Principles of LogframeThinking, LinkingObjectivestoActivities,andResults- basedBudgeting

Logicalframework,orlogframe, thinkingstartsoutwithasimplebut extremely importantprinciple: first,onedecideswheretogo(theobjective)and,secondly,howonewill get there (theactivity). Objectivesareformulatedwhichcanbeachievedbyperformingasetofactivities., But because activitiesareatamuchlowerlevel thanObjectives,eachactivitynormallycontributestoaResult; oneor moreResultsareneeded toenable theObjective tobeachieved.

Logframethinking requiresclear (or atleast plausible)specificationsoftheintendedeffectsof plannedResults.Thus, the "hierarchyofobjectives"islinkedbyaset ofhypothesesindicating the intendedimpact, i.e., theutilizationofResults and,ultimately,theaccruingbenefits.Thelinkages have tobe"tight",i.e., chances toreachhigher level objectives mustbegood.Realism and consistencyrefer toscientificallysoundhypothesesandtoavailable resources. By linking resources, r,andlong-term effect (=impact) ina realisticandconsistent manner, logframescreatea highdegreeof transparencyandthustheyprovideasoundbasisfor efficient management, meaningful evaluation,andenhancedcredibility.

Thelogframeprocessalsoincludesareflectiononimportant externalfactorswhicharecrucialfor thesuccessof agivenproject. "Assumptions"arehypothesesaboutfactorswhichareoutside the managerial control ofaproject, centre,or thesystemasawhole.

The"logframematrix"whichsummarizesall important planningdecisions, assumptions,and resourceallocationsisaframewhichhastobespecifiedforoperational purposes. It has, therefore, tobesupplementedbydetailed (operational)plansspecifyingactivities,milestones, responsibilities, timeschedules, resources,etc.

Theterminologyusedworld-wideinlogframes ischaotic.It isthereforenecessarytounderstand thehierarchy, rather thanbeingconfusedwithdifferent termsusedbydifferent agencies.Inthiswe use theterm GOAL3todenotelong term achievementswhicharenotexpectedoutof thisproject, butit will contributetowardsit.Goal isfollowedby OBJECTIVES4whichshouldbeachievedbythe Project.A set of RESULTS5enableonetoachieve theObjectives,whileeachResultisachieved throughasetof ACTIVITIES.
