The Anti Extortion Cell of the Crime Branch have arrested two members of desperate ‘Ashok Rathi Gang’ and solvedtwo sensational cases of Highway Dacoities of Cigarette Containers. More than One Lakh packets of looted Cigarettes worth Rs. 35 lakhs approx. have been recovered from the possession of the accused persons. The Scorpio Jeep used by this gang in many criminal incidents has also been recovered from the possession of the accused persons. The antecedents of the arrested accused persons are as under:

  1. Suresh Kumar @ Chuchu (36 years) s/o Late Narender Singh r/o house no. F-127, Lado Sarai, Delhi.
  2. Narender @ Kitto (34 years) s/o Hukum Singh r/o House No. F-341, Village Lado Sarai, Delhi.

HC Santraj of Anti Extortion Cell of the Crime Branch has received a secret information regarding the activities and movements of interstate gang of desperate criminals of ‘Rathi Gang’ active in Delhi & NCR. It was also learnt that the gang members had recently robbed a container loaded with cigarettes in Shamli, UP and had stored the looted goods somewhere in the area of Kapeshera for its further disposal. On this, a team under the supervision of Shri Jasvir Malik/ACP and consisting of Insp. Dalbir Singh, ASI Wasi Haider, HC Santraj, HC Jagvir, HC Virender, Ct. Rajeev Sahrawat & Ct. Sandeep Kumar was constituted to develop this information.After sustained efforts the team succeeded in arresting Suresh @ Chuhu and Narender @ Kitto during the night of 15-16.06.2009 from Bus Terminal, Mehrauli. Later, the police team raided a godown situated at Kapeshera-Gurgaon Border, and more than 1.25 lakhs looted cigarette packets were recovered at their instance. The market value of the recovered cigarette packets is more than Rs. 35 lakhs.

During interrogation, the accused persons were found involved in the following criminal incidents:

  1. On 14-15.04.2009, the above accused persons alongwith their associates Anil Gahlaout, Sudhir @ Sidhu, Ramesh, Omprakash @ Omi looted a container loaded with cigarette packets worth Rs. 90 lakhs from highway at Shamli, UP. A case vide FIR No. 56/09 u/s 395 IPC stands registered at PS Adarsh Mandi, Shamli, UP in this regard.
  1. In the year 2007, the accused persons alongwith Anil Gahlout and Sudhir @ Sidhu and other associates looted a container containing cigarette packets worth more than Rs. one Crore from highway at Panipat, Haryana after giving an injection of noxious substance to the driver and helper of the container. A case vide FIR No. 99/07 u/s 328/394/397 IPC stands registered at PS ModelTown Panipat in this regard.

The team of the officers of Special Cell led by Inspr Govind Sharma and Inspr Subhash Vats under the supervision of Shri Sanjeev Kumar Yadav, ACP has apprehended a desperate and wanted criminal Kishan Pal @ KP @ Raju Fauji, (Aged- 37 years) r/o Distt. Muzaffar Nagar UP. He is involved in more than a dozen cases of Murder, Kidnapping for Ransom, Dacoity, Robbery etc in Delhi and UP. A reward of Rs 50,000/- has been declared by Commissioner of Police, Delhi Police for his arrest in a sensational murder case PS Hauz Quazi, Delhi.

Information was received in the Special Cell that wanted criminal Kishan Pal @ KP @ Raju Fauji has made his hideout in the area of Mahavir Enclave, New Delhi. Sources were deployed and surveillance was mounted to further develop this information On 15.06.2009, specific information was received in Special Cell that Kishan Pal @ KP @ Raju Fauji is residing in a house in Mahavir Enclave, Palam, Delhi. Accordingly, a trap was laid near the house when Kishan Pal @ KP @ Raju Fauji was spotted approaching to his hideout. He was apprehended and arrested u/s 41.1 CrPC.

Kishan Pal @ KP @ Raju Fauji had a unique modus operandi. He remained in touch with his associates either physically or calling them from PCO only. Moreover he would spilt from his associates immediately after committing the crime from the spot itself in a separate vehicle.

Accused Kishan Pal @ KP @ Raju Fauji was arrested by UP police in the year 1993 and again in year 2001. In the year 2001 he was released on bail and thereafter absconded and indulged in several heinous crimes. He was never arrested in Delhi and thus his criminal record was not available in Delhi which was a major handicap in making efforts to trace him. His associates Sanjay Jutshi r/o Gandhi Ngr Delhi and Rajesh Adhikari r/o West Jyoti Nagar Delhi were also arrested by Special Cell in the year 2006.

DETAILS OF MURDER CASE OF PS HAUZ KHAZI

On 29.09.2007, Vijay Singh Yadav @ Vijay r/o Bazar Sitaram, Delhi was shot dead. A case vide FIR No. 356/2007 u/s 302/120 B/404 IPC was registered at PS Hauz Quazi, Delhi. During investigation of the case accused persons Bishan Kumar @ Chintu, Vinod Kumar @ Gola, Rishipal @ Pappu, Hitender Singh @ Chotu, Praveen Kohli, Parmod Singh @ Pammi, Deshraj @ Deshu, Ashok Jain (Ex Councilor), Gopal Krishan Aggarwal etc were arrested while other accused Krishanpal @ KP @ Raju Fauji, Dimple, Praveen @ Jojo etc were on run and were wanted by police. Dimple was killed in an encounter with UP Police. Accused Kishan Pal @ KP @ Raju Fauji was declared a Proclaimed offender and was evading the arrest.

Some of his sensational involvements of Kishan Pal @ KP @ Raju Fauji r/o Muzaffar Nagar UP are:

He alongwith his associates while committing a robbery in the area of PS Keshav Puram Delhi shot dead one Rajender and robbed 7.5 lakhs cash. In the year 2004, he along with his associate tried to kill a Cable operator in the area of Punjabi Bagh. In the year, 2003, he alongwith his associates committed a Robbery in Raj Nagar Meerut. On 7.7.2003, he was involved in a robbery in the area of PS Shalimar Bagh Delhi In the month of Nov/Dec, 2003, he alongwith his associates robbed a person of Rs 2.60/- Lacs in Narayana Iron market. In same year he alongwith his associates robbed Rs 10 Lacs in the area of PS Prashant Vihar. In the year 2001 , he alongwith his associate Sanjay Jutshi and others kidnapped a jeweller Jhunjhunwala and extorted Rs. 1.5 crores for his release in the area of PS Hazrat Ganj Lucknow, UP. In the year , 2000, he along with his associates robbed a brick kiln owner.

Besides these cases, he is involved in ten cases of robbery in Meerut and was arrested under Gangsters Act of UP.Further investigation in progress.

EXTORTIONIST IN THE NAME OF “CHOTA RAJAN” ARRESTED

Police of PS Badarpur, South-East District has arrested one Aslam Firoz, aged 32 years r/o Champaran, Bihar, an extortionist operating in the name of ‘Chota Rajan’. A recovery of 3 mobile phones, 7 sim cards and currency notes of Saudi Arabia, Bangladesh and Japan has been affected.

On 12-06-09, a complaint was received from a factory owner that someone who identified himself as Chota Rajan has been extorting Rs. 50 lacs on phone. The complainant informed that he had received a extortion threat from someone identified himself as Chota Rajan and demanded Rs. 50 Lacs. The persons threatened if he failed to supply him the money by 15.6.09 he would be killed. On receiving this complaint, a special team comprising of Insp. V.P. Dahiya, SHO/Badarpur, ASI Satya Prakash, Ct. Pratap, Ct. Harender and Ct. Ramesh Chand was constituted under the supervision of Sh. V.S. Pundir, ACP/Sarita Vihar. The sources were deployed and traps were laid to apprehend the extortionist. The alleged persons fixed up a time and place on which Rs. 50 lacs was to be given to him. On 15.6.09 the team laid a trap and arrested one person who was later identified as Aslam Firoz from nearby Railway bridge, Badarpur.

During interrogation, the accused Aslam Firoz revealed that he belongs to a poor family having 9 siblings. The accused did his matriculation from a Government school at his native village. In the year 1999, he went to Saudi Arabia with the help of an agent to earn and worked there as an Electrician. But he could not achieve his aims and returned back to India in the year 2008 and stayed at his native place upto March, 2009. Thereafter he again came to Delhi to earn money and even planned to go to Saudi Arabia but in the meantime he saw a footage of Dawood and his associate Chota Rajan on TV and decided to adopt their modus-operandi of extortion to earn easy money. In the process, he phoned up a businessman Sh. Gupta and demanded Rs. 50,00,000/- as extortion amount identifying himself as ‘Chota Rajan’[.

Further investigation is in progress.

ARREST OF WANTED CRIMINAL INVOLVED IN RAPE AND ATTEMPT TO MUREDER CASE : P.S. KHAJOORI KHAS

The police of Khajoori Khas, North East District, Delhi has arrested wanted criminal Ashraf s/o Norr Islam r/o Mohalla Baroli Attola, Kasba Atroli Distt. Aligarh, UP. Ashraf has been evading his arrest in two heinous cses of rape & attempt to murder vide FIR No. 276/08 u/s 363/376/34-IPC PS. Khajoori Khas & FIR No. 24/09 u/s 363/342/307/376/34-IPC, PS. Khajoori Khas.

Incident:

On the night intervening 3/4.2.09, Ashraf, alongwith his associates Mukesh, Faizan had kidnapped one Shruti (name changed) d/o Pramod, aged 14 years from Chauhanh Patti Sabhapur. When the brother of Shrutinamely Ravi Kumar tried to rescue Shruti (name changed), he was attacked on his neck with a knife by Ashraf & his associates. There after Ashraf & his associates absconded in a Tata-407 along with girl Shruti. Prior to this incident, Ashrat had kidnapped Shruti with the help of his associate Mukesh vide FIR No. 276/08 u/s 363/376/34-IPC date 7.10.08 PS. Khajoori Khas. However the girl Shrutiwas recovered in this case & in her statement, she disclosed that Ashraf had raped her & Mukesh helped him in kidnapping her.

Investigation:

During investigation of the case the accused persons Mukesh, Faizan arrested & the girl Shruti (name changed) was recovered again on 29.3.09. In her statement again she alleged that she was kept in the area of Jama Masjid by Ashraf & who continuously raped her there. During investigation all accused persons were arrested except Ashraf, who had been at large for the last 9 months.

Team & Efforts:

A team comprising of Inspr. Pankaj Sharma, ASI Vinod Tyagi, ASI Kanwar Pal, HC Jeet, Ct. Naseem, was formed under due supervision of ACP/Gokal Puri & given the task to apprehend Ashraf, wanted in two above cases of Att. to murder & Rape.

The police team conducted raids at Saharanpur, Yamuna Nagar, Loni, etc., but proved failure. However police party kept their efforts continued & located the whereabouts of Ashraf. On 15.6.09, the police party on a secret information arrested Ashraf from Chauhan Patti Sabhapur when he had come to meet his friend.
