Title / Operate defence communication networks and implement communications plans

Purpose / This unit standard covers knowledge and skills required for New Zealand Defence Force personnel to operate communication networks to the agreed protocols.
People credited with this unit standard are able to:
–provide portable and fixed communications facilities to end users;
–conduct Standard Operator Checks (SOCs) on all radio and visual resources; and
–implement communications plans.

1This unit standard has been designed for learning and assessment within the New Zealand Defence Force training environment.

4Range

aAll tasks must be conducted in accordance with current New Zealand Defence Force procedures, security requirements, and operator responsibilities.

bAll communications must be logged and actioned in accordance with current New Zealand Defence Force procedures, security requirements, and operator responsibilities.

cAll communications require state boards to be updated in accordance with current New Zealand Defence Force procedures, security requirements, and operator responsibilities.

dThe term basic operational knowledge is used to describe the underpinning knowledge required by candidates to support the range of operational activities.

Outcomes and performance criteria

Outcome 1

Provide portable and fixed communications facilities to end users.

Performance criteria

1.1Set up communication equipment and test following quality assurance guidelines.

Rangesecurity procedures, crypto equipment.

1.2Establish communications.

1.3Complete hand over of communications equipment to end users.

Outcome 2

Conduct SOCs on all radio and visual resources.

Rangechecks are conducted in accordance with supervisor instructions.

Performance criteria

2.1Check and test communication equipment.

RangeCOMCEN or portable radio equipment, fault location, restoration, quality of service.

Outcome 3

Implement communications plans.

Rangemay include but is not limited to – Signal Operating Instructions, Communications Operating Instructions.

Performance criteria

3.1Demonstrate basic operational knowledge of a defence communication centre.

Rangemay include but is not limited to – command plan, communications circuits plan, work schedules, distribution requirements.

3.2Implement a point to point communications plan.

3.3Implement a network plan.
