FACILITY: / Indoor, 7-lane, 25yd. Water Depth: 12.5’ at start end 3’10” at turn end. Daktronic Timing system with Colorado Timing System touch-pads, button and two watch back-up. The competition course has been certified in accordance with USA Swimming Rule 104.2.2C(4). A copy of such certification is on file with USA Swimming.
COACHES: / Only currently registered USA Swimming coach members will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) to verify that all certifications are current.Deck Pass is acceptable proof of USA Swimming Membership.
WARM-UPS: / The ISI mandatory warm-up procedure will be followed. The pool will be cleared 10 minutes prior to competition.
All swimmers must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Any swimmer without a coach shall report to the Referee prior to his or her warm-up. The Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer’s responsibility to ensure such arrangements are made prior to the start of the meet.
RACING STARTS: / All swimmers entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.
ENTRY REQUIREMENTS: / 1.For all events, other than 8 & Under events, swimmers may only enter those events where they have NOT met the Iowa “Q” Time standard in any format, SCY, SCM, or LCM, for that event. For all 8 & Under events, swimmers may enter events regardless of entry time.
2.Swimmers who will age up between Regionals and the ISI Long Course Championships must enter events in their current age group corresponding to their age on the first day of Regionals even if they have an Iowa “Q” Time in the current group provided they do NOT have an Iowa “Q” Time in the new age group. Swimmers who swim events under this clause will not be eligible for awards.
3.Relays: All 8 & Under swimmers may compete together on the same relay team. In all other age group relays, a swimmer who has an Iowa “Q” Time in the 50 yd. or metric distance of a stroke for his or her age group, may not swim that leg in a 200 12 & Under relay, nor may a 13 & over swimmer who has an Iowa “Q” Time in the 100 yd. or metric distance of Backstroke, Breaststroke, or Butterfly in his or her age group swim that leg in a 13 & over 200 Medley Relay.
4.A swimmer may enter four events a day plus relays, except for swimmers competing in Saturday’s 8 & Under session where these swimmers may enter five events plus relays provided that the swimmer did not compete in the 10 & Under events during that day. A club may enter as many relays per event as they wish, designating the relays A, B, C, etc.
5.Seed times must be submitted for a 25 yard course. A swimmer's or relay's seed time cannot be faster than the best time the swimmer or relay has achieved in an event swum in the same length pool as this meet. Converted times are not allowed. No Time (NT) entries will be accepted.
ENTRY FEES: / Entry fees are as follows:
1.Individual events: $4.00 per event.
2.Relays: $8.00 per relay.
3.ISI swimmer surcharge: $3.00 per swimmer.
4.Manual entries (for teams entering more than five swimmers): $2.00 per swimmer.
Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. All other entries require manual input and must be submitted on the ISI Meet Entry Form (APP-7).
Submit entries along with the appropriate ISI Financial Sheet (APP-8.3). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet.
Payment shall be by check or money order made payable to Des Moines Swimming Federation. All entry fees, including ISI swimmer surcharge fee, should be combined on one check. The host club reserves the right to require payment by money order or cashier’s check. Entry fees are non-refundable; ISI swimmer surcharge fees will be refunded only if the entire meet is cancelled.
ENTRY SUBMISSTION: / 1.Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. If submitting electronic entries, teams must include a copy of the entries and a financial summary in PDF Format.
2.All other entries require manual input and must be submitted on the ISI Entry Form (APP-7).
3.Entries will be accepted beginning on Monday, June 26, 2017.
4.Entries must be received by noon on Saturday July 15, 2017. Any entry, regardless of type, received after this time and date will be considered a late entry.
5.Teams must email any changes or updates from meets held the previous weekend by noon on Monday, July 17, 2017. Electronic files will NOT be accepted. The $2.00 surcharge shall not be assessed for manual changes or updates received before the noon deadline. Changes or updates will not be accepted by phone or fax and are limited to swimmers who are already entered in the meet but who need to change events due to achieving an Iowa “Q” Time in an event already entered.
6.Entries will not be accepted by fax.
LATE ENTRIES: / Late entries will be accepted up to 15 minutes before the start of warm-ups for the first session of the meet.
If the meet program has not been printed, swimmers shall be seeded into the meet, but will still be charged the late entry fee. If the meet program has been printed, swimmers shall be seeded with a NT and shall swim in heat one of the event. A zero heat will be created if necessary. Late entrants shall show their ISI membership card.
New or updated relay entries received after the initial entry deadline will be entered as NT.

1.Individual events: $8.00 per event.
2.Relays: $16.00 per relay.

SWIMMERS WITH DISABILITIES: / Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Referee. The swimmer (or swimmer’s coach) is responsible for providing any equipment or assistance required. See Article 105 of USA Swimming Rules and Regulations.

TIMERS AND OFFICIALS: / Clubs and unattached swimmers participating in this meet must provide 50% of the timers and officials on a prorated basis according to number of entries. Officials must volunteer by noon on Monday, July 17, 2017, to count toward meeting this requirement. Clubs will be informed about their timers and officials assignments via email to the club contact on Wednesday, July 19, 2017.
MEET COMMITTEE: / A meet committee consisting of the Meet Director, Referee, a Coach Representative, an Athlete Representative, and a certified official acting at large will be established. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. Protests against judgment decisions can only be considered by the Referee and the Referee’s decision is final.
MEET OPERATION: /
  1. Events will be pre-seeded except the 1000 and 1650 Free.
  2. Positive check-in is required for the 1000 and 1650 Free. 11 & 12 swimmers must check-in by 10 am the day of the event. 13 & Over swimmers must check in by 2:00 pm the day of the event. Check in will take place at the computer/timing table. Swimmers who fail to check in by the deadline will be scratched and only allowed to re-enter the event if there is an open lane available. Re-entering the event is on a first-come-first serve basis.
  3. Swimmers in 8 & Under events shall report to the Clerk of Course when called. Swimmers in all other events shall report directly to the starting blocks.
  4. If names for relay events are included in entries, those names will be on the relay cards at the meet.
  5. Events may be combined to facilitate meet operation and separated later for results and scoring.
  6. The 13-14 and 15 & Over 1000 and 1650 Free will be seeded and swum as 13 & Over events and separated later for results and scoring. These events will be swum fastest to slowest, alternating women and men. Swimmers may enter in either the 1000 or 1650 Free, but not both. Swimmers who are eligible and want times for both distances will need to take an intermediate split in the 1650 Free.
  7. Deck Changes are prohibited.
  8. The host is not responsible for providing rest for swimmers between events. If a swimmer has less than 15 minutes between swims, the swimmer or swimmer’s coach should inform the Referee.
  9. During the 8 & Under session, three 10-minute breaks may be added to the meet for awards presentations. The Referee has the right to be flexible with the timing of these breaks. Awards will be presented for only the events that have been scored at the time of these breaks.
  10. Coaches and Officials must produce proof of membership in USA Swimming immediately upon request by the Referee or his delegate or leave the pool deck.
  11. Operation of a drone or any other flying apparatus is prohibited over the Venue (pools, athlete/coach area, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present.

For randomly selected heats in 8 & Under events, heat winners will receive an award.
High Point Awards will be presented to the top three boys and girls based on points earned in 8 & Under events. A banner will be presented to the club with the highest combined boys and girls score.
ISI SPORTSMANSHIP-SPIRIT AWARD. ISI will provide and present this award. One coach and one athlete from each team and the Referee shall vote on the award. Criteria to use will be included in the coaches’ packet.
No awards received in this competition may be used for trade or financial gain.
SCRATCHES: / The ISI Scratch rule is in effect.
USA SWIMMING REGISTRATION: / No swimmer or club registrations will be taken at this meet. Swimmers whose names do not appear on the current ISI registration list and who cannot show proof of ISI membership will not be permitted to compete in this meet.
CAMERAS: / USE OF AUDIO OR VISUAL RECORDING DEVICES, INCLUDING CELL PHONES, IS NOT PERMITTED AT ANY TIME IN CHANGING AREAS, RESTROOMS, OR LOCKER ROOMS.
NO SMOKING OR ALCOHOL: / Smoking, any tobacco use, or the consumption of alcohol is NOT ALLOWED in the swimming venue.
IMAGE RELEASE: / Participants consent to be photographed or filmed by any authorized photographer(s) and/or network(s) of ISI or the host club, under conditions determined by the host club, and authorize the use of names, pictures, likenesses, and biographical information before, during or after the event to promote swimming. No awards received in this competition may be used for trade or financial gain.
SEATING: / Seating for the spectators is in the balcony area above the pool. A holding area outside of the pool area will be available. The pool deck is reserved for coaches, swimmers and meet volunteers only.
ADDITIONAL INFORMATION: / Programs. Each team will receive a copy of the program.
Results. Electronic results will be provided to all teams participating in the meet. Final Results will be posted on the ISI website. A hardcopy of the final results may be requested on the ISI Financial Sheet for an additional $5.00.
Concessions. Will be available
Swim apparel/merchandise. Swimming apparel will be available through Splash Multi-Sport.
Spectator information. No admission fee for spectators. Free parking is available.
INDEMNITY: / In granting this approval it is understood and agreed that USA Swimming and ISI shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.
