Preface

The bylaw modifications proposed herein are compiled from learned experience and submitted by representatives of Four Corners Youth Sports during the November 2015 Monthly Board Meeting. These proposed modifications are currently under review and will be voted upon during the February 2016 Monthly Board Meeting. Any questions or comments are welcomed and should be submitted to the executive board for review.

1)Addition to Article VI A. “Playing Fields”

  1. Insert additional sub section to state that FCYS will reserve the right to modify the size of the playing field for Superbowls in each division to include a 100x53 yard size.

2)Modify Article II – “Governing Rules” Section E –“Playing Fields” Subsection 6 to state:

  1. Towns that do not report scores in a timely manner (within two days following a game) will be subject to having their home game privelidges revoked for the following season.

3)Addition to Article VII – “Preseason/Practice/Team Composition Section A – “Practices” Subsection 2 to include the following:

  1. No Team or players shall participate in the following prior to the official practice start date set forth by the Executive Board, this list includes but is not limited to:
  2. Team/Partial Team workouts or walkthroughs
  3. Offensive practice/workout of any kind, i.e. QB, WR, RB running or passing game
  4. Defensive practice/workout of any kind, i.e. DB, LB, DL coverage or stunts
  5. Skull, White board or film sessions
  6. Any practice/workout that will give the team/players an advantage in the upcoming season
  7. Exceptions will include the following:
  8. Teams participating in post season tournaments prior to December 31 of the previous calendar year.
  9. League approved 7 on 7 football, clinics or conditioning camps.
  10. Violation of the afore mentioned bylaw will result in disciplinary action resulting in forfeiture of the teams (players and coaches) entire season.

4)Addition to Article VII – “Preseason/Practice/Team Composition Section A – “Practices” Subsection 5 to include the following:

  1. This six (6) hour total weekly practice session shall include skull/whiteboard/film sessions walkthroughs and scrimmages.

5)Addition to Article V – “Coaches” Section A – “Eligibility” add subsection 4 to state:

  1. Any adult registering to be a Head Coach shall be certified through their respective state high school coaches association i.e. NMAA.

6)Modify Article III – “Eligibility” Section N, subsections 1 through 7.

  1. This modification can be referenced in Appendix A of this document.

7)Addition to Article II – “Governing Rules” Section D – “Officials” add subsection 3 to state:

  1. All officials within Four Corners Youth Sports shall be certified by the executive committee, and will be subject to a back ground check.

8)Modify Appendix A – “Play Rules” Section 13 to add subsection d. to state:

  1. The afore mentioned ten (10) play rule is only applicable during regular season play, upon entering the post-season playoffs the ten (10) play rule is at the discretion of the head coach.

9)Modify Appendix A – “Play Rules” Section 22 to state:

  1. In the Mighty Mite and Rookie Divisions no more than 4 defensive line players are allowed on the line of scrimmage (inside the tackle box). All other players must be 1.5 yards back from the line of scrimmage. Failure to do so will result in a five yard penalty.

10)Modify Appendix A – “Play Rules” by adding section 24 to state:

  1. In the mighty Mite division the coin toss winner will take offense for the first full quarter and each team will rotate offensively at the end of each quarter.

11)Modify Appendix A – “Play Rules” by adding section 25 to state:

  1. It shall be the responsibility of the head coach to ensure all players are wearing jerseys that are numbered for their specific positions as laid out under NFHS guidelines.

12)Modify Appendix A – “Play Rules” by adding section 26 to state:

  1. It shall be the responsibility of the head coach to ensure he/she is carrying an up to date copy of the NFHS rule book and shall have it in his/her possession during each game.

13)Addition to Article II – “Governing Rules” Section D – “Officials” add subsection 4 to state:

  1. It shall be the responsibility of the officials within Four Corners Youth Sports to select and ensure attendance at each game a chain crew that is competent and able to perform the required duties.
