NOTICE OF RACE
VENUE
The Commodore and Flag Officers of the Koninklijke Nederlandsche Zeil- & Roeivereeniging (Royal Netherlands Yacht Club) and the Nederlandse Draken Club (Dutch Dragon Association), have the pleasure to invite owners of yachts in the INTERNATIONAL DRAGON CLASS to enter in the 2017 Open Dutch Championship for the Dragon Class. The regatta willbe held from September 7 up to and including September 10, 2017 and willbesailedon the IJsselmeer, off Muiden, The Netherlands.
The OrganizingAuthority is the Royal Netherlands Yacht Club in conjunction with the Royal Netherlands Watersport Association (RNWA) and the Dutch Dragon Association.
1RULES
1.1The regatta willbegovernedby the rules as defined in The RacingRules of Sailing (RRS).
1.2The “Rules for ChampionshipsSailing, Windsurfing and Kiteboarding” will apply.
1.3 RRS 44 has been changed according to NOR § 11. Other Racing Rules may be changed in the Sailing Instructions.
1.4Under rule 87, the crew weightrestriction in rule 13.30 of the International Dragon Class Ruleswillnotapply.
1.5Ifthere is a conflict betweenlanguages the Englishtextwilltakeprecedence.
1.6 Every person on board who has his domicile in the Netherlands shall have the appropriate license.
2ADVERTISING
Boatsmayberequired to display advertisingchosen and suppliedby the organizingauthority.
3ELIGIBILITY AND ENTRY
3.1The regatta is open to all boats of the International Dragon Class, holding valid measurement certificates.
3.2A boat’s owner shall be up to date member of a national Dragon Association. The membership details shall be stated when entering.
3.3Eligibleboatsmay enter by completing the entry form via the website Menu entry: Racing and the required entry fee made payable by bank order.
3.4Entries and the entry fee shallbereceivedbefore September 1, 2017.
3.5Late entriesmaybeaccepted at the sole discretion of the OrganizingAuthority

5FEES

5.2For late entriesorpayments the entry fee willbe € XXXX,-.
5.3Ifan entry is cancelled, part of the entry fee mayberefunded, depending on the financialresults of the regatta, to bejudgedby the Dutch Dragon Association.
5.4The entry fee includescraning in and out of the water and berthing in the Muidenharbor or Muiden Yacht Service (which is adjacent to the parking of the KNZ&RV)or Muiden Yacht Service (which is adjacent to the parking of the KNZ&RV) for the duration of the regatta as well as , threetickets to the dinner party on Saturday September 9, 2017 and the daily “Beer and Bitterballs”..
5.5Dutch participants are requested to paybymeans of authorization of the NederlandseDraken Club to automatedcollection.
5.6Onlyparticipantsfromabroadmaypay the entry fee in cash at the Race Office upon registration; credit cardscannotbeaccepted. Payment bybank willbe highly appreciated.
6SCHEDULE OF RACES AND EVENTS
6.1 Registration takes place on Thursday September 7 from 8.30 hours to 11.00 hours. Each competitor shall register and sign the registration form at the race office. Registration includes presenting proof of membership, third party liability insurance and a valid measurement certificate as required by the class rules. Also the required licenses must be shown. The race office is located in the club house of the KNZ&RV, Royal Netherlands Yacht Club, Westzeedijk 7, 1398 BB Muiden, The Netherlands.
6.2Dates of racing and scheduled time of the warning signal for the first race each day:

A.s.a.p. = races will start as soon as practicable at the discretion of the Race Committee.
6.3 Seven Races are scheduled. No more than two races are scheduled per day. One extra race per day may be sailed, provided that no race becomes ahead of schedule.
6.4On the last day of the regatta no warning signal will be made after 15:00 hrs.
7MEASUREMENTS AND INSPECTIONS
Eachboatshallproduce a validmeasurement certificate. Boats and crew maybeinspectedduringthe regatta at the discretion of the Race Committee.
8SAILING INSTRUCTIONS
The sailinginstructionswillbeavailable latest from 1 September 2017 6 and will be posted on the website . Hard copies will be available at the race office upon registration.
9VENUE
The venue is the KNZ&RV, Royal Netherlands Yacht Club, Westzeedijk 7, 1398 BB Muiden, The Netherlands. Telephone +31-294261540, fax +31-29426342. See also sketch under NOR § 21.
The racing areas will be approx. 1-3 nm north of the Muiden harbor on the Markermeer, see attachment 1.
10THE COURSES The races will be windward/leewardcourseswithspreaderbuoy and downwindgate. Course diagrams will be included in the sailing instructions.
11PENALTY SYSTEM
Rule 44 RRS is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty
12SCORING
12.1Four races are required to becompleted to constitute a series.
12.2(a) Whenfewerthanfive races have been completed, a boat’s series score willbe the total of her race scores (b) When 5, 6 or 7 races have been completed, a boat’s series score willbe the total of her race scores excluding her worst score.
13SUPPORT BOATS
13.1All coach- and support boatsshallberegistered at the race office before the start of the first race (race 1).
13.2Support boats with team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the starting sequence until all boats have finished or the race committee signals a postponement, general recall or abandonment. Support boats shall comply with any reasonable request from a regatta official.
14BERTHING Boatsshallbekept in theirassignedplaceswhilethey are in the harbor.
15HAUL-OUT RESTRICTIONS Boatsshallnotbehauled out during the regatta exceptwith and according to the terms of prior writtenpermission of the Race Committee.
16DIVING EQUIPMENT AND PLASTIC POOLS Underwaterbreathingapparatus and plastic pools ortheir equivalent shallnotbeusedaroundkeelboatsbetween the preparatorysignal of the first race and the end of the regatta.
17RADIO COMMUNICATION Except in anemergency, a boatshallneithermake radio transmissions whileracing nor receive radio communicationsnotavailable to all boats. Thisrestrictionalsoapplies to mobile phones. A VHF-radiomaybeused only in anemergency. The Race Committeemaycommunicate relevant information to sailors. The channel to beusedwillbe stated in the SailingInstructions. The RacingRulessignalswillprevail.
18PRIZES
18.1Prizeswillbeawarded to eachmember of the crew of the first, secondand thirdplacedboat in the championship.
18.2Helmsman and crew of the winning boat of the championshipacquirethe title ‘Dutch Champion’ and will receive the accompanying medal of the RNWA. The responsible person of the winning boat acquires the Blue Pennant of the RNWA. In addition to the above the responsible person of the winning boat shall have the possession of the Silver Dragon TemporaryPrizefor one year.
18.3 The Theodoor Gillissen Trophee will be awarded to the first placed boat, without discard, on Saturday evening.
The responsible person of the winning boat shall have the possession of this prize for one year.
19DISCLAIMER OF LIABILITY Competitorsparticipate in the regatta entirely at theirown risk. Seerule 4, Decision to Race. The organizingauthoritywillnot accept any liability formaterialdamageorpersonalinjuryordeathsustained in conjunction withor prior to, duringorafter the regatta.
20INSURANCE Eachparticipatingboatshallbeinsuredwithvalidthird-partyliability insurancewith a minimum cover of € 1.500.000. per event or the equivalent.
21Socials
In the Pampusbar it is possible to order coffee and drinks before and after racing and there are dining options (please make a reservation)
Each day after the racing there will be (limited) free beer and bitterballs in the Pampusbar.
On Saturday there will be a diner for all participants, free of charge excl. drinks. Extra tickets ad € 35,- can be ordered upon registration or at the Regatta office not later than Thursday evening.

After the last race there will be a prize giving at the Pampusbar.

Launching:
Yachts may be craned in and out of the water on the premises of the Draken Centrum Muiden located 500 meter south of the entrance of the marina of the KNZ&RV, after contacting Mr Ferrie de Vries, tel. +31 653 246363 or at the facilities of the KNZ&RV after contacting the Harbor Masters.
Yachts may also be craned at the premises of Muiden Yacht Services, which is adjacent to the parking of the KNZ&RV.
Please follow the instructions, given to you by local signs or personnel.
Berthing:
Free berthing will be available in the marina of the KNZ&RV.
For participants of the preceding Tune Up races, free berthing will be available in the days between Tune Up and the Championships. on racing days and one day before and one day after racing.
It is possible to leave your Dragon between weekends on her trailer on the premises of the Draken Centrum Muiden. The fee for the Dragon Center Muiden will apply:

A1 from East:

After exit turn right, “Maxisweg”.
After approx. 1.2 KM, at “T”, turn left: “Weesperweg”.
A1 from West:
