His law enforcement career began in 1987, in North Carolina when he was hired by the Charlotte Police Department. He went on to a distinguished career with the North Carolina State Bureau of Investigation, where he achieved the rank of assistant special agent in charge before leaving the agency; and
Whereas, under Chief Holbrook’s leadership, the Columbia Police Department has been implementing organizational and operational reforms, including best practices consistent with twentyfirst century policing. Chief Holbrook has been committed to collaborative partnerships with the community to fight crime; and
Whereas, the members of the House are grateful for the dedication and service Chief Holbrook has given the city of Columbia and all her citizens and look forward to his future good works. Now, therefore,
