The Municipality of Budapest (hereinafter referred to as "the Borrower") has received a loan from the European Investment Bank - EIB (hereinafter referred to as "the Bank") - towards the cost of the Hungary - Budapest: Infrastructure and Services Project - AFI. The Budapest Transport Company Ltd. (hereinafter referred to as "Employer"), based upon the authority of the Borrower, invites international Tenders for the implementation of the contract named:

Procurement and Installation of Monitoring and Telecommunication Systems

This contract will include:
This reconstruction project will include replacement of telecommunication systems at 11 stations and in the control centers of the East-West Metro Line. New dispatcher control desks (ÁDI - station dispatcher) shall be installed at each station in accordance with the schedule of station reconstruction works. Dispatcher control desks incorporate station telecommunication and technical dispatcher functions in terms of hardware and software systems. Telecommunication systems of the line dispatcher center shall also be reconstructed during this rehabilitation (Central Traffic Control (KFM), Central Passenger Traffic Dispatcher (KUD), Technical Dispatcher (MÜDI), Power Supply Dispatcher (EDI)).
In order to ensure co-ordination of the operation of the above systems continuous exchange of information shall be provided.
Fibre-optic cable system shall be installed to enable transmission of the large amount of information generated by the system: minimum 34 Mbps PDH transmission system with 16 No. 2 Mb/s access points for both terminals.
The data and signal transmission of the power supply remote control, the fire alarm and technical dispatcher systems will also be connected to the transmission system to be installed.
The PDH system will form a fibre-optic ring. In order to ensure reliability and safety of the operation the pictures from all cameras of a station shall be displayed in real-time on the monitors, with selection option.
In addition to the systems integration this invitation for tenders includes supply and installation of the following systems:
Fire alarm system
Station public address system
Extension of the information and help point system
Local public address system
CCTV system
Dispatcher telephone system for the Central Traffic Control (KFM)
Operation of escalators and platform power-cut system
Attack alarm system
Operation and monitoring of elevators
Central clock and headway display
Digital audio recording system
Extension of radio system
Reconstruction works include design, supply, installation and commissioning of the systems to be provided.
Tenderers may be submitted only for the whole of the works. The Employer will not consider partial tenders.

Implementation of works will last 46 months following conclusion of the contract, with phased commissioning of the particular stations and systems as per time schedule.

The criteria to be used in the tender evaluation are, in the sequence of importance:

This contract will include:
Procurement and installation of main ventilation equipment for Stadionok/Keleti pályaudvar/Blaha Lujza tér/Astoria/Deák tér/Kossuth tér/Batthyány tér/Moszkva tér and Déli pályaudvar stations and wayside main ventilation equipment of Metro Line 2, by replacing the existing equipment, so that the installed system is suitable for emergency smoke exhaustion in addition to normal operational ventilation. The contract includes preparation of authorization and implementation design documents, obtainment of approvals, removal of existing equipment, structural reconstruction works needed for the installation, rehabilitation and installation of ventilation and sound attenuating components, installation of necessary power supply and control systems.
Procurement and installation of jet fans in the escalator shafts of Keleti pályaudvar/Blaha Lujza tér/Astoria/Deák tér/Kossuth/Batthyány/Moszkva tér and Déli pályaudvar stations of Metro Line 2.
Procurement and installation of water mist fire protection system to ensure fire extinguishing for trains arriving at stations, cable tunnels under platforms, areas under escalators of deep stations, and station duty office located at the underpass level in Stadionok/Keleti pályaudvar/Blaha Lujza tér/Astoria/Deák tér/Kossuth tér/Batthyány tér/Moszkva tér and Déli pályaudvar stations.

Procurement and Installation of Power Supply Equipment
2.
This contract will include:
The power supply system of the East-West Metro Line comprises medium-voltage (10 kV) switching-distribution equipment, traction and auxiliary transformers and traction rectifiers, and (0.8 kV) switching equipment for the above items, heavy-current (0.4 kV) equipment for the lighting and power transmission consumers, as well as electric protection for all the equipment, central control (power supply dispatcher) equipment and related cabling.
In the course of reconstruction works the following work items shall be carried out for the electric technological equipment:
- replacement of switching equipment receiving 10 kV supply from the Power Supply Company (ELMÜ)
- replacement of obsolete circuit breakers in the 10 kV cells
- partial rehabilitation of the 0.8 kV distributors
- replacement of currently operating main distributors in stations out of 0.4 kV main and safety distributors
- replacement of sub-station remote control, automatics and electric protection equipment, hardware and software modification for the power supply control center
- replacement of 10 kV supply cable by cable of 90-minute fire retarding capacity from the equipment receiving 10 kV supply to the station transformer
- Installation of 0.4 kV cables of 90-minute fire resistance for the distributors of escalator, mist extinguishing equipment, jet fans in the escalator shafts, elevators and main ventilation equipment
- Installation of phase correction equipment
In stations EPH (mid-potential point) system shall be developed, the existing earth base network to be reconstructed shall be examined, and metal components installed or modified in the reconstructed structures, mechanical and weak-current systems shall also be connected to this system.
Implementation drawings shall be prepared by the Contractor for the following works:
- replacement of equipment receiving 10 kV supply from the Power Supply Company (ELMÜ)
- partial rehabilitation of the 10 kV distributor
- partial rehabilitation of the 0.8 kV distributor
- full replacement of 0.4 kV main distributor and safety distributors
- installation of phase correction equipment
- cabling works, installation of fire-retardant cables and cable support structure
- reconstruction of the electric protection, central automatics and power supply control center.

ST LOUIS POWER STATION EXTENSION

TENDER NOTICE
The Central Electricity Board (CEB) of Mauritius is envisaging the extension of the Saint Louis Power Station in Mauritius to strengthen the existing thermal production resources and to satisfy the electrical energy requirements of the island.
The CEB is seeking tenders from suitably qualified companies having adequate experience in the design and construction of diesel based thermal power station on a turnkey basis for the supply and installation of three medium-speed diesel alternators each rated at 12 MW (± 15%) with associated equipment and civil works.
CEB has requested the European Investment Bank's participation in part financing the project. Companies will also be requested to propose possible alternative means of project financing. Project finance may be provided by an international development bank or another suitable agency.
The scope of the work will include:
The complete design, manufacture, supply, testing in works, packaging for export, shipping, transport, delivery to site, unloading at site, erection, painting, commissioning and putting into normal operation, performance and reliability testing on completion, instruction of CEB's personnel, and maintenance for the maintenance period of all the mechanical and electrical services associated with the above plant including heating, fuel, lubricating oil, and cooling water systems, HV switchgear, MV switchgear, LV switchgear, interacting with and modification of existing mechanical and electrical systems and control monitoring hardware and software, d.c. equipment and transformers, etc. The civil works for the project will include demolition of an existing building and construction of a new power house building; engine foundation blocks, external plinths, bunds, pipe and cable trenches; site services; electrical and mechanical building services.
The location for the installation will be within the existing St Louis Power Station site at Port Louis, Mauritius.
Companies tendering for this project will be required to submit with their tender comprehensive details to allow the following areas to be evaluated:
i) Experience and past performance of the company on similar projects. Tenderers (or at least one member of a tendering consortium) must have acted as main contractor on at least one similar project in the last five years.
