The ‘Summary’ section provides a brief overview of the proposal and some the most important arguments and considerations. It should be as concise as possible and is composed using “speakable” bullets. This section is no more than 1 page.

Department of Finance Recommendation

In this section, the Minister is provided with clear decision options for him to choose by signing a provided decision line. It must be clear who he is authorizing the provision of funding to, over how long, and for what activities. If the proposal does not require funding or if it would enable cost-savings, this should also be stated.

The decision options are put at the beginning of the initiative so the Minister knows what to look for while reviewing the proposal. The Minister should always be provided with the option to not support the proposal, and can also be provided with other alternative options besides the recommended one. Sometimes it is desirable to break up the proposal into multiple decision points to give the Minister the option to support some, but not all, parts of the proposal.
