2012 Border LSC Long Course Championship

Host:Border Swimming, Inc., a Local Swim Committee of USA Swimming, Inc., invites swimmers 2012-registered through Border Swimming with USA Swimming to participate in the Border LSC LCM Championship (swimmers not registered with Border Swimming may enter as exhibition only). The meet will be a pre-seededtimed-finalmeet.

Sanction: Held under the sanction of USA Swimming, Inc. and Border Swimming, Inc. This meet will be held under sanction numberBD12-09.

Disclaimer:In granting this sanction, it is understood and agreed that USA Swimming, Inc.; Border Swimming, Inc.; the City of El Paso; and any and all sponsors shall be free and held harmless from any and all liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the meet in accordance with USA Swimming, Inc. rules and regulations.

Facilities:The Pavo Real Aquatic Center is a modernpool with nine competition lanes, one warm-up/warm-down lane with non-turbulent lane lines. Electronic timing equipment (CTS 6timing and HY-TEK Meet Management software) will be used. Sloped starting blocks and turn flags are in place. The facility has separate dressing rooms, showers and lavatories for men and women.The competition course has not been certified in accordance with 104.2.2C(4). The water depth measured for a distance of 1.0 meter to 5.0 meters from the start end is 3.6 meters and 1.2 meters from the turn end.

The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms.

Directions Directions to the pool using I-10:

Take I-10 East to the Americas Ave Exit (Loop 375). Exit I-10 and enter Loop 375 going south. Exit at Alameda Ave. Turn right onto Alameda. The pool is 0.70 miles on your right.

Directions to the pool using the Border Highway Hwy (54) Loop 375 NE:

Take the Border Highway east. Eventually it becomes Americas Ave (Loop 375 North). Exit Loop 375 North at Alameda Ave. Turn left onto Alameda Ave. Proceed approximately 0.70 miles to the pool.

Rules:2012 USA Swimming and Border Swimming rules and regulations will govern the meet. The USA whistle start and no recall procedure will be used throughout the meet. Coaches andofficials will be required to display their 2012 registration cards.

Eligibility:Competitors must be 2012 USA Swimming athlete members. No on-deck registration will be permitted. Non-Border LSC athletes mayswim as exhibition (no points or awards) only.A swimmer’s age will be determined as of the first day of the meet (7/27/2012).

Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

Sessions:The meet director and/or meet referee reserves the right to re-arrange or split sessions based on the number of entered swimmers.

Seeding:The meet will be a pre-seeded, timed-finals event with heats organized according to USA Swimming rules, except as modified herein. The 400 IM, 400 freestyle events will be deck-seeded based on the positive check-in requirement. Empty lanes may be filled with deck entries. New heats will not be created.

Scratches:Scratches for individual timed-final events are not required but would be appreciated as it may allow another swimmer to deck enter.

Relay Events:Relays will be deck seeded and swum as timed finals.Relay entries will be due before the end of the session prior to the session in which the relay will be competed (the night before). There are no qualifying times for relays.

Entry Forms:Entries should be in long coursemeters times. This is an LSC championship No Times (NT) entries are not permitted in any event. Team entries are to be submitted on a Master Entry form, or preferably, by email Hy-Tek entry. Each swimmer's date of birth and complete USA-S number must appear on the form. Proof of Time must accompany each team’s entry. Entry times will be verified against the USA Swimming SWIMS database. Entry fees must accompany a team’s entries or they will not be processed. Failure to fully complete an entry will result in that entry not being accepted. Entries must be fully legible. Teams can email their HY-TEK Team Manager Entry files . The USA membership affidavit must be signed and returned with the entries. A person responsible for entering an unregistered swimmer as registered will be subject to a fine of up to $100 per event per entry.

Entry Deadline:Entries are due July 26, 2012 by 6 PM. All entries received after 6 PM of July 26th will be late and entered on a lane available basis. Once the meet is seeded, no new heats will be created, and late entries may not have room to be entered. Early entries will help ensure that any problems can be caught and corrected before the meet begins.

Limit of Events:Swimmers will be restricted to a maximum of seven (7) individual events in totalfor the meet and no more than three (3) events per day. Swimmers will be restricted to one (1) relay per day.

Late Entry Fees:Individual Events =$7.00 per event

Late entries MUST be submitted to the Clerk of Course at least 30 minutes prior to the start of the meet session in which the late entry is to be conducted.

Scoring:The top 9 swimmers in each division in each age group will score.

Points will be awarded 1st thru 9th as follows: 10-8-7-6-5-4-3-2-1
Relays are awarded double the points:20-16-14-12-10-8-6-4-2

Relay score will be team points only, and will not be included in Individual High Point totals.

Age Groups:The age groups for individual events for this meet will be 8& under,9-10, 11-12, 13-14, 15 16, 17 & Over. The age groups for relays will be 12 & under, 13 & over.

  • Positive Check-InEntrants in individualevents of 400 meters or more must check in with the Clerk of Course by the deadline.
  • Swimmers who have not performed a positive check in will be scratched from that event. The events may be reseeded to save time, depending on the results of the check in.
  • The coach, swimmer, or swimmer’s parents are the only ones who can check in for a swimmer (and no one else).Entrants in the 400 free, and the 400 I.M. events must check in with the Clerk of Course and confirm their intention to compete in these events, by the deadlines indicated below:

Meetings:An officials meeting will be held 30 minutes prior to the session start. A coaches meeting held 15 minutes prior to the start.

No competitive contest can be conducted without impartial, competent officials. Officials deserve the respect and support of swimmers, coaches, and spectators. Officials must always be treated in a courteous manner. Likewise, officials must conduct themselves in a professional and courteous manner toward all swimmers, coaches and spectators. On or off-record criticism of officials by coaches directed toward swimmers or spectators shall be considered conduct unworthy of members of the coaching profession. Similarly, comments by officials critical of coaches, whether in public or private, shall be considered unethical behavior.

Warm-ups: Border Mandatory Warm-up Procedures will be enforced. A USA-Swimming/FINA registered coach for each swim team must be present to conduct their team’s warm-up sessions. Warm-up times and lane assignments will be posted at the pool. Afternoon warm-ups will begin immediately following the completion of the morning session or 2:15 PM, whichever is later.

  • All coaches and officials will serve as marshals during warm ups and will be responsible for monitoring and enforcing safety rules and regulations in assigned warm up lanes.
  • All meet warm ups open session using all 10 lanes.
  • The first twenty (20) minutes of each session shall be designated as a GENERAL WARM UP SESSION. There shall be FEET FIRST ENTRIES ONLY AND AT ALL TIMES during the general warm up session. Lanes may be used for pace, circle, or return swim only. Swimmers shall not mount the starting blocks at any time. The pace shall be carefully controlled by the coaches. Loitering and visiting in the lanes is not allowed.
  • During the last TEN (10) minutes of each warm up session sprint lanes shall be open as follows: the lane you have been assigned for warm-up will be your sprint & return lane. Before using sprint lanes, they must be cleared of all swimmers. There will be NO DIVING at any time. RACING STARTS ONLY will be allowed at the start end, but the swimmers swim back in return lanes.
  • There shall be NO DIVING (only racing starts) at any time during the meet. Swimmers in backstroke events or the backstroke leg of the medley relay, MUST ENTER THE WATER FEET FIRST.
  • Warm up and warm down laneswill operate under the same rules and regulations as general warm up lanes, with the exception that a maximum of 20 swimmers will be allowed in the warm-up/down lane at any one time.Diving and racing starts (backstroke included) are NOT permitted in the warm up/warm down lane.

Concessions:Might be available.

Hospitality: A hospitality area will be available for all coaches, officials, and meet volunteers.
