A BILL
TO AMEND SECTION 596780 OF THE 1976 CODE, RELATING TO THE DEPARTMENT OF EDUCATIONAND THE TRANSPORTATION OF STUDENTS, TO REQUIRE EVERY SCHOOL BUS TO BE EQUIPPED WITH A FIRSTAID KIT WITH MEDICAL SUPPLIES TO TREAT SEIZURES, DIABETES, AND LIFETHREATENING ALLERGIC REACTIONS; AND TO AMEND 5967108TO REQUIRE EACH SCHOOL BUS DRIVER TO SUCCESSFULLY COMPLETE A COURSE IN FIRSTAID PRIOR TO CERTIFICATION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION1.Section 596780 of the 1976 Code is amended to read:
“Section 596780.Every school bus shall be equipped with a firstaid kit to include medical supplies and equipment used to treat emergencies resulting from seizures, diabetes, and lifethreatening allergic reactions, and any other emergency medical equipment as required by the State Board of Education, a powerdriven windshield wiper, adequate brakes and efficient lights which shall at all times when in use be in good working order and also with a rear view mirror or mirrors of such dimensions as will enable the driver, from the driver’s seat, to see reflected in them not only the occupants of the vehicle but also the road to the left and to the rear of the vehicle for a proper distance adequately to observe traffic in his rear.”
SECTION2. Section 5967108(A)(1) of the 1976 Code is amended to read:
“(A)(1)Only a person who has been certified by the State Board of Education may drive a school bus, as defined in Section 596710, when transporting preprimary, primary, or secondary students to or from school. Before a person can be certified to drive a school bus, that person must successfully complete a course in firstaid training as determined by the board to include training in cardiopulmonary resuscitation and treatment for emergencies related to diabetes, allergic reactions, and seizures.”
SECTION3.This act takes effect upon approval by the Governor.
