1.0 INTRODUCTION

The export system is an electronic application allowing support of the export procedure. It consists of two modules:

·  Slovenian Automated Export System (SIAES),

·  Export Control System (ECS).

The application allows:

·  to overview the electronically lodged export and exit summary declarations,

·  to entry the export declarations manually,

·  to monitor and rout processes at the office of export and office of exit,

·  to monitor and rout processes at the office of lodging,

·  to print the required print-outs,

·  to exchange messages with EU,

·  to exchange messages with declarants,

·  to exchange messages with supporting applications,

·  security and safety requirements.

2.0 DOCUMENTS

SIAES/ECS application has been made on the basis of national requirements for export clearance (SIAES) and the ECS substantive and technical documents.

A detailed description of processes at the office of export and the office of exit is contained in the Description of SIAES functionalities – customs clearance (normal procedure). The export system is substantively described in the Functional System Specification (FSS_AES EXPORT). It comprises ECS phase 1 and phase 2 (security and safety provisions; Regulation (EC) No 648/2005 of the European Parliament and of the Council, Commission (EC) Regulation No 1875/2006).

The application technical requirements are contained in the Design Document for National Export Aplication (DDNXA). Errors and modifications of DDNXA and its annexes are published in RFC-LISTs˛KELs. Changes of DDNXA affect changes in national applications of member states and shall be implemented once a year. Any changes are published in the Matrix of changes (DKITM).

Common DDNA (Design Document for National Application – Specification for National Application) documentation for transit, export and import systems according to version 8.10 was divided by areas: DDNTA (Transit) DDNXA (Export) DDNIA (Import). Requirements common to all three systems after version 9.10 are in included in the parent document DDCOM (Design Document Operations and Methods).

3.0 CATALOGUE AND SIAES/ECS MESSAGE SCHEMES

When developing software, as a supplement to the functional and technical documentation the Message Catalogue and XSD scheme of messages, providers of SIAES/ECS software also take into account:

·  Message Catalogue, phase 2 SIAES ECS, ver. 1.52 (valid from 9 April 2014),

·  XSD-scheme of messages, phase 2 SIAES ECS, ver. 1.51 (valid from 9 April 2014),

·  SIAES/ECS messages.

4.0 EXPORT DECLARATIONS AND EXIT SUMMARY DECLARATIONS

Export declarations and exit summary declarations shall be lodged in SIAES/ECS in electronic form using SICIS (FURS IT system).

When performing customs formalities in e-business, a user shall register the qualified digital certificate at e-Carina portal.

SIAES/ECS means a fully automated operation with the export declaration/exit summary declaration using digitally signed messages in XML format between the declarant and the customs authority in both the normal and the simplified procedure (export declaration) and the exchange of electronic messages between the customs office of export clearance and the customs office of exit, which certifies the exit of goods from the EU customs territory.

From the office of export to the office of exit, goods are accompanied by the export accompanying document (EAD) bearing MRN; this document is a replacement for copy 3 of the Single Administrative Document.

5.0 EXPORT ACCOMPANYING DOCUMENT

EAD is a document based on the data of the export declaration. It shall be printed out of SIAES. EAD is intended for monitoring goods from the office of export to the office of exit. EAD corresponds to the specimen and notes of Annex 45g of Commission Regulation (EES) No 2454/93. Where the export consignment consists of more than one item, a list of items corresponding to the specimen and notes of Annex 45h of Commission Regulation No 2454/93 shall be attached. The list of items is an integral part of EAD. Where permitted, EAD can be printed out of the declarant’s computerised system.

6.0 EXIT ACCOMPANYING DECLARATION

The exit summary declaration (ESD) means the declaration referred to in Article 182c of Council Regulation (EEC) No 2913/92 and shall be lodged for goods to be brought out of the customs territory of the EU, unless this Regulation provides otherwise.

ESD shall be made using data processing technique and shall contain information laid down for such declaration in Annex 30A of Commission Regulation (EEC) No 2454/93. It shall be completed in accordance with the explanatory notes of the annex.

The customs authorities shall allow lodgement of a paper ISD only in the following circumstances:

·  the computerised system of the customs authorities is not functioning,

·  the electronic application of the person lodging the exit summary declaration is not functioning.

EAD in writing shall be lodged using the safety/security document corresponding to the model set out in Annex 45i of Commission Regulation (EEC) št. 2454/93. Where the consignment for which ISD is made, consists of more than one item, the safety/security document shall be supplemented by a list of items corresponding to the specimen set out in Annex 45j of Commission Regulation (EEC) No. 2454/93. The list of items shall form an integral part of the safety/security document.

The customs authorities may allow the safety/security document to be replaced or complemented by commercial documents provided that that the documents submitted to the customs authorities contain the particulars laid down for the exit summary declarations in Annex 30a of Commission Regulation (EEC) No 2454/93.

·  guidelines for the printout of the safety/security document and the list of items,

·  guidelines on acceptable and unacceptable terms for description of goods for exit and entry summary declarations,

·  guidelines regarding specific customs seals for air and ship supplies.

Transmission/receipt the of the exit summary declaration through the shared domain

Slovenia does not support the functionality of the office of lodging for:

·  transmission of the exit summary declaration to another member state,

·  receipt of the exit summary declaration from another member state.

In Slovenia, the exit summary declaration may be lodged at the Slovenian office of lodging for the Slovenian customs office of exit only.

7.0 DESIGNATED OFFICES FOR EXPORT PROCEDURE

The Customs Office List (COL) containing information on the customs offices and details of each customs office responsible for the export procedures is available on the European Commission website.

Through the e-mail address users can subscribe to automatic reception of IE031 and IE032 electronic messages upon amending the Customs Office List and other code lists.
