Evolution of the M&E approach from

NRM to Climate Change Adaptation for GESTOR programme in Bolivia

The Swiss Agency for Development and Cooperation (SDC) and HELVETAS Swiss Intercooperation are implementing a long term programme, GESTOR, in Bolivia to mainstream climate change adaption in the context of the National Watersheds Plan (PNC Spanish acronym) of the Bolivian government. The Bolivian government in its recently issued Mother Earth Law prioritizes adaptation in the water sector, encouraging the water sector to take into account climate change considerations. This focus emerges from the analysis of the context which identifies climate change as one of the factors that strongly affects Bolivia’s development; as also the emphasis on this aspect in the PNC.

Over 2007 – 2014, GESTOR consolidated good governance practices and institutional arrangements for Natural Resources Management in prioritized watersheds, including the participation of local governments and population, the development of planning instruments and public investments in the water sector. Mainstreaming climate change adaptation is the main objectives of GESTOR in its second phase. The USD16 million programme basket fund has multiple outcomes that contribute to the resilience of socio ecological systems like coping capacity of 30.000 thousand rural and vulnerable families, the institutional capacities of the national and subnational levels in 40 watersheds, and the integration of critical ecological functions and climate proofing of public investments.

GESTOR’s monitoring and evaluation system has also evolved from a focus on understanding the factors that contribute to sustainable livelihoods and resource governance, including participation and empowerment of principal stakeholders to an approach based on a resilience framework.

The paper shall present the evolution of the M&E approach for a programme that links NRM with Climate Change and have outcomes at multiple levels.
