City of Boulder Youth Opportunities Program

City of Boulder youth can submit a Volunteer Service Project Application to pay for the cost of materials (up to $1,000) necessary to do a Volunteer Service Project. The project must be within Boulder city limits and be done by City of Boulder residents of middle or high school age.

Who can apply?

  • Youth or adults may apply for up to $1,000. Adults are strongly encouraged to collaborate with young people in writing this application. Applications without youth input are unlikely to be funded. The more youth involvement there is in the planning and implementation of a project, the stronger the application will be.
  • Applicant groups/agencies may be funded one time in the six-month period from January-June, and one time for another project in the period from July-December.
  • A specific project can only be funded one time in a calendar year.
  • A given project can only receive money from one stream of the Youth Opportunities Program at a time. This means that projects currently receiving money from the Annual Grants or Group Activities Fund may not also apply for the Volunteer Service Project to work with the same youth.

Review Process

The Youth Opportunities Advisory Board (YOAB) typically reviews and votes on applications at its monthly business meetings, held the first Friday of each month from September through May. The Board is made up of 16 high-school-age students from the City of Boulder who carefully review each proposal and make funding decisions. The Board reviews applications on a first-come, first-served basis, typically a maximum of three per month.

Reporting Requirements

Receipts must be submitted for all purchases made for funded projects. A report form about the project must be filled out once the project has been completed. The report form includes information on volunteer work done by the participants as well as demographic information (gender, ethnicity, sexual orientation and socioeconomic status) about the youth who participated in the project.
