A CONCURRENT RESOLUTION

TO RECOGNIZE AND CONGRATULATE CAPTAIN DARRYL A. KELLY FOR BEING THE FIRST AFRICAN AMERICAN TO REPRESENT THE SOUTH CAROLINA ARMY NATIONAL GUARD IN WASHINGTON, D.C. ON MAY 22, 2002, WHEN HE WILL RECEIVE THE GENERAL DOUGLAS MACARTHUR LEADERSHIP AWARD.

Whereas, Captain Darryl A. Kelly will be the first African American from the South Carolina Army National Guard to receive the General Douglas MacArthur Leadership Award in Washington, D.C. on May 22, 2002; and

Whereas, Captain Kelly is one of seven National Guard officers who will receive this prestigious leadership award at the Pentagon and only the second South Carolina Guardsman to ever receive the award; and

Whereas, Kelly joined the National Guard in 1989 after seven years of active duty in the Army and is currently the commander of Company A, 151st Signal Battalion in Laurens; and

Whereas, Captain Kelly qualified for the award when he won the General James C. Dozier Award in Charleston in March, 2002; and

Whereas, the Dozier Award is presented to the member of the South Carolina National Guard who is the most outstanding company officer for leadership and quality of service; and

Whereas, Kelly received a degree in Business Administration from Coker College and a Masters in Public Administration from Troy State University. In addition to being a member of the National Guard, he is a South Carolina Highway Patrol Sergeant in Darlington with thirteen years of experience; and

Whereas, the General Assembly is proud to honor and extol such an outstanding officer, leader, and son of South Carolina as Captain Darryl A. Kelly. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and congratulate Captain Darryl A. Kelly for being the first African American to represent the South Carolina Army National Guard in Washington, D.C. on May, 22, 2002, when he will receive the General Douglas MacArthur Leadership Award.

Be it further resolved that a copy of this resolution be forwarded to Captain Darryl A. Kelly.
