To whom was referred a House Resolution (H.4007) to memorialize any governmental body subject to the South Carolina Consolidated Procurement Code to maximize the creation of American jobs and restore economic, etc., respectfully

A HOUSE RESOLUTION

TO MEMORIALIZE ANY GOVERNMENTAL BODY SUBJECT TO THE SOUTH CAROLINA CONSOLIDATED PROCUREMENT CODE TO MAXIMIZE THE CREATION OF AMERICAN JOBS AND RESTORE ECONOMIC GROWTH AND OPPORTUNITY BY COMMITTING TO SPENDING ECONOMIC RECOVERY PLAN FUNDS PROVIDED TO THAT BODY BY THE AMERICAN TAXPAYERS ON PURCHASING MATERIALS, GOODS, AND SERVICES THAT ARE MADE OR PERFORMED IN THE UNITED STATES OF AMERICA WHENEVER AND WHEREVER POSSIBLE.

Whereas, the economic downturn is having a critical impact on everyday Americans who are struggling to maintain or find jobs in an increasingly difficult environment; and

Whereas, those same Americans are the taxpayers that provide the revenue need to operate essential government services; and

Whereas, Congress and President Obama are establishing a taxpayersponsored economic recovery package that will provide billions of dollars to help economically devastated cities and states immediately provide jobs to millions of outofwork Americans through considerable infrastructure rebuilding, green energy projects, and other projects requiring manufactured components; and

Whereas, our taxpayer dollars should be spent to maximize the creation of American jobs and restore the economic vitality of our communities; and

Whereas, domestically produced products that are purchased with economic recovery plan monies immediately will help struggling American families and will help stabilize our greater economy; and

Whereas, any economic recovery plan should, to every extent possible, include a commitment from any governmental body subject to this state’s Consolidated Procurement Code to buy for its projects materials, goods, and services that are produced within the United States, thereby employing the very workers that pay the taxes for the economic recovery plan spending in the first place. Now, therefore,

Be it resolved by the House of Representatives:

That the House of Representatives of the State of South Carolina, by this resolution, memorialize any governmental body subject to the South Carolina Consolidated Procurement Code to maximize the creation of American jobs and restore economic growth and opportunity by committing to spending economic recovery plan funds provided to that body by the American taxpayers on purchasing materials, goods, and services that are made or performed in the United States of America whenever and wherever possible.

Be it further resolved that a copy of this resolution be forwarded to the State Budget and Control Board for dissemination by Chief Procurement Officers.
