To whom was referred a Concurrent Resolution (H.4308) to request that the Department of Transportation name the bridge that crosses Interstate Highway 85 along South Carolina Highway 129 in Spartanburg County, etc., respectfully

A CONCURRENT RESOLUTION
TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE BRIDGE THAT CROSSES INTERSTATE HIGHWAY 85 ALONG SOUTH CAROLINA HIGHWAY 129 IN SPARTANBURG COUNTY THE “DEPUTY KEVIN EARL CARPER BRIDGE” AND ERECT APPROPRIATE MARKERS OR SIGNS AT THIS BRIDGE THAT CONTAIN THE WORDS “DEPUTY KEVIN EARL CARPER BRIDGE”.
Whereas, the members of the South Carolina General Assembly were deeply saddened by news of the death of Spartanburg County Sheriff Deputy Kevin Earl Carper on February 27, 2007; and
Whereas, suffering mortal wounds to the chest while attempting to apprehend a fleeing suspect from a traffic stop, Deputy Carper was the first officer to die in the line of duty in Spartanburg County since 1967; and
Whereas, Deputy Carper was born on November 19, 1967, in Anderson, Indiana. He was the son of Donald Eugene Carper and Pax Pauline Parker Carper; and
Whereas, he was the devoted husband to his wife, Andrea Fowler Carper, and the proud father of three daughters, Kyleigh, Mary Kate, and Caroline; and
Whereas, Deputy Carper was a graduate of the South Carolina Police Academy and a member of the Southern States Police Benevolent Association; and
Whereas, dedicated to his church community, he regularly attended St. James United Methodist Church with his family and participated in many church activities; and
Whereas, described as a “natural cop”, Deputy Carper believed he was born to become a law enforcement officer, and is remembered by his colleagues as always being eager to help and never in a bad mood; and
Whereas, earning respect and admiration from his peers, Deputy Carper remained humble and grounded, describing other officers as “more worthy” on the occasion of his winning a Deputy of the Month Award; and
Whereas, it is fitting and proper for the members of the South Carolina General Assembly to pause in their deliberations to create a lasting memorial to Spartanburg County Deputy Sheriff Kevin Earl Carper who made the ultimate sacrifice while in the line of duty, by naming the bridge that crosses Interstate Highway 85 along South Carolina Highway 129 in Spartanburg County in his honor. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the South Carolina General Assembly, by this resolution, request that the Department of Transportation name the bridge that crosses Interstate Highway 85 along South Carolina Highway 129 in Spartanburg County the “Deputy Kevin Earl Carper Bridge” and erect appropriate markers or signs at this bridge that contain the words “Deputy Kevin Earl Carper Bridge”.
Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
