Most common issues with submissions
Gabriel to collate list of most common issues with the post DA submissions /
  • Incorrect details such as naming of a project;
  • Incorrect staging;
  • Planting Schedule not supplied or incomplete;
  • Using obsolete forms (submission cover sheets or ADF’s);
  • Different number of assets on ADF ‘sand Summary drawing documents;
  • No signature on TCD;
  • Consolidation Maintenance Plan – Works Program incomplete when submitted at commencement and not dated and signed off accordingly when lodged for handover;
  • Lack of relevant certifications;
  • No electronic version of submissions, or
  • Electronic version of the submission doesn’t have all submission components.

4. / Canberra Streetscape Guidelines
The guideline provides vision linking the ACT Planning Intent and the Estate Development Code and Design Guidelines.
The purpose of the document is to provide guidance on the functional aspects of streets in three parts:
Movement of all road users;
Place; and
Sustainability.
Number of consultation and workshops has been held in the development of the guidelines and Stakeholders are welcome to join in the process.
The Guideline is being developed in 2 stages;
Stage I
It is anticipated that the draft guidelines will be available by the end of this year.
Stage II
Comments from users and other stakeholders will provide basis for further development of the guideline. / N/A / N/A / N/A
6. / Icon Water / TCCS requirements
Icon Water and TCCS had series of meetings to resolve issue of overlapping and contradicting requirements. As a result, the following have been agreed;
the ICON Water will cross reference and use TCCS standard for verge designs on estate developments;
TCCS will use ICON Water’s standards for verge designs on trunk and main infrastructure; and
TCCS and ICON Water will mutually engage and consult each other for any reviews of the standards
Regular monthly meetings with Icon Water and Actew AGL have been set up to resolve any upcoming issues. Gabriel encouraged attendees to forward any issues that can be resolved during these meetings to DRC. / For information

7. / Certification of the design
Gabriel met with the legal team to discuss the obligations and responsibilities of TCCS in regards to design acceptance. In result of this discussion DRC will change the name of the Certificate of Design Acceptance to Letter of Design Review.
This change will come to the effect after consultations with all Industry groups. This will be advised by the separate email. / To advice about concerns / all
8. / Grassing
Gabriel reminded attendees about requirements for consolidation and handover open space grassing;
  1. Works to be completed at commencement – the Consolidation period is not for unfinished work.
  2. At commencement achieve 80-90% grass germination cover“so that a continuous grass sward can be established with normal consolidation practices and without the need for reseeding”.
  3. The Standard Specification Hold Point 9.12 requires “rectification of any deficiencies before commencement of the Consolidation period”.
  4. The Standard Specification - section 9.06.3 concerns grass maintenance during consolidation. An agreed maintenance program is required.

9. / Rubber surfaces for playgrounds and outdoor gyms
TCCS stakeholders met internally to discuss the advice on rubber softfall. It was decided that the specification based advice will be prepared and distributed for comments.

10. / Clarification Of DRC referrals to sub-units within TCCS
Louise explained the issue when works on the design are interrupted by conflicting comments from various areas within TCCS. Louise gave examples were comments previously received from the Tree section where overwritten by DRC.
In response Gabriel explained DRC role as a single point of contact for external applicants in relation to issues related with the land development submissions. DRC requests and coordinates comments from all units within TCCS and provides single response to the applicant. This eliminates issue of conflicting comments provided by TCCS units with different design requirements.
The purely Landscaping issues can be directed to grant Thomas however if civil element is involved than the request for clarification should be directed to the Estate Development Manager – Chandra Chandramohan. / For information only / N/A / N/A
11. / Industry update on turf and seeds produced by Canturf
To resolve issue of turf supply from areas not affected by the fireweed, TCCS and industry members met with Canturf and produced grass mix and turf. Gabriel asked for industry feedback on supply and purchase. / For information only / N/A / N/A
12. / Estate Development Plan workshop
Currently after receiving initial EDP submission, DRC identifies internal stakeholders and forwards relevant elements of the submission for review. At the same time DRC is organising a workshop with presentation from the developer. The purpose of the presentation is to present critical information that TCCS stakeholders may not have otherwise access to and not details that are already in the submission.
Firstly, the presentation should provide project background such as relevant Precinct Codes, Concept plans and other design boundaries as well as vision of the project. The vision of the project should briefly describe key outcomes targeted in the development; in terms of active travel, energy efficiency, public amenities and environmental benefits. Further, the presentation should contain information on project constraints such as restrictive topography, specification and standards that you couldn’t comply with and associated risk and also new products and design solutions.
With this background, TCCS will be able to make informed decision about accepting the risk associated with the proposed design. / For information only / N/A / N/A
13. / Christmas Break
Gabriel presented Christmas shutdown calendar. Guna questioned the necessity of early closure for handover of soft landscape and operational acceptance of hard landscape assets.
Andrew and Gabriel will discuss with the asset owners and address appropriately. / As the outcome of the discussion with the asset owner the following dates have been negotiated:
- Handover of soft landscape works are required by 18/11/2016 as these items are programmed into maintenance schedules over the Christmas period.
-Operational Acceptance submissions of the following hard landscape assets; playgrounds, barbeques and bins, must be submitted by 18/11/2016.
-Operational Acceptance of hard landscape assets outside of the above can be submitted by 2/12/2016. / Andrew and Gabriel
