19. Fixing the Rowing Machine in Stevens
This JCR notes:
i.That many people in the college, including those who live at Stevens row or use the rowing machine for general fitness.
ii.That the machine at Stevens is currently broken.
iii.That having a working rowing machine will help with operation ‘get a decent gym at Stevens’.
It therefore proposes:
iv.To give Elysia Hannaford up to £100 to fix the machine by getting someone out (been quoted £82).

20. Second Quad Rule Change
This JCR notes:
- That there is allegedly a rule stating that members of the JCR are not allowed on the grass in second quad after 7pm.
- That no one seems to know where this rule has come from or why this rule is in place.
- There are currently two full hours between 7pm and sunset, and these hours could be productively spent lounging on second quad.
It therefore proposes:
- To mandate the JCR President to speak to college about extending the hours of use from 7pm to 9pm.

21. Emergency Motion: Chancellor’s Comments
This JCR notes:
- That the original version of this motion took up five pages of powerpoint.
- That nobody has time to listen to David read five pages of powerpoint.
- That in a recent report by The Telegraph, the Chancellor of Oxford University, Lord Patten, was quoted as saying “I don’t think that if you want high class universities you should expect them to lower their standards in order to make up for some inadequacies in our secondary education system.”
- The 2014-15 Equality Report, which found that BME students are under-represented at this University.
- The annual report from the Social Mobility and Child Poverty Commission which found that Oxford “still recruit[s] a disproportionate number of students from private schools…”
This JCR believes:
- That the Chancellor’s comments can very easily be construed as damaging for access.
- That Jesus College has a proud tradition of supporting access initiatives, and should continue to do so.
- That the University has a stated aim to widen access, and that shifting the responsibility of promoting equality of opportunity onto the secondary education system is in marked opposition to the spirit of access as practiced by the University of Oxford.
This JCR resolves to:
- Mandate the President to co-sign an open letter on behalf of the JCR to the Chancellor (the content of which will be made public upon publication), expressing the arguments made in ‘notes’ and ‘believes’, coordinating with other JCRs and SUs.
- Through this letter, demand an apology from Lord Patten for his comments, as well as a demonstration of his commitment to access and anti-racism.

David; were not a political jcr and don’t want to become wadham. Original motion written by Wadham jcr president. Letter says we disagree with sentiment of chancellor’s statement in shifting the burden of access onto secondary schools. We think it should be access should be seriously taken as an aim of the University. Letter is basically asking the chancellor to promoting these goals

David: Black, minority and ethnic
Charlie; you said ask the chancellor to change and the motion says demand, why the discrepancy?
D: I took the original motion and changed it hence the discrepancy. The letter will be approved by all JCRs making it reflective of what the student body think

Clemie: will we get reimbursed if we have money left over at the end, noen of the other colleges do

Susie: Why change it?
David: Strain on the accounts department following battels being sent out, and in theory this will make it easier to search through and harder to make mistakes
Bella: When applying the credit system was one of the reasons I came here rather than other colleges.
Llwelyn: Can you clarify the debit system which is being endorsed. Its really hard to clarify how much you’ve spent at the moment
David: had a meeting with the guys who run the intranet online system, theyre updating the intranet anyway to make it better, credit/debit is a further debate. Basic pay as you go top up system on cards, possibly also an overdraft on this system. Email reminders when close to lower limit
Liam: whats to stop them having a huge overdraft and retain the option for a credit system
David: also attraction of limiting liability
Omar: would the new system involve a new card?
David: No, also talk of having debit in the bar as well
Nick: Why cant we have credit in the bar
David: Ethical considerations according to the company running it
Rosie: It sounds like its more an accounts team issue than our issue
Bronnie: If it’s a problem of it being hard to find where it went wrong would a tracking thing giving us an idea of how much were spending not be better?
Ollie W: student loans don’t come in straight away so people could get screwed in that way
David: I raised this with Stuart (accounts bursar) who said theyred be a ‘grace period’
Charlie D: Like credit?

David: I tld him I like this system because it helps me budget
Clemie: I am old and have been here ages. It feels like were steadly becoming more like hotel clients rather than students at college, this smacks of that
Bella: Float the idea that people are happy with credit rather than debit but would like it to be clearer
David: making the system better would solve problems rather than credit
Omar: hall shouldn’t feel like a restraint

David: Stuart said we still get the same loan so we should reorganise ourselves
Tim B: the issues come from college why should we fix them
