Managing and leading a HSE Team.

Prepare health and safety strategies and develop internal policy;

Liaise with senior management from the Departments, Consultants and Contractors.

Review all risk assessments and recommend how risks could be reduced;

Outline safe operational procedures which identify and take account of all relevant hazards;

Carry out regular site inspections to check policies and procedures are being properly implemented;

Plan practical and effective methods, both preventative and remedial, of promoting health and safety and safe working practices;

Maintain records of incidents and accidents and producing statistics for managers;

Ensure to be up to date with new legislation;

Liaise with officials from the regulatory authorities to ensure the organization is compliant with mandatory regulations;

Take notes of accident investigations on site and produce subsequent reports and recommendations;

Ensure the safe installation of equipment and carry out fire drills;

Manage hazardous substances and the disposal of chemicals, e.g. asbestos;

Advise on a range of specialist areas, e.g. fire regulations, hazardous substances, noise, safeguarding machinery and occupational diseases.

Develop and implement OHS Programs for Departments and Projects.

Have trained and conducted safety induction program, as where it is applicable and practicable for past project, which includes –Daily tool box talk (as per activities) Working at heights, Lifting procedures, Confine space entry,H2S awareness, Permit to work procedure, Safe work practice, Security procedure, JSA system, Hot work & Fire watch procedures, Housekeeping, LOTO ( lock out tag out ) procedures, Line breaking, Excavation procedures and Handing waste management system

• To conduct safety induction training for all person gaining entry for the first time in Cabot’s premises.
• To train & educate contractors and employees to the company compliance procedures on: - safety work procedures, hot work, confine space entry, line breaking, LOTO ( lock out & tag out), emergency and working at height procedure.
• To inspect scaffold erected within the plant
• To inspect visibly heavy machineries i.e.: - crane, sky-lift, trailers, air compressors and etc. prior entry to the plant.
• To accommodate and inspect jointly with environmental personal for water sampling (discharge point), noise monitoring and dust monitoring (ambient air) within and external of the plant area.
• Demolition works on PD1 unit, installation of new air pre-heater shutdown works, tank-cleaning works, and installation of new blower at PD3 modification works on flocculation tank (WWTP)
• To check and monitor the compliance and guidelines drawn by Cabot Malaysia that are in place and further to that a project safety guidelines was also implemented through the above mention projects.
• A total number of 350 workforce were in place and in compliance on safety, security, environment, health & emergency procedure, incentive programmer was also initiated and enforced for this project.

• Part of the team to conduct training & induction program for all personnel prior entry to TA ’05, this was on-line with Shell Refining procedures and requirements LRCCU was spliced into two (2) groups of safety monitoring.
• was in charge in the workout section with five (5) safety officers and supervisors. The other was at the R&R area (Reactor & Regenerator) approximately 180 exchangers, 9 columns, 180 vessel, major lifting were the 66 inch pipes & 40 inch pipe line by 500 tone and 300 tone mobile cranes.
• Shutdown from June 21st to July 15th ’05 with one thousand hundred and twenty workforce at site.

• To sufficiently supply machineries to the work site without obstacles.
• To record & monitor all machineries at the location daily. To assist SHO on issues all matters arising from the work site and liase with TNB personal on logistic and safety if required.

• To take in-charge of the job activities (safety) at the Ammonia and Urea Plant Revamp Project in Asian Bintulu Fitilizer (ABF) Bintulu.
• I was recruited towards end of the project till near completion whereby given the task to mitigate the Safety & Health procedures at work place and update all documentation (start to completion) prior handing over to (ABF) Petronas, Bintulu.

• To delegate my daily task /job function with three (3) other safety personals in the turn-around without any LTI and to coordinate with existing Security, Environment, Fire, Safety Health & Emergency response procedures and in achieving a joint work progress without LTI safety + quality + progress= achievement

• Inspection daily / weekly on all 32 piling Rig machines, conduct tool box talk, joint safety walk with main contactor Sumitomo-Zelan-JV, liase with local authority DOSH on machinery approvals and to attend daily, weekly & monthly safety meetings with Sumitomo-Zelan-JV.

• Carry out daily site safety inspection to uncover any hazardous conditions or unsafe act or practices
• Assist the Deputy Safety Manager / Manager to investigate accidents, incidents or Fire outbreak
• Liaise with the sub contractor safety officer/ supervisors with respect to Safety Promotion
• Ensure compliance with Factories & Machineries Act/OSHA Act and also the in-house safety rules and regulations
• Hold regular crew safety discussions to sustain interest in safety
• Participate in safety meetings
• Take disciplinary action on safety violation
• Implement the approved penalty system for non-conformance towards track safety, general site safety and public safety
• Implementation of the notification of night works/Sundays/public holidays by sub contractor
• Participate in tool box talks/safety briefing organized by sub contractors
• Ensure compliance by sub contractors in regards to line block procedures, work in between train procedure and other KTMB’s track safety procedures
• Conduct inspection of flood prone areas, potential embankment slip areas and any other locations, which could or may undermine the existing track structure and KTMB train operations
• Ensure compliance to construction level crossing procedures as per KTMB’s standard operating procedure
• Conduct periodic inspection on construction plant & equipment in accordance to DOSH requirements
• Compile and forward safety Observations, Violation and stop work orders to the Head Of Construction (HOC) on weekly basis.

• This was a major shutdown of BP Amoco whereby the diver unit (Backbone unit –of-the plant) was overhauled and new tubes (109pcs) were replaced.
• The preparation for the shut down took two (2) months ahead, as the JSA (Job Safety Analysis) for every step of work had to be in place, approved and followed accordingly, drug & alcohol test was also a major aspect in his project.
• All workers were screened by local and appointed physicians/Doctor. A full day course, (4) four times a week training for Man Way Watch, Fire Watch, Signal Man, Confine Space entry and all other work commended for 2 weeks that was from may 2nd till 16th 2001.

• To demolish the power plant in very safe manner whereby contractors were instructed to follow permitted height for there were overhead high-tension cables and strictly not to cut any cable as a permit to work on cable must be followed with the tagging system.
• Joint inspection together with TNB & TNBG around the site to rectify every unsafe act & conditions. To ensure every workers know their job and to conduct it safely. Rigger, Signalman and Crane Operators were given on the job training. Environment was also a major activity in this demolition project where we had to comply with the ISO 4001 standards

• Organized sub contractor safety officers to report all activities, inspection & daily work according to technical methods. Attend safety, environment & security meetings; liaise with Petronas Fire Marshall and local authorities i.e. DOSH, DOE, Police & Immigration

• Daily tool box meeting for a total number of two hundred workforce. Coordinate with Putrajaya Holding’s Officer on spot check and inspection at our site. Daily monitor workers at site, site inspection on unsafe act and condition, inspection on equipment & to check with safe tags for safety netting’s (materials) and workers coming thru main entrance (morning) daily

• To liaise with Government authorities pertain to Safety, Health, Environment, Fire & Security. To formulate the safety committee, identify hazards or risk area’s and construct temporary safety facilities for preventive measures.
• To conduct unsafe act and conduct audit jointly with sub contractor safety representative.
• To organize weekly on -housekeeping, inspection, and mobile cranes, reporting to DOSH authorities on site safety progress as and when necessary.
• Assist DOE authorities on waste disposal matters and how best to contain them. Arrange a medical check-up for staffs and workers alike to perform their duties in a much healthier environment and check to update First-Aid facilities in all the sub contractors work area and office.
• Implementation and performing checks on security system from time to time also cooperating closely with local police authorities for drug & alcohol test.

• Ensure and secure the Safety, Health and Welfare of person working within the premise and to protect workers against risk that threatens Safety and Health arising out of the activities of workers working at the place of work.
• To liaise and assist with Department of Occupational Safety & Health officers (DOSH) in carrying out inspection form time to time. To inspect Passenger and Material Hoist in safe and sound condition, if default or damage immediately inform to Plant & Machinery crew and stop the operation to avoid any hazard that could threaten the lives of the workers

• To be fully in charge on the C.P (contract pier) and PLB (passenger loading bridge) areas, and to monitor an average number of three thousand workers maximum at the peak period of the project. To formulate safety induction program for the prestigious Sepang KLIA to assist any visit by Government top leader including our former Prime Minister Tun Dr. Mahathir Mohamed around the site area without any interference or obstacles from others. As one the team member to escort ministers from the entrance to the project site, a daily housekeeping & job safety analysis on all works was in place and to lead 6 to 9 workers (directly under safety) in my zone to prevent workmen from trip / fall hazard i.e. (unfinished temporary safety works or false works). To promote and conduct safety audit (contractors and sub contractors rep), monthly safety meeting committee, monthly safety gathering with all workers, weekly safety audit (UAA & UAC) joint safety inspection by owner, client and us (main contractor). Monthly tower crane inspection (12 nos) with color-coding & to control safety budgets.
