of 3rd Sector / public sector delivery and organisation
  7. Professional credibility - being highly motivated and goal orientated
  8. Confident communication skills both verbally and written at all levels within a broad range of key stakeholder groups.
  9. IT literate and proficient in its’ use including databases for management information.(Knowledge of Access d/b may be particularly relevant)
